BASIC ORDERING AGREEEMENT (BOA)

QUESTIONS & RESPONSES

January 7, 2021

1. Question: Please confirm that all BOAs are full and open competition; no BOAs are set-aside or restricted to small business.

Response: The Small BOAs are set-aside for small business (Refer to Section B). The Medium and

Nationwide BOAs are full and open.

2. Question: Please confirm that this is not an A/E solicitation and that the requirements are predominantly for construction services for the 8 small and medium BOAs and that only the Nationwide has full design for the Design-Build requirements.

Response: The Small BOAs and Medium BOAs are predominately for construction services. Offerors submitting a proposal for the Small or Medium BOA are required to respond to Evaluation Factors 1-4 and Offerors submitting a proposal for the Nationwide BOA are required to respond to Evaluation

Factors 1-5. Factor 5 is Design/Build Approach.

3. Question: The tables on SIR page 62 (Volume 1) and page 63 (Volume II) provide page limits. Some of these deliverables within the table are noted as N/A. Please confirm that is denoting that these documents do not count against the page limit.

Response: The deliverables noted as N/A do not count against the page limit.

4. Question: Please identify if tabs count against the page limit.

Response: Proposals are to be submitted electronically. Tabs are not counted toward the page limit.

5. Question: Please identify if a project from a major subcontractor performing a major trade can be used to satisfy any of the Corporate Experience performance.

Response: No, a project from a major subcontractor cannot used to demonstrate experience for Factor

1 Corporate Experience.

6. Question: The SIR documents contain an excel document entitled BOA Location Information. Please advise if the intent is to include this in the proposal, and if so, in which section/volume (as it is not referenced otherwise in the RFP).

Response: Please provide the Excel spreadsheet in Volume II.

7. Question: Please clarify expectations for content or submittal requirements for the executive summary required in Volume I and Volume II, as this is not detailed in the SIR.

Response: In the executive summary please introduce your firm and how your firm can meet the FAA’s requirement as stated in Attachment J-1 Statement of Work. The executive summary does not need to be more than one (1) page in length.

8. Question: SIR Page 60 requests that offerors clearly identify electronic folders for Volume I and

Volume II and for each evaluation factor. Please confirm the intent is to state that volumes and evaluation factors within shall be labeled, as we understand these documents shall be transmitted as

PDFs.

Response: Clearly label folders as Volume I and Volume II and the contents within Volume I and Volume

II.

9. Question: The SIR indicates to use as Times New Roman 12 pt font. For the purpose of identifying headers and subheaders, having slightly larger fonts will more easily distinguish body text from headers and render the documents easier to navigate and review. Please confirm if fonts larger than 12 pt can be used for headers and subheaders.

Response: Headers and subheaders larger than New Roman 12 pt font is acceptable.

10. Question: SIR page 67, Nationwide BOAS (4th paragraph down) assigns different percentage weights to each evaluative factor than those denoted in the RFP next to each Factor. For instance, This paragraph states that Key Personnel are weighted at 10%; however, the bottom of SIR page 65 indicates that key personnel are weighted at 20%, which is a discrepancy. Please clarify percentage weights for each evaluative factor.

Response: The weighting for the Small and Medium BOAs differs from the Nationwide BOA because

Offerors submitting proposals for the Small or Medium BOA are required to respond to Evaluation

Factors 1-4 and Offerors submitting proposals for the Nationwide BOA are required to respond to

Evaluation Factors 1-5.
