This will be addressed under Amendment A001. 10/6/2022

2 X Contractor is to provide 2 pickups for government’s use. Will these vehicles be returned to the contractor during the winter shut‐downs?

This will be addressed under Amendment A002. 10/13/2022

3 X Are cross sections that correspond to the “Earthwork Data Listing” available?

Yes. ak‐13506_Cross Section Labeled.pdf is a file listed under FAR Clause

52.236‐4. Obtain this file from the Physical Data 2.zip file on sam.gov.

4 X

We are trying to determine Alaska Davis Bacon Wage Rates for the above referenced project. The link provided on SAM.gov for Davis‐Bacon

Act WD #: AK20220007 (applicable rates published on September 8, 2022) does not contain any wage rates.

Please provide the rates for the September 8, 2022 wage determination for Highway Construction.

SAM has updated the wage determination on their site:

https://sam.gov/wage‐determination/AK20220007/0

10/18/2022

5 X

What is the scope of the "SPECIAL CLEARING AND GRUBBING" bid item.

No scope is defined and the quantity is the same as "CLEARING AND

GRUBBING".

Please refer to FP14, Section 202 ADDITIONAL CLEARING AND GRUBBING;

Subsections 202.02(C) and 202.06. Please bid accordingly.

10/19/2022

6 X

Are any cross sections available for the riprap guide banks so that we can quantify how much incidental excavation is associated with the riprap item. With excavations as deep as 15' from the original ground surface to bottom of riprap, this quantity will be very large.

The Government will not be providing cross sections for the riprap guide banks. Please bid according accordingly.

10/21/2022

7 X

Please verify the slope in the rock cut sections as shown in the x sections as “1.3:1”. The slope measures 52.9 degrees from vertical which can be difficult to drill with standard rock drilling equipment.

Typical highway rock slopes are usually designed at 0.25: 1 (14 and 28 degrees from vertical.)

The slopes ratios shown on the cross‐sections are the designed slopes to be constructed. Please submit bids according to the solicitation documents.

10/24/2022

8 X Is it acceptable to use pipe that meets dimensional tolerances of API 5L but rolled to A252 Gr3 min 50ksi Waive Hydro?

Comply with the requirements of Subsection 715.05, and the Note for

Steel Pipe Piles on Sheet M.2.

10/25/2022

9 X

Will the FHWA consider postponing the bid submittal date to later in the week. Monday bid submissions are challenging for prime bidders, subcontractors, and suppliers and contracting agencies will typically benefit from more competitive pricing when bids are submitted later in the week.

This has been addressed under Amendment A003 10/25/2022

10 X

We would like to request that the bid opening be extended by an additional week – November 9 if possible. We want to make sure we and our subcontractors have sufficient time to review all of the specifications and requirements to get the bid correct. Please let us know if an extension to November 9 is possible, we appreciate your consideration.

This will be addressed under Amendment A004. 10/26/2022

11 X

We are utilizing several small & disadvantaged businesses as subcontractors, and 2 of these SB companies have requested another week to prepare and complete their bids/quotes. Please consider extending the bid date 1 week to Wednesday, November 9th. These SB subcontractors will not be able to quote the project without a bid date extension.

This will be addressed under Amendment A004. 10/26/2022

12 X

The riprap guide bank on the North side of the new bridge on Project Left cuts off an active stream channel. What is intended for the final alignment of this channel once the guide bank is in place? We are not seeing any excavation in front of the guide bank to allow for proper channelization of this flow into a new channel or any permanent diversion of this channel into the main channel.

Please submit bids according to the solicitation documents. The riprap guide bank shown on the plans is the only required alignment change to this active stream channel. Follow the requirements of Subsection 157.10 to construct riprap guide banks.

10/26/2022

13 X Can clean temporary fill be placed below OHW to allow for a temporary work pad for structures work on the new bridge?

In accordance with Subsection 107.01, temporary fills are limited according to the Government‐obtained permits in Section H (See Page H‐12).

10/26/2022

14 X

Regarding Subsection 552.11(a), please clarify if the reference to

Subsection 551.11(g)(2)(a) is correct as Section 551 pertains to Driven

Piles.

This will be addressed under Amendment A004. 10/26/2022

15 X Regarding Subsection 552.11(a), does mass concrete cooling only apply to the pier cap (i.e. Bent 2) or does it also include the abutment caps?

