About this file

This file is a Questions and Answers (Q&A) document for Federal Acquisition Regulation (FAR) Solicitation 697DCK-26-R-00043, issued by the Federal Aviation Administration (FAA) for janitorial services across multiple facilities in Central Florida. The solicitation is a 100% small business set-aside with a proposal due date of Monday, May 11, 2026, at 2:00 PM ET. The requirement encompasses janitorial services at seven locations: Tampa International Airport (41800 George J. Bean Parkway, Tampa, FL 33607), Sarasota (SRQ) at 705 Tower Road, Sarasota, FL 33913, Clearwater (PIE) at 14510 Airport Parkway, Clearwater, FL 33762, Melbourne, Fort Pierce (FPR), Vero Beach (VRB), and Naples/Southwest Florida (RSW). Each location is treated as a separate service location requiring distinct pricing and staffing considerations, with operational details specified in individual frequency charts. The vendor is responsible for providing all consumables and supplies, including paper products, cleaning chemicals, and equipment. Wage determinations apply by location, including determinations for Fort Pierce (WD 2015-4563), Vero Beach (WD 2015-4567), and Sarasota (WD 2015-4547), with all wage rates and health and welfare benefits binding on offerors.

Proposals must cover all listed locations and cannot be submitted for single locations only. The FAA clarified that no transition period will be provided from the incumbent contractor, no subcontracting is required, and SDVOSB certification is not mandatory. All facilities are classified as high-security with restricted operational areas such as Air Traffic Control towers and TRACON rooms where detailed cleaning requirements apply. Security clearance and badging requirements depend on individual background checks; employees must be escorted until cleared. The government provides utilities (water, electricity) at no cost and maintains central vacuum systems in tower cabs at applicable locations. Staffing levels, specific consumable quantities, square footage, current contract value, and incumbent contractor information were not disclosed; offerors must determine staffing needs based on operational requirements in the Statement of Work (SOW) and frequency charts. The FAA provided Amendment No. 0003 updating the pricing schedule and clarifying that additional site visits are not available; all solicitation information is available on SAM.gov.

QAs MIA Central FL Janitorial Services -697DCK-26-R-00043

No. Question FAA Response

While reviewing the frequency charts and supporting attachments, we want to ensure we correctly understand how this facility: 2930 Flight Safety Drive, Vero Beach, FL, should be included in our proposal submission. Specifically, would you please confirm whether this location is:

- A separate service location requiring its own pricing and staffing consideration;

- Included under a combined regional grouping with other East Coast facilities; or

- Referenced elsewhere within the solicitation documents under an alternate facility identifier.

Yes, this is a spearate service location identified as (VRB). requiring its own pricing and staffing consideration. Please reference the solicitation and Frequency Chart attachments for each location.

With site visits scheduled for Tuesday, April 28 through Thursday, April 30 and a current due date of May 5, this timeline provides limited time to develop comprehensive pricing and technical submissions.

- We respectfully request at least a two-week extension to the proposal due date beyond May 5 to allow sufficient time to prepare a complete and competitive submission.

Reference Amendment No. 0003 the current proposal due date is 5/11/2026 at 2:00PM ET. Continue to monitor SAM.gov for any forthcoming amendments to this solicitation.

Can you please share incumbents Name, contact number, and value? The scope of this requirement has changed reference the applicable SOW and attachments.

Please confirm the following:

1.The name of the current incumbent contractor, if applicable.
2.The current contract number.
3.The total award amount and contract period of performance for the most recent award (including option years, if

exercised). Reference the answer to Question 3 above.

I wanted to inquire whether any additional site visit opportunities are available, or if there are alternative ways to obtain site-specific details (such as approximate square footage, cleaning schedules, or any additional facility information) to ensure accurate pricing.

No. Additional site visits are not available. Reference the solicitation attachments.

frequency charts for Sarasota (SRQ), and Clearwater (PIE) listed in the attachments. However, when I look at the actual Solicitation document (697DCK-26-R-00043) where you are supposed to input your pricing for each airport for the entire contract, there is no actual breakout area for me to enter the pricing for those two airports.

Are we supposed to roll those two airports pricing into the Tampa Airport pricing, or will there be an updated solicitation document with those two areas where we need to input the breakdown of each?

The pricing schedule has been updated with a breakdown to identify each location as stand-alone facilities: Sarasota (SRQ) 705 Tower Rd. Sarasota Fl, 33913, and Clearwater (PIE) 14510 Airport Parkway, Clearwater, Fl, 33762.

We don’t see any provision for submission of RFI questions. Will the government be accepting questions? If so, what is the due date? Reference Amendment No. 0003.

9 Have you determined if there will be site visits? Not sure that it is necessary but I will participate if it is an option. Site visits have already concluded. Also, reference Question 6 above.

10 Can you please clarify your small business requirement? This is a 100% small business set-aside.

What is the process and timeline for obtaining Real ID/SIDA access credentials for our personnel at the covered facilities? Reference the Department of Homeland Security Real ID Act for compliance requirements. Dependant on background check.

Are aggregate square footage totals for each facility location available, or should we reference the individual frequency charts for scope estimation? Reference the answer to Question 4 above.

13 Could you please confirm whether subcontracting opportunities are expected under this requirement after award? Reference Question 10 above, no subcontracting is required.

We have requested three customer references to submit their surveys directly, and I just wanted to confirm whether they have been received on your end.

Each offeror is responsible for ensuring a complete submission is sent in accordance with the solicitation.

15 Before we set up a time to meet, can you please clarify your small business requirement? Reference the answer to question 10 above

How many existing shifts are there? Operational hours are listed for each facility in their correspoinding Frequency Chart in

Wage Deteminations No(s). 2015-4563 (Fort Pierce), 2015-4567 (Vero Beach) and 2015- 4547 (Sarasota) will be added by forthcoming amendment to SIR
