SECTION 011000 - SUMMARY

PART 1 - GENERAL

1.1 PROJECT

A. Project Name: GLSDC Eisenhower Lock Visitors' Center

B. Owner's Name: Great Lakes Seaway Development Corporation.

C. Architect's Name: Aubertine & Currier Architects, Engineers & Land Surveyors, PLLC.

D. Architect's Consultants: The Architect has retained the following design professionals who have prepared designated portions of the Contract Documents:

1. Structural Engineer: Aubertine and Currier Architects, Engineers & Land Surveyors, PLLC.

2. Mechanical, Electrical, and Plumbing Engineers: Jade Stone Engineering

E. Background: The Great Lakes Seaway Development Corporation (Corporation) is a wholly owned U.S. Government corporation within the U.S. Department of Transportation which owns and operates that portion of the St. Lawrence Seaway in U.S. territorial waters between Lake Ontario and Montreal, Canada. The Corporation’s mission is to facilitate the safe and efficient passage of commercial vessels through the Seaway. A major part of this function is the operation and maintenance of the Eisenhower and Snell Locks located in Massena, New York. These locks were constructed in the 1950’s and opened to deep draft navigation in 1959. Soon after the locks opened, a Visitors’ Center was constructed in the early 1960’s at the south side of Eisenhower Lock. This facility is visited by an average of 50,000 visitors per year to watch ships pass through the Eisenhower Lock. Designs, specifications, and drawings were completed for a Security/Restroom Building at the site of the Eisenhower Lock Visitors’ Center, and it was constructed in 2014.

F. Task Scope: The Project consists of demolition of the existing Visitors' Center and to replace it with a new Visitor's Center to include the latest federal sustainable building design requirements, the design of static and interactive displays to be housed in the new facility and the development of the exterior green space for use by visitors.

1. The plan is for the existing Visitors’ Center to remain open until construction is completed on the new facility and it is ready to be opened to the public. The new Visitors’ Center shall be connected by a breezeway to the Security/Restroom Building. It will be necessary

Summary 011000 - 2 for visitors to pass through the Security/Restroom Building prior to proceeding to the Visitors’ Center.

2. The new Visitors’ Center shall be constructed in accordance with current building codes and accessibility and energy efficiency standards.

3. Materials and equipment must not be specified as a certain model number of a given manufacturer unless specified on an “or equal” basis and if they are specified on an “or equal” basis, the specification must provide the physical characteristics and performance requirements upon which the “or equal” status will be evaluated.

1.2 SUSTAINABILITY

A. As much as practicable, the project should be designed and constructed to meet current Guiding Principles for Sustainable Federal Buildings criteria where applicable. The following shall be included in the designs, specifications, and drawings as applicable:

1. Underwriters Laboratories, Inc. (UL™) Standards. Where items/materials to be supplied are available with UL™ standard of approval, they shall be provided including Health and Sustainability standards as created through UL™ Environment and the GREENGUARD Environmental Institute (GEI). Where determined that the UL™ standard is in conflict with Paragraph a. below,

a. Paragraph a. shall take precedence over meeting the UL™ standard.

2. Compliance with Executive Orders. Pursuant to Executive Order 13423, “Strengthening Federal Environmental, Energy and Transportation Management,” and Executive Order 13514, “Federal Leadership in Environmental, Energy and Economic Performance,” the Contractor shall exert its best efforts to provide its services in a manner that will promote the natural environment and protect the health and well-being of Federal employees and contract service providers.

3. To the extent that the construction services provided by the Contractor require provision of any of these types of products, the Contractor is expected to provide the green type of product unless that type of product is not available competitively within a reasonable time, at a reasonable price, is not life cycle cost efficient in the case of energy consuming products, or does not meet reasonable performance standards.

a. Energy Independence and Security Act of 2007, Energy Policy Act of 2005, Executive Orders and Federal Acquisition Regulation (FAR) Compliance. The Contractor shall comply with Sections 524 and Sections 525 of the Energy Independence and Security Act of 2007; Section 104 of the Energy Policy Act of 2005; Executive Order 13514, “Federal Leadership in Environmental, Energy, and Economic Performance,” dated October 5, 2009; Executive Order 13423, “Strengthening Federal Environmental, Energy, and Transportation Management,”

Summary 011000 - 3 dated January 24, 2007; and the Federal Acquisition Regulation (FAR) to provide ENERGY STAR® qualified and FEMP designated products in performance of construction.