This will be addressed under Amendment A004. 10/26/2022

Check General or Technical

16 X Regarding Subsection 552.11(a), does mass concrete cooling apply to the pier cap diaphragms (and abutment end diaphragms)?

This will be addressed under Amendment A004. 10/26/2022

17 X

FAR 52.236‐11, states that the Government's early beneficial occupancy of all or part of the Work "shall not be deemed an acceptance of any work under the Contract." This is contrary to the industry standard.

Please confirm that if the Owner takes beneficial occupancy of the Work or any portion of the Work, such beneficial occupancy shall commence warranty obligations with respect to the occupied portion of the Work, or, if not, clarify what is intended.

Submit bids according to the solicitation documents. 10/26/2022

18 X

Please confirm that if the Owner takes beneficial occupancy of the

Project or any identifiable portion of the Project, such beneficial occupancy shall commence warranty obligations with respect to the occupied portion of the Work, or, if not, clarify what is intended.

Submit bids according to the solicitation documents. 10/26/2022

19 X

The Contract Documents appear silent on a Builder’s All‐Risk Policy.

Please confirm that the Owner intends to and shall carry a Builder’s All

Risk policy in the face amount of the Project until the Project achieves

Substantial Completion or until the Owner takes Beneficial Occupancy, whichever is earlier, or, that the Owner will reimburse Contractor for the cost of such Builder’s All‐Risk policy if carried by the Contractor in the absence of such an Owner policy, or, explain what is intended.

Submit bids according to the solicitation documents. 10/26/2022

20 X

As a waiver of consequential damages protects both Parties from the uncertain amount of such damages, please confirm the Contract will include a mutual waiver of consequential damages, or explain what is intended.

Submit bids according to the solicitation documents. 10/26/2022

21 X

Please confirm that Liquidated Damages (“LDs”) are the Owner’s sole and exclusive remedy with respect to any late substantial completion

(“SC”) caused solely by Contractor, and that each Party accepts that LDs are considered to be direct damages and not to be considered indirect damages, or explain what is intended.

Submit bids according to the solicitation documents. 10/26/2022

22 X

The indicated LDs do not distinguish between extended Substantial

Completion and extended Final Completion. The Owner's likely daily costs of administering the Contract close‐out after Substantial

Completion (or Beneficial Occupancy) are typically de minimis. If there will be LDs after Substantial Completion (or Beneficial Occupancy) for extended Final Completion, please provide that separate, daily extended

Final Completion LD amount.

Submit bids according to the solicitation documents. 10/26/2022

23 X

The Contract Documents are unclear on existing HAZMAT. Please confirm that the Contract Documents disclose any presently existing

HAZMAT within the project limits and include the location, the specific material(s) and concentrations determined, when such HAZMAT is expected to be remediated by the Owner, or explain what is intended.

See Subsection 203.04 and comply with the solicitation requirements. 10/26/2022

24 X

Please confirm that Owner shall indemnify, defend, and hold Contractor, its agents, officers, parent company, subsidiaries, harmless from and against all claims, damages, fines, fees, remediation, damages, and costs including, without limitation, reasonable attorneys’ fees and costs, arising out of or resulting from pre‐existing hazardous materials or conditions, except to the extent of Contractor’s fault or negligence, or explain what is intended.

Submit bids according to the solicitation documents. 10/26/2022

25 X

FP‐14 107.05 states Contractor shall indemnify the Government for damages "...resulting from the construction operations...". This appears to be overly broad and require Contractor to indemnify the Government for its own negligence when those damages result from construction operations. Please confirm that each Party shall be responsible to the other Party to the extent and in the proportion that the Party's acts or omissions result in impacts to the other Party or to third parties, or explain what is intended.

Submit bids according to the solicitation documents. 10/26/2022

26 X Please confirm that the warranty period is one year running from the date of final payment or explain what is intended.

Submit bids according to the solicitation documents. 10/26/2022

27 X

Regarding Bid item A1540: Temporary Traffic Control Tubular Markers. I do not see a bid item for cones. Will they fall under Tubular Markers?

From specs: Use reflectorized traffic cones and tubular markers that conform of the ATM. Use traffic cones and tubular marker at least 42 inches high. "Standard Cones are 28 inches freeways 36 inches please advise"

There is no bid item for cones. See first paragraph of FP‐14 Subsection

635.25 and submit bids according to the solicitation documents.

