About this file

This is a Questions and Answers document dated January 6, 2025, regarding the Federal Aviation Administration's (FAA) Nationwide Basic Ordering Agreement (BOA) reopening (697DCK-22-R-00033). The FAA clarifies they are adding up to five new vendors to increase competition for requirements $2M and greater, in addition to their existing five contractors.

The document addresses key details about the BOA's scope, including that it will be used for a broad range of construction services such as new towers, additions, modernizations, maintenance, and repairs for FAA facilities. While competition is the preferred procurement method among BOA holders, non-competitive awards may be made if deemed in the FAA's best interest. The FAA indicates that project bundling decisions will be made case-by-case, and no project schedule is currently available to industry. The agency notes that the industry day presentation will be uploaded to SAM.gov under the solicitation number.

Questions & Responses

Nationwide BOA Reopening

January 6, 2025

1. Question: What is the rationale for adding 5 additional Nationwide contractors to the program when you already have 5 available.

Response: The FAA’s decision to reopen the Nationwide BOA is to add up to five (5) new vendors to increase competition for requirements $2M and greater.

2. Question: We understand that a Nationwide BOA will be used for projects greater than $2M. Can you share a range of values that FAA expects to contract for? Would the BOA be used for a

$50M project?

Response: The Nationwide BOA may be used for broad range of construction services including new towers, additions, modernizations, maintenance, and repairs for FAA facilities.

3. Question: Will you be holding competitions among the Nationwide BOA holders for each project?

Response: Competition is the preferred method to procure requirements; however, if it is determined to be in the best interest of the FAA, a requirement may be a noncompetitive requirement

4. Question: Will FAA consider bundling projects to improve the efficiency and effectiveness of the projects?

Response: This determination will be made on a case-by case basis.

5. Question: Is there a schedule of projects available to industry?

Response: Not at this time

6. Question: In that was provided during the virtual industry day that you can provide?

Response: The presentation will be uploaded to www.SAM.gov under 697DCK-22-R-00033.