4. The Contractor shall ensure that construction is performed with products that meet and/or exceed ENERGY STAR qualified and FEMP designated guidelines. The Contractor shall provide products that earn the ENERGY STAR label and meet the ENERGY STAR specifications for energy efficiency. The Contractor shall utilize ENERGY STAR qualified products as specified at www.energystar.gov/products, where can be found complete product specifications and updated lists of qualifying products. The Contractor shall utilize the purchasing specifications as specified for FEMP designated products at www.femp.energy.gov/procurement. The Contractor shall use these products to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered to the end user.

5. The following is a list of construction products for which ENERGY STAR qualified and FEMP designated products are available. It is not all inclusive and is evolving.

6. The Corporation believes that a demonstration of how to use ENERGY STAR qualified and FEMP designated products, creation of an effective training program for the products selected, and technical assistance are central to the selection and eventual success of purchasing and using ENERGY STAR qualified and FEMP designated products.

7. The Contractor shall comply with the clause at FAR 52.223-15, Energy Efficiency in Energy-Consuming Products.

8. The Contractor shall report on the purchases of ENERGY STAR qualified and FEMP designated products in the performance of this contract. The report shall include the following:

a. A list of all energy consuming products purchased during the past quarter.

b. A list of all ENERGY STAR qualified and FEMP designated products purchased during the past quarter.

c. For each ENERGY STAR qualified or FEMP designated product purchased, include the savings in dollars and Btu’s due to the purchase of the product.

d. Percentage of purchased products that are ENERGY STAR qualified and FEMP designated against the total number of energy consuming products purchased.

e. Total value of the purchased products that are ENERGY STAR qualified and FEMP designated against the dollar value of all energy consuming products purchased.

9. The Contractor shall add the following service, surveillance methodology, and performance threshold to the present Performance Requirements for Construction:

a. Required Service – Performance Objective/Standard – Ensure the mandatory purchasing of ENERGY STAR qualified and FEMP designated products.

b. Surveillance Methodology/ Method of Assessment – Random Sampling.

c. Performance Threshold – Up to 100% compliance, assuming life cycle cost efficient.

10. Use of Low Emitting Materials. The Contractor shall include the use of low emitting materials for building modifications and construction, and maintenance and cleaning when applicable during Contract period. In particular, the following materials and products are to have low pollutant emissions: composite wood products, adhesives, sealants, interior paints and finishes, solvents, carpet systems, janitorial supplies, and furnishings.

11. Use of Integrated Pest Management Practices and Products. The Contractor shall include the use integrated pest management techniques as appropriate to minimize pesticide usage within the project. Only EPA-registered pesticides will be used and only when needed.

12. EPA's Recycled Content Recommendations for Building Construction and Modifications, Maintenance, and Cleaning. Per section 6002 of RCRA, for EPA-designated products, the Contractor shall meet or exceed EPA's recycled content recommendations for building modifications and construction, and maintenance and cleaning when applicable during the Contract period. For other products, use materials with recycled content such that the sum of postconsumer recycled content plus one-half of the pre-consumer content constitutes at least 10% (based on cost or weight) of the total value of the materials in the project. EPA's recycled content products designations and recycled content recommendations are available on EPA's Comprehensive Procurement Guideline web site at www.epa.gov/cpg.

13. USDA's Bio-based Content Recommendations for New Buildings, Building Modifications, Maintenance, and Cleaning. Per section 9002 of Farm Security and Rural Investment Act, for USDA-designated products, the Contractor shall use products with the highest content level per USDA's bio-based content recommendations. For other products, the Contractor shall use bio-based products made from rapidly renewable resources and certified sustainable wood products. If these designated products meet performance requirements and are available at a reasonable cost, a preference for incorporating them into the project shall be provided. USDA's bio-based product designations and bio-based content recommendations are available on USDA's BioPreferred web site at www.usda.gov/biopreferred.

14. Use of Products That Have a Lesser or Reduced Effect on Human Health and the Environment. The Contractor shall use products that have a lesser or reduced effect on human health and the environment over their lifecycle when compared with competing products or services that serve the same purpose. A number of standards and ecolabels are available in the marketplace to assist in making environmentally preferable decisions. For recommendations, consult the Federal Green Construction.

15. Guide for Specifiers at www.wbdg.org/design/greenspec.php.

16. Reuse and Recycling of Materials. The Contractor shall provide salvage and/or recycle materials generated from building demolition, construction and/or renovations to the greatest extent practical and feasible in the regional market.