10/26/2022

28 X Regarding Bid item A1720: Temporary Traffic Control, Construction Sign is per SQFT. Is this paid each per day or total used?

See FP‐14 Subsection 635.24. 10/26/2022

29 X Regarding Bid item A1500: Temporary Traffic Control Signal System.

Please explain the difference from Bid item A1360 Sign System.

Bid item A1360 Sign System is a Section 633 Pay Item that applies to work under Section 633; whereas Bid item A1500 is a Section 635 Pay Item that applies to work under Section 635.

10/26/2022

30 X Bid items Temporary Traffic Control Device are these paid one time or daily each?

See FP‐14 Subsection 635.24. 10/26/2022

31 X

Am I missing something in the specs? There is not much information about traffic control bid items. Do I need to be referring to the Federal

Hwy Admin Manual?

It appears you are only looking at what is in the Special Contract

Requirements (SCR), and not taking into account what’s stated in the

Standard Specification of FP‐14. See FP‐14 Subsection 104.04 to see how all solicitation documents work in conjunction with each other.

10/26/2022

32 X Permanent signs are the same as standard signs correct?

This is a confusing question as there are standard signs for permanent traffic control, and standard signs for temporary traffic control, so we’re assuming permanent signs as referenced in your question as the signs to be installed under Section K of the Plans, and Section 633 of FP‐14 and the

Special Contract Requirements.

10/26/2022

33 X Wind Master sign stands are not mentioned can these be used for the advanced warning signs?

See 2nd paragraph of FP‐14 Subsection 635.07; and Sheet J.15 of the plans. 10/26/2022

34 X Will there be a bid modification form provided for this project? If not, please clarify the acceptable format of a bid modification.

A Bid Modification Form has not been provided. See first paragraph on

Page A‐2a of the Notice to Bidders for additional information on submitting bid modifications.

10/27/2022

35 X Do you know where I can find the plan holders list for this project? I cannot find it on the Sam.gov website.

Obtain the registered vendors list (aka planholders list) for this project as follows. Register in sam.gov and link your entity to your registration. After doing this, log into sam.gov to find the interested vendors list under this announcement. Contact the Federal Service Help Desk if you experience further issues.

10/27/2022

36 X

There is no interested vendors list at https://sam.gov/opp/cd8b6d38556441daacf32fbc968f6b56/view#contac t

Please contact the Federal Service Help Desk. 10/27/2022

37 X

Regarding Section 551. – DRIVEN PILES. Based on the subsurface material and difficult driving conditions identified in the Geotech Report, we request the FHWA please consider adding a bid item and typical

AKDOT&PF specification language for Pilot Boring to a depth to at least the allowable elevation established for advancing the pile with a vibratory hammer (elevation 530 feet).

The Government will not be adding a pay item or specifications for this.

Please submit bids according to the solicitation documents.

10/28/2022

38 X How many days of traffic control in 2023 and how many days of traffic control in 2024 are you anticipating for this project?

See FP‐14 Subsection 103.01, and please submit bids according to the solicitation documents.

11/1/2022

39 X

The existing bridge “as‐builts” indicate the top of the Pier 2 & 3 footings at elevation 81.7 & 81.5 respectively, and the existing ground elevations at/around Piers 2 & 3 appear to be at El. 84.

Therefore, the existing Pier 2 & 3 footings/seals will not require removal to comply with the requirement of removal to 2‘ below existing ground;

however, the river channel has moved and will continue to scour and erode around the piers in the future. Please verify that the contractor will not be required to remove the existing Pier 2 & 3 footings/seals, and that removal of the pier walls to top of footing is all that will be required.

Removal of the footings/seals will require a sheet pile cofferdam and a trestle for access.

This will be addressed under Amendment A005. 11/1/2022

40 X

Archeological Mitigation – If artifacts are found by the Archeological

Monitors and the contractor is directed to shut down and vacate the work area, how will the contractor be compensated?

See Section 108, and submit bids according to the solicitation documents. 11/7/2022

41 X

Cut Slope Rounding Detail (sheet C.1 ) – Please verify that cut slope rounding will not be required in rock. This detail is typically used in common excavation areas.

See Subsection 204.13(a). 11/7/2022

File details come from the government source that posted it. Updated .
