About this file
This solicitation seeks a firm fixed price purchase order for drydocking repairs and an ABS Intermediate Survey of the T.S. KENNEDY training ship. The Department of Transportation Maritime Administration requires drydocking from March 1st to May 1st 2020, with the ship available for transit to the contractor's shipyard on February 26th. Services include hull blasting and coating, tank cleaning and inspections, propeller and stern tube work, and structural repairs. A site visit will be held on December 17th 2019, with questions due by December 20th. Drawings can be requested from the contracting officer. Minority, women-owned, and disadvantaged businesses are encouraged to consider the Department of Transportation's short-term lending program for transportation contract financing.

Introduction:
This report provides the results for the mooring analysis of the T/S Kennedy as moored at the State Pier at Massachusetts Maritime Academy. A mooring analysis was requested to determine the maximum wind speed the lines can withstand prior to failure at their break strength of 165,300 lbs.
NAVFAC’s web application FIXMOOR, developed by U.S. Cost, was used to perform the analysis.
Analysis:
Reference (a) and (c) were used to obtain the required geometric line information for input into FIXMOOR. Additionally, data about the ship’s characteristics, pier, berth, mooring lines, and fenders were entered into the program.
The following environmental condition variables were set within the program:
Wind direction (deg) = 90 (abeam) Current Speed (knots) = 0 Current Direction (deg) = 0 Berth Water Depth= 25 Tide Height (ft) = 7 ShipLoad= light
Notes on setting of variables:
http://www.maritime.edu/l2.cfm?page=2 http://www.gatorsupply.com/supercombo8b.htm
Wind direction: Wind direction was set at 90 degrees. A side study revealed that the wind direction at 90 degrees generally resulted in the overall greatest tensions of the subject lines.
Current Speed/Direction: Due to the ships location, it has been assumed that the current/current direction is near zero.
Berth Water Depth: While the dredge depth varies between 25 and 30, this variable was only shown to have an impact when current was considered, with the 25 ft depth being more susceptible to current effects. As current is not considered based on the ships location, berth water depth is not a driving variable, and was set to 25.
Tide height: Published tide heights in the area in which the T/S Kennedy is docked, the range of tide heights, low to high was found. A small margin was added onto this data, resulting in -2 ft and 7 ft tides. A side study revealed that the mooring lines are under greater tension at high tide.
Load: The FIXMOOR program can be run at light, 1/3 and full loads. A side study confirmed that the ship is most severely affected by wind speed at lower load.
The data reported in this analysis was run at lightship. While lightship is not a realistic load case, it was run as a conservative measure.
Results:
The FIXMOOR analysis output provides data on the percent breaking strength for each mooring line. MSCorp conservatively considers a result of 99.9 percent break strength to be failure of that line. Per that assumption, Line No. 12 fails at a wind speed of 112 knots with the wind direction at 90 degrees. Winds above this velocity results in Line No. 12 or additional lines failing. It is noted that Lines No. 5 through 12 are under greater tension than the remaining lines.
Due to FIXMOOR limitations, data for wind velocities of 105 knots and 111 knots can not be run. As data at 112 knots is a failing case, and no data is available for the said range, a 104 knot wind is considered the maximum wind velocity the lines can withstand prior to line failure. It is also noted wind speeds that result in line loads greater than 60% of that break strength of that line are not considered safe wind speeds for mooring. At 101 knots, 60% break strength is exceeded for the subject mooring lines.
Table 1 and Figure 1 below show the results of the FIXMOOR study, providing the percent breaking strength for the line under the greatest tension at wind velocities between 0 and 125 knots.
Output from the FIXMOOR program for wind velocities between 0 and 125 knots are provided in Appendix A.

FIGURE 1: Mooring Line Strength vs. Wind Velocity
Conclusions:
As 104 knots is not an unrealistic wind speed to be reached during a natural catastrophe, it could be prudent to re-assess the mooring line arrangement for the T/S Kennedy.