17. Eliminate/Minimize the Use of Ozone Depleting Compounds. The Contractor shall eliminate/minimize the use of ozone depleting compounds in the project where alternative environmentally preferable products are available, consistent with either the Montreal Protocol and Title VI of the Clean Air Act Amendments of 1990, or equivalent overall air quality benefits that take into account lifecycle impacts.

A. Use of Site: Limit use of premises to work in areas indicated. Do not disturb portions of site beyond areas in which the Work is indicated.

1. Limits: Confine construction operations to areas of work.

2. Owner Occupancy: Allow for access by Owner and inspectors.

3. Driveways and Entrances: Keep driveways and entrances serving premises clear and available to Owner, Owner's employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials.

3.4 PROGRESS PHOTOGRAPHS

A. Photography Type: Digital; electronic files.

B. Provide photographs of site and construction throughout progress of work, acceptable to Architect.

C. In addition to periodic, recurring views, take photographs of each of the following events:

1. Provide non-aerial photographs from four cardinal views at each specified time, until date of Substantial Completion.

2. Consult with Architect for instructions on views required.

3. Provide factual presentation.

4. Provide correct exposure and focus, high resolution and sharpness, maximum depth of field, and minimum distortion.

F. Digital Photographs: 24 bit color, minimum resolution of 1024 by 768, in JPG format; provide files unaltered by photo editing software.

1. Delivery Medium: Via email.

2. File Naming: Include project identification, date and time of view, and view identification.

3. PDF File: Assemble all photos into printable pages in PDF format, with 2 to 3 photos per page, each photo labeled with file name; one PDF file per submittal.

3.5 REQUESTS FOR INTERPRETATION (RFI)

A. Definition: A request seeking one of the following:

1. An interpretation, amplification, or clarification of some requirement of Contract Documents arising from inability to determine from them the exact material, process, or system to be installed; or when the elements of construction are required to occupy the same space (interference); or when an item of work is described differently at more than one place in Contract Documents.

B. Preparation: Prepare an RFI immediately upon discovery of a need for interpretation of Contract Documents. Failure to submit a RFI in a timely manner is not a legitimate cause for claiming additional costs or delays in execution of the work.

1. Prepare a separate RFI for each specific item.

a. Review, coordinate, and comment on requests originating with subcontractors and/or materials suppliers.

b. Do not forward requests which solely require internal coordination between subcontractors.

2. Prepare in a format and with content acceptable to Owner.

3. Combine RFI and its attachments into a single electronic file. PDF format is preferred.

C. Reason for the RFI: Prior to initiation of an RFI, carefully study all Contract Documents to confirm that information sufficient for their interpretation is definitely not included.

1. Include in each request Contractor's signature attesting to good faith effort to determine from Contract Documents information requiring interpretation.

2. Unacceptable Uses for RFIs: Do not use RFIs to request the following:

a. Approval of submittals (use procedures specified elsewhere in this section).

b. Approval of substitutions (see Section - 016000 - Product Requirements)

D. Content: Include identifiers necessary for tracking the status of each RFI, and information necessary to provide an actionable response.

1. Official Project name and number, and any additional required identifiers established in Contract Documents.

2. Owner's, Architect's, and Contractor's names.

3. Discrete and consecutive RFI number, and descriptive subject/title.

4. Issue date, and requested reply date.

5. Reference to particular Contract Document(s) requiring additional information/interpretation. Identify pertinent drawing and detail number and/or specification section number, title, and paragraph(s).

6. Annotations: Field dimensions and/or description of conditions which have engendered the request.

7. Contractor's suggested resolution: A written and/or a graphic solution, to scale, is required in cases where clarification of coordination issues is involved, for example;

routing, clearances, and/or specific locations of work shown diagrammatically in Contract Documents. If applicable, state the likely impact of the suggested resolution on Contract Time or the Contract Sum.

E. Attachments: Include sketches, coordination drawings, descriptions, photos, submittals, and other information necessary to substantiate the reason for the request.

F. RFI Log: Prepare and maintain a tabular log of RFIs for the duration of the project.

G. Review Time: Architect will respond and return RFIs to Contractor within seven calendar days of receipt. For the purpose of establishing the start of the mandated response period, RFIs received after 12:00 noon will be considered as having been received on the following regular working day.

1. Response period may be shortened or lengthened for specific items, subject to mutual agreement, and recorded in a timely manner in progress meeting minutes.

