RFP: Questions-RFIs/ 6923G522R0578 - Eisenhower Visitor’s Center
# Question Answer/Response 1 Would you please seek another bid date for the Eisenhower Lock Visitor’s Center – it currently bids on 5/30 which is Memorial Day.
The Government observes Memorial Day as a Federal Holiday; therefore, the proposal due date has extended to Monday, 06 June 2022, 2:00pm
EST.
2 In communicating with potential exhibit subcontractors, the bid date of May 30th is not feasible as the industry is at a conference during the week of the 23rd, collectively they have requested a bid extension to June 6th. (especially as May 30th is Memorial Day)

3 Hadley Exhibits is the BOD for Exhibits – are there specific requirements to use an or/equal?
The company should be able to prove they have done projects of similar size and scope over the last 5 years. The exhibits need to meet the aesthetics, design, quality and functionality of the exhibits and displays shown in the Contract Documents.
4 Is the fire alarm contracted out already and if so to whom?
New fire alarm system is part of the bid package.
Reference electrical drawings and E701.
5 Will spoils be allowed to be stockpiled on site?
Section C.3.f of the Statement of work has been revised to add in the requirement for the Contractor to submit a work site layout plan.
Also see Section C.9 of the Statement of Work.
The clean spoil area indicated is on the north side of Eisenhower Lock about a quarter of a mile past the north overlook parking lot entrance, down an unpaved road.
6 Is there a geotechnical report (specifically for rock removal-depth, qty., etc.)
A subsurface investigation and geotechnical evaluation was completed and is included in Section 021000 of the Technical Specifications.
7 Demo if existing building is it hot? The existing Visitors’ Center is to be demolished per the drawings and specifications. Section 02000 of the Technical Specifications contains a limited hazardous material survey.
8 Field density testing by owner or GC?
By Owner, under the Special Inspections specification. Density testing related to compaction is to be done by the testing agency that will be hired by GLS. The Contract Documents has information about the Contractor’s requirement to coordinate testing and the Contractor’s responsibility for retesting if required.
9 Building permit – who carries the cost?
A Building Permit will not be required.
10 Would the owner consider alternate pricing for Hydraulic MRL as well as the spec’d Traction MRL? They will gain an option of cost savings.
No, please provide what is specified.
11 Is it possible for the design firm or architect to call out the total linear feet of wall murals? We would rather go with their number than what we estimate?
This is the responsibility of the contractor.
12 The same is true for square feet totals for exhibition space – can an official number be provided?
This is the responsibility of the contractor.
13 Are all assets and rights usage fees already handled by the design firm and have print ready files been created or are these the responsibility of the exhibit fabrication firm?
Camera ready art will be provided.
14 Much of the design is reliant on large super-graphic wall murals; have the necessary assets been created at the proper pixel threshold by the design firm already?

15 Can you clarify or confirm if a Level 5 wall surface will be created to ensure the best installation of these materials?
Level 4 is acceptable per the specifications.
16 Are there a preexisting example of the “Don’t rock the ship” and “How a lock works” interactives for us to study?
If not, can more detailed documentation be created by the design firm before we submit a quote?
This is the responsibility of the fabricator.
17 Does coding already exist or will it be created by the design firm for the various interactives?
Coding is the responsibility of the exhibit fabricator.
18 It seems from the Media and Interactive Plan that the design firm is creating final UX/UI assets, but if there are any gaps in on-screen content needed to be filled would it fall back to the Design firm? Essentially, the media scope for the fabrication team will be more about hardware, and integration, not content and programming, correct?
All media and interactives are by the exhibit fabricator.
19 Is there a media platform standard already in existence (i.e., the media playback hardware) that needs to be backwards compatible?
There is no existing media platform.
20 It is noted that Braille signs are not currently identified in the graphics schedule; will these be incorporated in the design of each elevation by the design firm in terms of size and location?
The Braille signs are noted in the Design Development Package.
21 Many of the specs call out “ink-jet” printing, is this to mean direct print to the substrate? If so, has the design firm specified any protective coating to protect the artwork? These seem to be in rather high-traffic areas that could have a lot of abrasion. If not, is the client open to an alternate specification we might recommend and if so, how should we rectify that our bid would not be apples-to-apples?
All direct print should have a clear finish applied.
22 Is there a specified or allocated portion of the budget for exhibitory and media already established? If so, can it be shared, even in a ball-park fashion? What if the quotes all come back higher than expected? Will the project scope in terms of quantity and visitor experience be reevaluated or will it fall to the fabrication team to work with design to value engineer? If so, how should that time be factored into the cost proposal?
Budget will not be shared.
23 Drawing CS-101 refers to a note on S202 for the wall plaque canopy. However, there is no detail for the wall on S202. Please provide detail.
Reference detail 7/CS-500. Drawing CS-101 has been revised.
24 Door # 112-1 is a hollow metal door, but the hardware set is for an aluminum door.
Can you please clarify what hardware sets are required for these doors?

25 Door # 301-2 is a hollow metal door with no hardware set issued.

26. There are about (16) type C12 fixtures, possibly a square canopy fixture? However, there is no spec for that. Will that be coming out in an addendum?
Refer to addendum drawing E501.
27 You have 3 options listed for the type LT track fixture. Do you know which option you want yet? They are all different styles and different prices.
28 You have (3) type C6 with a ‘G’ designation next to it. I assume maybe that’s for ‘gasket’ and you just need them to be wet listed? If so, that fixture you specified is standard we listed.
29 For the sprinkler heads, they call for K5.6QR IT Concealed, K.56 QR IT Upright, and K5.6 QR IT Victaulic. Our suppliers don’t recognize the IT portion of the specified heads. Could you verify what heads are required?
“IT” stands for intermediate temperature rated, as indicated on Contract Drawing FP001.
30 The Structural Steel Specifications call out all structural steel to receive an SP-6 & primer. Does this mean that ALL structural steel inside and outside of the building is to receive an SP-6 or SP-10 Blast Clean?
Structural Steel framing inside shall receive SP-3 and manufacturer’s standard zinc rich primer.
Structural steel exposed framing at exterior shall receive SP-3 and shall be primed and painted. Paint Spec is found in Painting Specification 099120 Section 3.3.
Structural steel on exterior that is not exposed shall receive SP-3 and manufacturer’s standard zinc rich primer only.
31 The Metal Fabrications Specifications call out steel finishes to receive an SP-2 hand tool surface prep before primer.
The Painting Spec does not clarify what Primer is to be used at interior Steel Finishes and whether SP-6 (or similarly SP-10) or Sp-2 Applies to the Interior Structural Steel and what the interior steel primer is to be. Is the interior steel to be treated the same as the exterior?
Please advise.
All Metal Fabrications (lintels, perimeter angles and pour stops) shall receive SP-2 and manufacturer’s standard zinc rich primer.
32 The Balcony Edge details shown in drawings S102, S103, 8/A400 are not clear. Can you supply an updated detail to understand what the design should look like? S102 shows a radius angle/plate edge but no outriggers called out, S103 shows potential cantilevered beams to the balcony edge with rolled angle/plate at the ends, but these details are not clear at all. Please Advise.
S102 – The Perimeter Angle needs to be deleted at the balcony edge.
S103 – The beams should not be cantilevered at the balcony edge.
Detail 8/A400 is shown correctly.
33 Please clarify the lower wall finish shown on elevation details 1, 2, 3 and 4 on A508 for Room 208.
See addendum drawings (A507 and A508) included for clarification of interior finishes.
34 There are fixtures shown on the lighting drawings that are not indicated on the lighting schedule such as various C fixtures & t fixtures.
