Page # Section # and Name Question/Comment/Rationale FAA Response n/a all
Has the FAA considered requesting a ROM price from Industry based on the entire program, now that the Draft SOW (Section C) has been released? The combination of scope for ROM prices requested in the past RFIs (SMR and Installation) and this current RFI (Integration and a portion of the SMR installation work scope) do not represent the entire program price. In fact, the ROM prices requested may represent less than half of the total price when considering the work scope associated with non-recurring expenses (NRE) needed to meet the requirements within the SSD (Section C) and the required scope of work including 110 CDRL requirements contained in the SOW (Section J) such as the "Reviews, Meetings, Conferences" of section 3.8.3.
The previous RFIs appeared to indicate that a COTS solution was acceptable, however, it is unlikely that any COTS item will also comply with over 500 requirements, nor have existing artifacts to satisfy the CDRL requirements without significant additional work.
The FAA has sufficient ROM cost information at this time. No additional ROM costs are needed from industry.
1 1 Overview
Regarding "The FAA intends to acquire a Commercial Off The Shelf (COTS) Surface Movement Radar (SMR) subsystem with necessary form, fit, and function enhancements to integrate with the existing surface surveillance systems. The changes are anticipated to be limited to developing the interface between the SMR and the surface surveillance system and support remote maintenance and monitoring. Additional development work is expected to be required to mount the SMR on existing towers. " The number of requirements contained in Section J SSD and the CDRLs in this document seem incongruent with any COTS solution. Is the FAA open to consideration of COTS equivalent substitutes or requirements tailoring to maximize the cost advantage of a COTS solution?
The FAA anticipates SMR4 will be based on a commercial product which may require modification. The FAA priorities are safety, security, and maintainability. The requirements are intended to support these priorities.
3.9.2
Production Systems
Is the 34 system count on page 1, section 1 inclusive of the 3 systems in section
3.9.2 subsections 1., 2. and 3.? Yes.
79 3.10.3 Site Survey
How is the work scope required from the Not-To-Exceed (NTE) cost estimate following each site survey to be funded if the site surveys for each of the 34 existing ASDE-3 SMR sites will be performed after contract award?
"The Contractor must develop a Not-to-Exceed (NTE) T&M estimate from the Site Survey, to include, but not limited to, site preparation, equipment removal, equipment installation, checkout, and acceptance costs, including ancillary material requirements to be expressly used at the identified site. "
FAA requirements remain under development. The FAA will allow Offerors to perform a site visit to an operational FAA facility to support their SIR proposal development. The information from this visit should be used in development of the basis of estimate for all sites. The FAA will issue delivery/task orders for each site survey based on approval of the NTE cost estimates.
