SUBJECT: Material Source Site Certified Weed Free Investigative Summary Rehabilitate Many Glacier Road (Outside Park)
MT GLACIER 14(1) Project and Rehabilitate Many Glacier Road (Inside Park) MT NPS 14(4) Project
DATE: August 30, 2019
This memorandum is intended to summarize the findings of the material source site investigations relative to identifying weed free certified sites. Throughout the course of the project development process, several efforts were made to area material source providers to determine the availability of weed free certified materials for the Many Glacier Road rehabilitation projects. These efforts included:
1. An initial high-level, public domain search of possible material sources on the east side of Glacier National Park. This was completed early in the project design process by Golder Associates and RPA. An initial summary memorandum dated October 16, 2018 was prepared and delivered to WFLHD. (Exhibit A)
2. A letter mailing campaign to 10 material source owners in the area, asking for participation in a survey about the material source, types of materials, quantity of materials (if known) and most importantly, their current weed free certification status. A summary memorandum dated April 26, 2019 was prepared and delivered to WFLHD. Included in the summary memorandum’s appendix is also a Federal Business Opportunity (FBO) notification that was similar to the direct letter mailing and posted on the FBO website on March 29, 2019 and removed on May 11, 2019.
(Exhibit B)
3. An on-site inspection of materials sources by National Park Service botanists for the presence of weeds and whether the individual pit has been approved for use during 2019 was completed. (Exhibit C)
4. A final summary of known weed free certified sources for the 2019 construction seasons was developed by RPA and WFLHD based on all previous information gathered and summarized into a spreadsheet for future consideration. (Exhibit D)
A summary of these efforts concluded that for the 2019 construction season, six material sources on the west side of Glacier National Park were certified weed free for sand and gravel, and three were certified weed free for topsoil. On the east side of Glacier National Park, two material sources were certified weed free for sand and gravel, and none for topsoil. All materials sources will need to be continuously inspected and approved for use year by year.
A summary of those sources described as approved for the 2019 construction season are included in Table 1.

