1. Question: Factor 2 states it shall not exceed 24 pages and allows either the PPQ form provided in the RFP or CPARS. In many instances the CPARS is more than 4 pages. If the offeror provides 6 CPARS we will exceed the 24 page count, however, the government advises you will be rated more favorably if you submit more than 3. Please consider removing the PPQ/CPARS from the page count and allowing a maximum of 2 supplemental pages for Factor
Response: For Factor 2 the page limit is increased from 24 pages to 36 pages to accommodate CPARS that are more than 4 pages. L.2 is revised to read, "Volume I must not exceed 71 pages and 10 megabytes for the Small and Medium BOAs and 76 pages and 10 megabytes for the Nationwide BOA.
2. Question: Under Factor 1, Item A, it is noted to submit a minimum of (3), no more then (6). Examples of recent and relevant projects performed within the last 5 years. Due to COVID and the lock downs, The FAA shut down all projects and are just recently preparing to start up projects awarded two years ago. With this lapse of time and the request for projects that were completed within the last five years, I am asking that we be allowed to go back seven years for projects performed for the FAA taking in account the past two years associated with the COVID shutdown.
Response: Recent projects for Factor 1 Corporate Experience and Factor 2 Past Performance has been revised from 5 years from the date of the solicitation to 7 years from the date of the solicitation. Factor 3 Management Approach is revised to allow Offerors to submit Teaming agreements, letters of intent or other documentation demonstrating the Prime/Subcontractor relationship must be within the last 7 years. Teaming agreements, letters of intent or other documentation is not included in the page count. The definition for “recent” under Section M.3 is revised from 5 years to 7 years.
3. Question: Will you please consider an extension of one week for the submission date of this proposal? Currently, RFIs are due 1/27 and the proposal is due 2/4. Assuming the RFIs are answered within 1-2 days, this still leaves us less than one week to incorporate any changes to our proposal that may result from the RFIs.
Response: Yes, the proposal due date is extended to 17:00 ET on February 11, 2022.
4. Question: Will the government please consider adding an additional two pages for a total of 3 pages for each resume? It is extremely hard to demonstrate 10 years of experience within one page.
Response: For Factor 4 resumes may be up to 3 pages.
5. Question: Is the SF330 an acceptable format for Project descriptions and Key Personnel Resumes
Response: For Factor 4 Offerors may submit SF330 in lieu of resumes; however, SF330s are limited to 5 pages.
