(1) Certification. All material sources and materials, except as otherwise noted below, incorporated into the work must be certified to be free from noxious weeds, invasive plants, and other deleterious materials by a federal, state or local public agency.

Commercial certifications may be acceptable if materials have been certified through the North American Weed Free Forage Program standard or a similarly recognized certification process approved by the CO. Submit material certifications to the CO for approval at least 5 days before their use in the work;

Non-Weed Free Materials and Source

(1) The following material items may be provided from a non-weed free certificated source provided they are free of soil and debris as reviewed and approved by the CO.

a. Item- 25101-0400 Placed Riprap, Method A, Class 4;

b. Item 25101-2200 Placed Riprap, Method B, Class 2 ( Energy Dissipater);

c. Item 25125-0000 Boulder; and

d. Item 25210-0000 Rockery.

(2) The following material items maybe provided from a non-weed free certificated source following submission for review and approval a treatment plan:

a. Select Borrow 20411-0000; and

b. Aggregate Base Grading D 30101-2000.

Prepare a weed treatment and management plan for the material source, material placement within the project limits, post placement plan, haul truck management, and haul route for review and approval by the CO 60 days prior to incorporating any non-weed free materials into the project. Include the following in the weed management plan for the material source: herbicide pretreatment prior to stripping, stripping top soil, berm, processing, stockpile management, and frequency of weed treatments. Meet the following minimum:

• Material Source and Material treatment. Material sources and materials must be chemically pretreated prior to incorporated into the work from a non-weed free certified source. Even application of each herbicide over the material source is required in fall, and spring, and per manufactures recommended application periods May through October. Don’t apply when raining.

(a) Weed Mitigation Plan will need to updated and modified as necessary dependent upon routing inspection, and weed propagation. Treat as follows:

i. Spotted knapweed: Treat with Milestone Herbicide at 7 oz/ acre;

ii. Canada thistle: Treat with Milestone Herbicide at 7 oz/ acre;

iii. Oxeye daisy: Treat with Milestone Herbicide at 7 oz/ acre;

iv. St. Johnswort Treat with Milestone Herbicide at 7 oz/ acre;

v. Orange & yellow hawkweed Treat with Milestone

Herbicide at 7 oz/ acre;

vi. Leafy spurge: Treat with Tordon & 2,4-D Herbicide at 32 oz/ acre of each herbicide;

vii. Cheatgrass: Treat with Roundup PowerMax Herbicide at 16 oz/ acre;

viii. For all weeds, also add a surfactant that helps the herbicide bond to the plant. Document selected surfactant and proposed application volume in the weed management plan. Minimum mixing rate is per manufactures recommendations.

(b) Tarp all loads of treated materials between material source and project limits;

(c) Treat material previously placed within the project limits with

Milestone herbicide at 7oz/acre every 30 days May through October each year and Pramitol once a year or prior to paving or finishing slopes at the rate 7.8 gallons/acre or 23 ounces per 1000

sq. ft ;

(d) Prior to loading haul vehicles, inspect and ensure haul vehicles are free of mud and debris capable of transporting weed seed prior to entering project limits. See Subsection 107.10(c); and

(e) Treat the material source access road between the source and the

County or State roadway with the approved herbicide for the identified weed species every May through October.

In 2019 the Government researched potential material sources in the project vicinity, posted a request for information through FedBizOpps, contacted the material source owners that responded to the request for information, conducted weed surveys, and reported the results back to the material source owners. As of spring 2019, six material sources on the west side of Glacier National Park were certified weed free for sand and gravel, and three were certified weed free for topsoil. Two material sources on the east side of the Park were certified weed free for sand and gravel, and none for topsoil. All material sources will need to be continuously inspected and approved for use each year. See physical data listed in FAR Clause 52.236-4 for a summary of the material sources contacted and the results.

Weed management at contractor-located sources is the sole responsibility of the Contractor.