MT GLACIER 14(1), MANY GLACIER ROAD - MATERIAL SOURCE DISCOVERY REPORT
Mr. Key:
Golder Associates Inc. (Golder) is pleased to present the results of our material source discovery report for the
Montana Many Glacier Road project near Babb, Montana. Golder was requested by Robert Peccia & Associates
(RPA) to research existing commercial opportunities for material sources needed for the project and prepare a document that details the material potential sources. The following sections details our search efforts, lists the approved material sources identified (also shown on Figure 1), and then discusses the existence of other materials sources. Golder supplied an initial material source discovery report on August 22, 2018 which did not include contacting the material source providers directly. After an initial review by RPA and Western Federal
Lands, we were requested to contact the material source providers identified to see what types of materials can be produced and if any testing results are available. These updates are included below.
1.0 APPROACH
Four local authorities were identified for this project: Glacier County, Montana Department of Transportation
(MDT), National Park Service (NPS), and Lands Department of the Blackfeet Nation. A general questionnaire was developed based off of the material source discovery SOW in Task Order 69056718F000075. The local authorities were contacted, and where appropriate, the questionnaire form was completed (see Attachment A).
During our research, it became apparent that there is not a clear list of approved vendors for material sources from the MDT or Glacier County. The NPS listed three approved vendors in the Kalispell area (120 to 140 miles from the Project Site) but were not aware of any sources on the eastside of the Park that meet their Weed
Certification. The NPS Weed Certification requires NPS visual verification and could be a long process according to Stan Starr (NPS Road Maintenance). According to Glacier County, the weed certifications for the Blackfeet
Nation are in development and have not been applied to projects yet as far as they are aware.
Glacier County Roads Department – Glacier County does not have jurisdiction on Blackfeet Nation lands.
The County sources raw unprocessed material from a source on Blackfeet land (Babb (aka HK) Pit; Source
008) and crushes its own road aggregate (not for sale). The County suggests speaking with Mark McGee
(contact – 406-338-2667) with the Lands Department of the Blackfeet Nation for information regarding the pit. The County also suggested speaking with Donna Rutherford (contact through Mark McGee) regarding the Blackfeet Nation Weed program. The County suggested that Mike Pitsen (Source 004; contact –
Exhibit A
406-468-5683) has MDT approved weed free gravel for sale (the source location is unknown and not shown on Figure 1). Golder attempted to contact Mike Pitsen on September 28, 2018 and a voicemail was left. As of October 15, 2018, Golder has not been in contact with this source.
Camry, MDT District 3 Materials Supervisor – MDT used Robert Powell’s (Source 003; no contact – owner of ‘Hooks Hideaway’ in Babb, this is likely one of the pits mentioned during the TERO meeting) quarry for material in the Babb area. The quarry is 3 to 4 miles north of Babb on the eastside of the highway. Golder attempted to contact Robert Powell on September 28, 2018 using the number found for Hooks Hideaway.
The phone had no voicemail system. As of October 15, 2018, contact has not been made with Robert
Powell. MDT does not have a list of approved vendors and is not aware of any Weed Certifications for the
Blackfeet Nation. MDT suggests talking to Christie Bullshoe, Environmental Compliance Officer with
Blackfeet Nation DOT (contact – 406-388-7887) for more information on Weed Free Certification.
Stan Starr, NPS Road Maintenance – (contact – 406-888-7961) NPS has a list of three vendors that currently meet their Weed Free Certification. All are on the west side of Glacier National Park near Kalispell and Columbia Falls. List Below:
▪ Spoklie's South Valley Gravel (Source 005), 658 White Basin Rd, Kalispell, MT 59901 (140 mi)
(Contact - Grant Spoklie: 406-250-6727) Golder attempted to contact the source on September 28, 2018 and left a voicemail message. As of October 15, 2018, Golder has not had contact with this source.
Possibly ¾” Road Base and Rip Rap.
▪ (006) Schellinger Construction (Source 006), 250 Truck Route, Columbia Falls, MT 59912 (10 mi) with pits in St. Mary, Babb, and Browning
(Contact – 406-892-3101) Golder contacted this source on September 28, 2018 and spoke with Grant.
Ability to produce MT DOT approved aggregate for Road Base, Sand, and Gravel.
▪ (007) LaSalle Sand and Gravel (Source 007), 175 Jellison Rd, Kalispell, MT 59901 (126 mi)
(Contact – 406-756-9070)
Verbally declined to be a material source for the project on September 28, 2018.
NPS did mention they stopped using the HK pit (mentioned in the TERO meeting) because it did not meet weed free requirements. NPS Weed Free Certification requires new sources to be verified by a park service employee. This is a long process, however sites not currently weed free certified should not necessarily be precluded. Non-compliant sources might be able to be cleared, through treatment, prior to needing significant amounts of material on the project.
▪ Mark McGee, Blackfeet Nation Lands Dept. (Source 008; Babb Pit) – Messages were left with a secretary in August 2018 and on October 2, 2018. As of October 15, 2018, no contact has been made.
Additional Sources
▪ Gunsight Sand and Gravel LLC (Source 001), 3 Tree Lane, Cut Bank, MT 59427 (67 mi)
(Contact – 406-873-2320) Golder contacted this source on September 28, 2018.
Ability to produce uncrushed pit-run sand and gravel.
▪ Trails End Services (Source 002), 107 US Hwy 89 W, Browning, MT 59417 (37 mi)
(Contact – Frank: 406-450-8415) Golder contacted this source on September 28, 2018.
Ability to produce MT DOT approved aggregate for Paving, Concrete, and Road Base, Sand, and
Gravel.
2.0 SUMMARY
Eight potential material sources (0001 through 008) for road construction were identified in the vicinity of the Many
Glacier Road project (48°51'21.02"N, 113°26'12.67"W.) (Figure 1 and Attachment A). This list of sources was compiled from a combination of internet searches and discussions with representatives from the MDT, Glacier
County, and the NPS. Of these potential sources, five (5) were identified within 50 miles, none were identified within 50 to 100 miles, and three (3) were identified over 100 miles from the project. The three sources identified over 100 miles from the project site are already certified weed free by the NPS and were included despite being outside the defined 100-mile radius of the project. None of the other sources are currently certified weed free by the NPS.
Sources 001 and 002 were found based on internet searches for ‘Sand and Gravel’ within a 100-mile radius of the project beginning. Source 003 was used by the MDT on a road project in the Babb area. Source 004 was referred by the Glacier County Roads Department. Source 005, 006, and 007 were listed by Glacier National Park and approved weed free vendors. Source 008 is the source of unprocessed gravel for the Glacier County Roads
Department. Of these eight (8) sources, Golder was able to contact four (4). One source, 007, verbally declined to be a potential source for project material. Sources 001, 002, and 006 indicated interest in providing material for the project. None of these sources were currently certified weed free by NPS or Blackfeet standards but all were willing to take part in the certification process. Source 006 also indicated that they are a mobile operation and have material source locations as close as 10 miles from the project area.
3.0 CLOSING
We appreciate the opportunity to support RPA on this project. We trust the information contained in this letter meets your expectations and needs. If you have any questions or would like to discuss the materials sources further, please do not hesitate to contact us.

