1. Question: Section L.8 on page 61 says only one submission from each offeror. If we are bidding on the medium and the nationwide BOAs, does this mean we submit one proposal?

Response: L.8 has been revised to read, Offerors may submit a proposal for more than one BOA. Each Offeror must indicate if they are submitting for the Nationwide, Medium or Small BOA. If submitting a proposal for the Small or Medium BOA please indicate the Service Area".

2. Question: Factor 3, part ii Subcontractor Management on pages 64-5, the RFP states, “Offerors must include teaming agreements for major subcontractors they may utilize for Bid/Build and/or Design/Build projects.” This is a 10-year contract across 50 states. We look to work with local partners in the area of each call order, so identifying major subcontractors at this point is challenge. Is this only for offerors who are relying on subcontractors’ experience to bolster their abilities?

Response: Factor 3, part ii Subcontractor Management is revised to read, Subcontractor Management: Offerors must describe the internal structures and processes to effectively manage and maintain subcontractor relationships. Offerors must include a minimum of two (2) teaming agreements for subcontractors they have utilized for Bid/Build and/or Design/Build projects within the last five years.

3. Question: Can performance questionnaires that we have submitted for other proposals rather than asking the contracting officer to fill out another questionnaire on the same project?

Response: The FAA will NOT accept other performance questionnaire forms. The FAA will accept CPARS and/ or the Past Performance Questionnaire form provided with solicitation to demonstrate past performance. Factor 2 is revised to read, Please submit all PPQs and/or CPARS with your proposal, rather than the customer sending the completed PPQ to the Contracting Officer directly.

4. Question: SIR page 60 assigns a page limit of 54 pages to the nationwide BOA for Volume II and Volume I.

However, the Volume II maximum page limits alone comprise 54 pages. Adding in the three extra pages for Volume I for the title page, table of contents and executive summary amounts to 57 pages. Please identify if this should be amended to either state a maximum of 54 pages for Volume I, or a maximum of 57 pages for Volume II and I.

Response: The page limits in Section L.2 for Volume I for the Title Page, Table of Contents and Executive Summary are revised from 1 page to N/A.

5. Question: SIR page 63 indicates the title page, table of contents and executive summary do not count against the page limit for Volume II. However, SIR page 62, which covers Volume I, indicates the title page, table of contents and executive summary each count as one page against the page limit. Please clarify if these three deliverables should be N/A, consistent with the Volume II table.

Response: The page limits in Section L.2 for Volume I for the Title Page, Table of Contents and Executive Summary are revised from 1 page to N/A.

6. Question: If a project has a CPARs available, may that be submitted in lieu of the PPQ? We have found that many government customers will not complete a separate PPQ if they have completed a formal government CPARs evaluation.

Response: The FAA will accept CPARS and/or the Past Performance Questionnaire (PPQ) form provided with solicitation to demonstrate past performance. Other PPQs forms will not be accepted. Factor 2 is revised to read, Please submit all PPQs and/or CPARS with your proposal, rather than the customer sending the completed PPQ to the Contracting Officer directly.

7. Question: Please provide clarification on pg. 62, paragraph L.9, b., which states the following: “The Offeror must have an official, who is legally authorized to bind the Offeror to a contract, sign block 16 of SIR Section A, the cover page. If issued, all solicitation-amendment cover pages must be signed and submitted. The cover page, titled Solicitation, Offer and Award (blocks 11-17) must be completed by the Offeror. In block 15, the Offeror must supply its name and address, and the DUNS or DUNS+4 number reported in clause 3.13-4 of Section K.”

Response: L.9a is revised to read as, "The Offeror must have an official, who is legally authorized to bind the Offeror to a contract, sign block 20 of SIR on the cover page. If issued, all solicitation-amendment cover pages must be signed and submitted. The cover page, titled Solicitation, Offer and Award (blocks 14-16) must be completed by the Offeror."
