B.1 Supplies and Services to Be Provided In support of the Federal Aviation Administration’s Airport Surface Detection Equipment Model 3 Surface Movement Radar Replacement Project, the subject procurement will replace thirty-four (34) aging ASDE-3 SMRs with a sustainable commercial product, the Surface Movement Radar, Model 4 (SMR4). These thirty-four systems will be deployed at eighteen (18) ASDE-X airports, nine (9) ASSC airports, and three (3) FAA support facilities. The FAA support facilities include: the FAA Academy (ACA), the FAA Logistics Center (Depot), and the FAA Program Support Facility (PSF).
The FAA may purchase an additional nineteen (19) SMR systems in Option Period 2.
The Contractor must provide all necessary labor, materials, equipment, services, and facilities as provided in the SIR Section C, Statement of Work (SOW), which stipulates the requirement to provide for the design, development, production, test, implementation, and management of the SMR4.
The Base Period includes provision of contractor facilities and all labor, materials, equipment, and services to develop, deliver, and install First Article systems and complete First Article testing.
The First Article In-Plant DT system will be refurbished and deployed as the final system if either Option Period 1 or Option Period 2 is exercised.
The Option Period 1, if exercised, must include all labor, materials, equipment, and services for delivery and implementation of twenty-seven (27) production SMR4 systems.
The Option Period 2, if exercised, must include all labor, materials, equipment, and services for delivery and implementation of nineteen (19) production SMR4 systems.
If all option periods, and options, are exercised, the FAA will purchase fifty-three (53) SMR4 systems.

B.7.3 Contract Pricing for Time & Material CLINs
a) As part of Section B, the Contractor must price all Time & Material (T&M) CLINs for the supplies and services, which can be ordered under this contract for the contract period of performance including the base period and all option periods.
b) Task and delivery orders that utilize T&M type CLINs will be subject to the T&M pricing set forth in Table B-1, Negotiated Labor Rates for T&M CLINs. The labor rates in this attachment reflect fully burdened hourly rates for each labor category and will apply to all direct labor hours ordered under a time and materials basis, including the prime contractor and sub-contractor(s). The fully burdened labor rates must include all direct labor, and indirect costs applicable to that direct labor (such as fringe benefits, overhead, G&A), and profit.
The Contractor may elect to propose lower hourly rate on a task-by-task basis.
c) The indirect rates applicable to direct materials, subcontracts for supplies, and other direct costs established in Table B-2, Indirect Rate Ceiling, are ceiling rates and must be applied accordingly. The Contractor may elect to propose lower indirect rates on a task-by-task basis.
d) There will be no change to rates if subcontractors are added or deleted. The hourly labor rates in Table B-1, Negotiated Labor Rates for T&M CLINs will not change after the contract award, even if the Contractor removes a subcontractor or adds a new subcontractor to its team.
e) The quantity of hours ordered from each labor category will be specified as deliverables hours billable at the ceiling rates specified in Table B-1, Negotiated Labor Rates for T&M CLINs, or at lower rates, if proposed by the Contractor. The CO may authorize adjustments between labor category quantities of up to 10 percent within the established task labor ceiling price.
f) Profit is not allowed on materials under T&M type CLINs on all task orders.
g) The labor rates under the Time-and-Materials CLINs are fixed ceiling rates for all contract periods. Rate
Refresh of the T&M Labor Rates may be allowed at the discretion of the Contracting Officer. Contractor will submit new T&M Labor Rates within FAA CO-provided Labor Rate Proposal worksheet within 30 days of the Government’s intent to exercise any of the Option Period’s T&M CLIN(s). If the rates are accepted, the Government will modify the contract Section B by incorporating the new rates into Table B-1 Negotiated Labor Rates for T&M CLINs for respective Option Period Years.
h) At any time and throughout the life of the contract, at the request of either the Contractor or the Government, the Contractor may propose additional labor categories, rates and descriptions not already included in the contract. The Government will review these proposals and determine if the revised rates are reasonable, B-13 realistic, and in the best interest of the Government. These additional labor categories, rates, and descriptions will be negotiated on a case-by-case basis at the Master Contract level.