East Side Gravel Pit Sources
Here is a list of the east side gravel sources that have been inspected over the last few years, what weeds have been documented at those sites and any treatment that has occurred.
Babb Pit just south of Babb. This is the pit that HK used for the east side GTSR construction in 2013 & 2014(??). A treatment plan was given to HK that required them to spray it multiple times per season.
Spotted knapweed was evident along with a small amount of cheat grass. A new treatment plan was written up this spring and given to Mark Biel to pass on to Federal Highways in the event that this pit was used again. At the time HK used it, this was about the best‐looking pit inspected on the east side.
Merriweather Pit on Hwy 2 approximately 10 miles east of Browning. This pit has not been inspected since 2015 but had spotted knapweed and cheat grass present along with lots of kochia. There seems to be no treatment done at this site and I am not sure who owns this pit. Glacier NP has not used material from this pit.
Kingsbury Colony Pit on Hwy 44 near Valier. This pit has not been inspected since 2013 but had scattered kochia and cheat grass around the pit.
Ray O’Brien’s pit in Conrad. This pit was last inspected in 2017 and approved for a project in Many Glacier for subsurface material. The owner has done some spraying over the years but cheat grass and kochia are found throughout the pit.
Gunsight Sand & Gravel in Cutbank. This pit was inspected in 2013. Kochia was everywhere and cheat grass was also pretty prevalent.
I have never inspected Trails End Services.
I did have my crew inspect Robert Powell’s (Hook’s Hideaway) this summer. They found lots of spotted knapweed and leafy spurge around the pit.

MT GLACIER 14(1) Project and
DATE: April 26, 2019
An inquiry was made to area material source providers for the Many Glacier Road improvement project on the east side of Glacier National Park. The purpose of the inquiry was to solicit interest from material source owners in completing a brief questionnaire that aimed to identify material source locations, types of materials available, quantity of available materials, and whether the materials are “weed free certified” by the National Park Service (NPS) and Blackfeet Nation standards.
The Western Federal Lands Highway Division (WFLHD) of the Federal Highway Administration (FHWA) directly mailed an introductory letter, along with a brief questionnaire, to ten material source providers that were identified through an internet search of material source providers in the general area of Glacier National Park (GNP), and also miscellaneous and continuous communication with NPS and Blackfeet Nation representatives. A copy of the letter and questionnaire are included with this memorandum as Exhibit A. The ten material source providers that received this direct mailing are shown in Table 1.

Material source provider 001 – Gunsight Sand and Gravel – provided several material source specification results from recent samples and completed a portion of the questionnaire (see attached Exhibit C).
Material source providers 002, 003 and 010 did not fill out the questionnaire nor send any material source specification results.
Based on the above information, the next steps are for representatives of Glacier National Park (GNP) to reach out to the four interested parties to set up a time and date to visit their material source sites and analyze the sites for weeds. After the site visit, WFLHD and GNP will discuss the types of weed treatment options that could be available, and whether to have government or contracted staff perform advanced treatment of the sites in preparation for eventual contractor bidding of the project.

