Rivers of Change, Waters of Opportunity The Great Lakes St. Lawrence Seaway System is the world’s longest deep-draft waterway, stretching 2,300 miles from the western end of Lake Superior to the Atlantic Ocean. Each year, this engineering marvel moves more than 200 million tons of cargo to ports near and far, touching millions of lives—including yours.
“Rivers, together with mountains and deserts, have been long considered as natural barriers which make excellent national frontiers because they divide people from one another …

Agricultural products account for about 40 percent of Seaway exports. U.S. and Canadian-grown grain is mostly for export. Cargoes include wheat, corn, soybeans, barley, oats, and flaxseed.
Mine products, including iron ore, coal, coke, salt, and stone make up more than 40 percent of total Seaway exports each year. There is strong demand from European utilities for U.S. low-sulfur coal shipped via the St. Lawrence Seaway.
Iron & Steel Products Products include steel slabs, scrap iron, bars, rods, and manufactured iron and steel.
Energy & More More than 10 percent of Seaway exports include fuel oil, petroleum products, chemicals, forest products, and animal products. Also: wind energy components, transformers, and gas and electric turbines.
Downbound shipments travel eastward for export to other regions or countries.
Upbound shipments travel westward for delivery within the U.S. and Canada.

The Seaway’s new canals, channels, and locks replaced an outdated, late 19th-century waterway on the St. Lawrence River. This was a game changer for shipping speed, efficiency, and profitability.
Fixing an Outdated System Before the Seaway, the waterway wasn’t wide or deep enough to accommodate large cargo ships. Smaller ships had to unload in Buffalo or Toronto and move cargo by barges or trains to Montreal or other eastern ports, where they were reloaded on larger ships bound for world markets. This inefficient system cost time and money.
A new era in marine transportation dawned with the 1959 completion of the 189-mile stretch of the St. Lawrence Seaway between Montreal and Lake Ontario.
Recognized as one of the most challenging engineering feats in history, seven locks were built, five Canadian and two U.S., in order to lift vessels 246 feet above sea level as they travel from Montreal to Lake Ontario.
Combined with the eight Canadian locks of the Welland Canal, which link Lake Ontario to Lake Erie, the St. Lawrence Seaway’s 15 locks allow ships to travel between Montreal and Lake Erie, a difference in elevation of 551 feet. The Soo Locks, managed by the U.S. Army Corps of Engineers, enable ships to reach Lake Superior, which is 600 feet above sea level.

Socially:
The Seaway System is the safest, most cost efficient, and environmentally responsible shipping route in mid-America—with fewer emissions and greater fuel efficiency than rail or trucks.
Politically:
The waterway is an example of the spirit of cooperation between the United States and Canada, who built the St. Lawrence Seaway section in partnership and continue to operate and administer it together.
Geographically:
The waterway allows ocean-going vessels to sail 2,300 miles into North America’s interior, from the Atlantic Ocean to the western tip of Lake Superior. This distance is as long as the Atlantic Ocean is wide.
Economically:
Each year, 200 million tons of cargo moving on the waterway supports more than $35 billion in economic activity and 237,000 jobs in the U.S. and Canada.

Larger Ships Meet Increasing Demands Before Seaway expansion, only ships of less than eight feet draft* could sail the entire waterway. These ships couldn’t move cargo quickly enough to keep up with demands.
After Seaway completion, ships nearly four times as large can travel its waters.
*Draft is the distance between the waterline and the bottom of the boat.

A Strong Partnership The St. Lawrence Seaway operates, is maintained, and was built as a partnership between the U.S. and Canada.
Day-to-Day Operations U.S. and Canadian agencies share duties for buoys, lights, channel markers, and more. They also operate communication and vessel traffic systems that coordinate commercial ship traffic.

Management Seaway management is shared by the Great Lakes St. Lawrence Seaway Development Corporation (GLS) and its Canadian counterpart, the St. Lawrence Seaway Management Corporation (SLSMC).
The GLS is a federal agency within the U.S. Department of Transportation. The SLSMC is a not-for-profit corporation established by the Canadian government.

In a time before railroads and highways, explorers and fur traders sailed these waters.
Settlements sprang up along shores and trading posts grew into towns.
French priest Dollier de Casson begins building a 5-foot-deep canal to bypass the Lachine Rapids between Lake St. Louis and Montreal
The four small canals on the north shore of the St. Lawrence to connect Lake St. Louis to Lake St. Francis are completed by the Royal Army Engineers. Only 2.5 feet deep, they have a total of five locks, each six feet wide—the first ever built on the St. Lawrence, and possibly in North America.
Canal opens at Cornwall
The first joint U.S.-Canadian Deep Waterways Commission is formed to study the feasibility of the Seaway. It is followed by an International Joint Commission in 1909, but the Seaway remains a dream.
The Casson Canal (now known as the Lachine Canal) links Montreal with Lake St. Louis. At the time it was five feet deep and had seven locks.
The first Welland Canal is completed. Built by the Welland Canal Company, it is 27 miles long, with 40 wooden locks.

The region’s rapids, waterfalls, and elevation changes posed grave dangers to travelers.
Soon after European settlers arrived, efforts began to tame the Niagara, St. Lawrence, and St. Marys rivers.

Public interest in a deeper waterway on the St. Lawrence River and increased trade pressures lead to a joint Canadian - U.S. Deep Waterways Commission to again study the feasibility of what will eventually become the St. Lawrence Seaway.
1951The St. Lawrence Seaway Authority Act and the International Rapids Power Development Act allow Canadians to begin work on the Canadian side of the river from Montreal to Lake Ontario, as well as in the Welland Canal.
Fourth Welland Canal completed: 27 miles long, 25 feet minimum depth.
Eight locks raise ships a total of 326 feet.
This was the first step in the completion of the modern Seaway. Canada and the U.S. sign the Great Lakes-St.
Lawrence Deep Waterway Treaty, but no action is taken.

The St. Lawrence Seaway Authority is established by Canada, to acquire lands for, construct, operate, and maintain a deep draft waterway between the port of Montreal and Lake Erie.
The U.S. joins Canada on the development of the St. Lawrence Seaway with the passage of the Wiley-Dondero Act on May 13, 1954. The U.S. St. Lawrence Seaway Development Corporation (SLSDC) is also created. Agreement is reached between the U.S.
and Canada concerning the construction of the Seaway. The cost of the navigation project is projected at $470.3 million, of which Canada paid $336.5 million and the U.S. $133.8 million.

The model needs to be updated from 1979 to present day with (at a minimum) the following:
• General Motors, Central Foundry plant is no longer there.
• Reynolds Metals plant is no longer there.
• Metropolitan Petroleum Company is no longer there.
• North span of the Seaway International Bridge is no longer a suspension bridge but is now a flat pier and beam supported bridge.
• It shows Alcoa plants but there is only one.
• Many of the buildings have changed including but not limited to those at the GLS’s Maintenance Facility, at NYPA, at the Park, houses and businesses etc.