H. Responses: Content of answered RFIs will not constitute in any manner a directive or authorization to perform extra work or delay the project. If in Contractor's belief it is likely to lead to a change to Contract Sum or Contract Time, promptly issue a notice to this effect, and follow up with an appropriate Change Order request to Owner.

3.6 SUBMITTAL SCHEDULE

A. Submit to Architect for review a schedule for submittals in tabular format.

1. Submit at the same time as the preliminary schedule.

2. Coordinate with Contractor's construction schedule and schedule of values.

3. Format schedule to allow tracking of status of submittals throughout duration of construction.

4. Arrange information to include scheduled date for initial submittal, specification number and title, submittal category (for review or for information), description of item of work covered, and role and name of subcontractor.

3.7 SUBMITTALS FOR REVIEW

B. Samples: Submit the number specified in individual specification sections; one of which will be retained by Architect.

1. After review, produce duplicates.

3.11 SUBMITTAL PROCEDURES

A. General Requirements:

1. Use a separate transmittal for each item.

2. Transmit using approved form.

a. Use Contractor's form, subject to prior approval by Architect.

3. Sequentially identify each item. For revised submittals use original number and a sequential numerical suffix.

4. Identify: Project; Contractor; subcontractor or supplier; pertinent drawing and detail number; and specification section number and article/paragraph, as appropriate on each copy.

5. Apply Contractor's stamp, signed or initialed certifying that review, approval, verification of products required, field dimensions, adjacent construction work, and coordination of information is in accordance with the requirements of the work and Contract Documents.

a. Submittals from sources other than the Contractor, or without Contractor's stamp will not be acknowledged, reviewed, or returned.

6. Deliver each submittal on date noted in submittal schedule, unless an earlier date has been agreed to by all affected parties, and is of the benefit to the project.

7. Schedule submittals to expedite the Project, and coordinate submission of related items.

2. Submit copy of report of laboratory facilities inspection made by NIST Construction Materials Reference Laboratory during most recent inspection, with memorandum of remedies of any deficiencies reported by the inspection.

3. Qualification Statement: Provide documentation showing testing laboratory is accredited under IAS AC89.

1.5 REFERENCES AND STANDARDS

A. For products and workmanship specified by reference to a document or documents not included in the Project Manual, also referred to as reference standards, comply with requirements of the standard, except when more rigid requirements are specified or are required by applicable codes.

B. Comply with reference standard of date of issue current on date of Contract Documents, except where a specific date is established by applicable code.

C. Obtain copies of standards where required by product specification sections.

D. Should specified reference standards conflict with Contract Documents, request clarification from Architect before proceeding.

E. Neither the contractual relationships, duties, or responsibilities of the parties in Contract nor those of Architect shall be altered from Contract Documents by mention or inference otherwise in any reference document.

1.6 TESTING AND INSPECTION AGENCIES AND SERVICES

A. Owner will employ services of an independent testing agency to perform specified testing.

Contractor is responsible for coordination and scheduling with 3rd party testing agency.

B. Employment of agency in no way relieves Contractor of obligation to perform Work in accordance with requirements of Contract Documents.

PART 3 - EXECUTION

3.1 CONTROL OF INSTALLATION

A. Monitor quality control over suppliers, manufacturers, products, services, site conditions, and workmanship, to produce work of specified quality.

B. Comply with manufacturers' instructions, including each step in sequence.

C. Should manufacturers' instructions conflict with Contract Documents, request clarification from Architect before proceeding.

D. Comply with specified standards as minimum quality for the work except where more stringent tolerances, codes, or specified requirements indicate higher standards or more precise workmanship.

E. Have work performed by persons qualified to produce required and specified quality.

F. Verify that field measurements are as indicated on shop drawings or as instructed by the manufacturer.

G. Secure products in place with positive anchorage devices designed and sized to withstand stresses, vibration, physical distortion, and disfigurement.

3.2 MOCK-UPS

A. Before installing portions of the Work where mock-ups are required, for each form of construction and finish required to comply with the following requirements, using materials indicated for the completed Work. The purpose of mock-up is to demonstrate the proposed range of aesthetic effects and workmanship.

B. Accepted mock-ups establish the standard of quality the Architect will use to judge the Work.

C. Integrated Exterior Mock-ups: Construct integrated exterior mock-up as indicated on drawings.

Coordinate installation of exterior envelope materials and products as required in individual Specification Sections. Provide adequate supporting structure for mock-up materials as necessary.