MT GLACIER 14(1) Project and
Request for Information (RFI) and Participation for Material Source Inquiry Associated with this Project
Dear XXXXX:
The Western Federal Lands Highway Division (WFLHD) of the Federal Highway Administration (FHWA), in cooperation with the National Park Service (NPS) - Glacier National Park (GNP) and the Blackfeet Nation, is proposing to rehabilitate the Many Glacier Road from just west of Babb Montana to the Many Glacier Hotel Loop Road intersection, in Glacier County Montana. As part of our due diligence, we are reaching out to area material source owners to assess what source and types of material may be available, whether available material is weed-free certified and meeting requirements of the NPS and the Blackfeet Nation, and if not, whether the gravel pit owner would be willing to have further dialogue about the project in regards to undertaking an advanced weed-free treatment program for eventual consideration of use by future construction bidders.
Background of Project The project will rehabilitate the 12.4 mile-long Many Glacier Road. The first 4.8 miles of the road lie within the Blackfeet Indian Reservation, where it joins Highway 89 at Babb, Montana.
The remaining 7.6 miles of the road are within Glacier National Park. We have broken this project into two distinct segments. Segment 1 is identified as the portion of Many Glacier Road within the park [MT NPS 14(4)] and Segment 2 is the portion of Many Glacier Road outside the park [MT Glacier 14(1)]. Both segments will be combined and advertised as one reconstruction contract. Construction is tentatively proposed for Fiscal Year 2020 and is expected to last two or three construction seasons. In general, the proposed project will closely follow the existing f:\highways\fhwa\18500075_mt-a3700141_manyglacierroad\reports\geotech\draft\190327\manyglacier_gravelpitrfi_03282019.docx horizontal and vertical alignments of Many Glacier Road and reconstruction will provide a roadway with a consistent 22 foot-wide paved surface. This includes providing improved base material beneath the roadway, installing new asphalt concrete pavement surfacing, and replacing failed, undersized, or otherwise deficient culverts.
Conceptual Volume of Various Material Needs Current design efforts (70 percent level) have identified a variety of materials needed to construct the project. Currently, we anticipate the following types, tonnage and volumes of material may be needed:
• Select Borrow 90,000 tons (45,685 cu yds)
• Aggregate Base 35,000 tons (17,766 cu yds)
• Aggregate Surfacing 20,000 tons (10,152 cu yds)
• Asphalt Concrete Pavement Aggregate 26,000 tons (13,198 cu yds)
Specifics of this Request Through a public database search of permitted material sources, you have been identified as being an owner of a past, current or future permitted material source site. We are interested in your participation to assess whether your material source site can provide the needed materials and satisfy the weed-free requirements of the NPS and the Blackfeet Nation. If weed-free certification is currently not in place, we would also like to assess whether you may be willing to potentially enter an advanced weed assessment and treatment program in anticipation of this pending construction project. To that end, we have attached a questionnaire to help us gage the suitability of your material source site and willingness to participate in this due diligence effort.
Goals of this questionnaire are as follows:
• Determine the types of materials your material source site currently produces,
• Obtain any material certification on the quality of such materials at the material source site,
• Learn of any plan or forecast on how much material is still within your currently approved pit development plan,
• Learn if you are willing to engage FHWA to discuss and possibly document a “pre-bid” royalty schedule, and
• Request permission to field assess your material source site and collaboratively develop a weed mitigation plan and/or possible treatment prior to bidding and construction of this project.
Summary We would ask that you examine the attached material source discovery survey and populate as appropriate. Our advanced due diligence efforts will assist in the development of this important project for the NPS and Blackfeet Nation. Please help us with this request. Please return the attached questionnaire to our Montana-based consultant assisting us with developing this project.
The questionnaire may be returned to the following using the pre-addressed, postage-paid envelope to:
f:\highways\fhwa\18500075_mt-a3700141_manyglacierroad\reports\geotech\draft\190327\manyglacier_gravelpitrfi_03282019.docx c/o Jeff Key, Senior Project Manager 3147 Saddle Drive Helena, Montana 59601
Please complete and return the questionnaire by Friday, April 12, 2019.
If you are unable or unwilling to complete the attached material source discovery survey, we would still like to follow-up with you via telephone. The purpose of this follow-up would be to answer any questions you may have regarding our initial request, and to schedule a time for further discussion by telephone. Conversely, we are also willing to meet you on-site should you desire, and we can schedule that as well.

Please populate the following sections. The purpose of this survey is to: assess what types of materials may be available for use during construction of Many Glacier Road, estimate quantities that may be stockpiled or could be generated, and understand whether available materials may meet any relevant construction specifications (note that FHWA relevant specifications are attached). Additionally, because weed free certification is required by both the National Park Service (NPS) and the Blackfeet Nation, there are questions at the end of the survey that ask whether you already meet this certification and/or whether you'd be interested in exploring an advanced weed treatment program in anticipation of the pending construction contract.

NOTE: Requirements to meet NPS & Blackfeet Weed Free Certification:
Material source sites must be treated for weeds before and during use for construction activities.
Multiple treatments are required each season to decrease the weeds and weed seeds. Each treatment will consist of a broadcast treatment of the entire area including the perimeter since the seeds of the plants can move great distances. Road shoulders in and out of the material source sites will also be treated.
Timing - One treatment should occur around the end of May and a second, re-treatment, around the beginning of July. Using the herbicide Milestone at its maximum rate of 7 ounces per acre is strongly recommended.