D. Room Mock-ups: Construct room mock-ups as indicated on drawings. Coordinate installation of materials, products, and assemblies as required in specification sections; finish according to requirements. Provide required lighting and any supplemental lighting where required to enable Architect to evaluate quality of the mock-up.

E. Notify Architect fifteen (15) working days in advance of dates and times when mock-ups will be constructed.

F. Provide supervisory personnel who will oversee mock-up construction. Provide workers that will be employed during the construction at Project.

G. Tests shall be performed under provisions identified in this section and identified in the respective product specification sections.

H. Assemble and erect specified items with specified attachment and anchorage devices, flashings, seals, and finishes.

I. Obtain Architect's approval of mock-ups before starting work, fabrication, or construction.

1. Architect will issue written comments within seven (7) working days of initial review and each subsequent follow up review of each mock-up.

2. Make corrections as necessary until Architect's approval is issued.

J. Architect will use accepted mock-ups as a comparison standard for the remaining Work.

K. Where mock-up has been accepted by Architect and is specified in product specification sections to be removed, protect mock-up throughout construction, remove mock-up and clear area when directed to do so by Architect.

L. Where possible salvage and recycle the demolished mock-up materials.

3.3 TOLERANCES

A. Monitor fabrication and installation tolerance control of products to produce acceptable Work. Do not permit tolerances to accumulate.

B. Comply with manufacturers' tolerances. Should manufacturers' tolerances conflict with Contract Documents, request clarification from Architect before proceeding.

C. Adjust products to appropriate dimensions; position before securing products in place.

3.4 TESTING AND INSPECTION

A. Testing Agency Duties:

1. Test samples of mixes submitted by Contractor.

2. Provide qualified personnel at site. Cooperate with Architect and Contractor in performance of services.

3. Perform specified sampling and testing of products in accordance with specified standards.

4. Ascertain compliance of materials and mixes with requirements of Contract Documents.

5. Promptly notify Architect and Contractor of observed irregularities or non-compliance of Work or products.

6. Perform additional tests and inspections required by Architect.

7. Submit reports of all tests/inspections specified.

B. Limits on Testing/Inspection Agency Authority:

1. Agency may not release, revoke, alter, or enlarge on requirements of Contract Documents.

2. Agency may not approve or accept any portion of the Work.

3. Agency may not assume any duties of Contractor.

4. Agency has no authority to stop the Work.

C. Contractor Responsibilities:

1. Deliver to agency at designated location, adequate samples of materials proposed to be used that require testing, along with proposed mix designs.

2. Cooperate with laboratory personnel, and provide access to the Work and to manufacturers' facilities.

b. To obtain and handle samples at the site or at source of Products to be tested/inspected.

c. To facilitate tests/inspections.

d. To provide storage and curing of test samples.

4. Notify Architect and laboratory 24 hours prior to expected time for operations requiring testing/inspection services.

5. Employ services of an independent qualified testing laboratory and pay for additional samples, tests, and inspections required by Contractor beyond specified requirements.

6. Arrange with Owner's agency and pay for additional samples, tests, and inspections required by Contractor beyond specified requirements.

D. Re-testing required because of non-compliance with specified requirements shall be performed by the same agency on instructions by Architect.

E. Re-testing required because of non-compliance with specified requirements shall be paid for by Contractor.

3.5 MANUFACTURERS' FIELD SERVICES

A. When specified in individual specification sections, require material or product suppliers or manufacturers to provide qualified staff personnel to observe site conditions, conditions of surfaces and installation, quality of workmanship, start-up of equipment, test, adjust, and balance equipment, and to initiate instructions when necessary.

B. Report observations and site decisions or instructions given to applicators or installers that are supplemental or contrary to manufacturers' written instructions.

3.6 DEFECT ASSESSMENT

A. Replace Work or portions of the Work not complying with specified requirements.

1.2 INDUSTRY STANDARDS

A. 1. Minimum Quantity or Quality Levels: The quantity or quality level shown or specified shall be the minimum provided or performed. The actual installation may comply exactly with the minimum quantity or quality specified, or it may exceed the minimum within reasonable limits. To comply with these requirements, indicated numeric values are minimum or maximum, as appropriate, for the context of requirements. Refer uncertainties to Architect for a decision before proceeding.

D. Copies of Standards: Each entity engaged in construction on Project must be familiar with industry standards applicable to its construction activity. Copies of applicable standards are not bound with the Contract Documents.

1. Where copies of standards are needed to perform a required construction activity, obtain copies directly from publication source and make them available on request.
