WA PRA OLYM 12(2)

Hurricane Ridge Road, Phase II

# General Technical Question Answer Date 1 X

The Bid Schedule lists Lining for 18” and 24” culvert pipe. The drawings call for lining 36” and 48” culvert pipe as well but these are not listed on the Bid Schedule. Please clarify sizes and quantities for Lining Culvert pipe.

The 36” and 48” pipe culvert liners are only required under Schedule B. Refer to the Tabulation of Drainage Quantities (Sheet H.1), and Summary of Quantities – Schedule B (Sheet B.5). Bid the Estimated Quantity shown in the Bid Schedule.

12/19/17

2 X

We are planning to bid as a subcontractor for the CIPP lining portion of this project, but I need to confirm that the lining system we use will be accepted. I am attaching a data sheet for one of the products we are likely to use. Please let me know if this material will be acceptable for use in this project.

We will not evaluate your proposal. Bid the project according to the specifications. The successful Contractor may propose changes after the contract is awarded.

12/19/17

3 X

Is it acceptable to bid either corrugated polyethylene culvert pipe or polypropylene culvert pipe on this project as an alternate to the CMP/PVC mentioned in the plans and specifications?

No. Refer to the ‘Allowable Pipe Culvert Material’ information included on Sheet H.1. No substitutions are allowed where Galvanized Steel is required.

12/19/17

4 X

Drawing page G6, note 2 “Conduit for fiber optic cable will be paid for separately” Does this mean that the fiber optic cable conduit is not in this contract?

The note is there to indicate that the pay item for System Installation does not include the Conduit. The conduit is paid for under the Conduit pay item.

12/20/17

5 X

From the drawings it is not clear in which utility vault the FO cable would terminate so we don’t know how much cable is needed. Please clarify the length of the fiber optic cable for bidding purposes and which utility vault it is to be terminated.

This will be addressed in a forthcoming Amendment. 12/20/2017

Check General or Technical

6 X

D.10 show the general location for the snow pole holder sleeves. What is the spacing required or how many total sleeves are required?

See Sheet K.9 for snow pole holder location and layout. Bid the Estimated Quantity included in the Bid Schedule. 12/20/2017

7 X

Page E‐23‐ 108.01( c)‐ provide a full width paved surface through the project for the annual “Ride The Hurricane”‐ what is the date?

Ride the Hurricane event is the first Sunday in August. This year the event is planned for August 5, 2018. 12/22/2017

8 X

The drawings show various locations and lengths of culvert pipe to be removed for both 18” and 24” CMP. The unit measure (each) and quantity (12) for Removal of Pipe Culvert on the bid schedule is confusing. And the number of locations on the plans is more than 12. Please quantify the lineal footage of culvert pipe and their sizes are to be removed.

See the Bid Schedule and Plan Sheet H.1 for culvert removal required under Pay Item 20301‐1900; there are 12 each under Schedule A, and 17 each under Schedule B. Refer to Plan Sheet H.1 for the diameter of culvert pipe to be removed.

The length of each culvert pipe to be removed is not provided in all cases.

Perform a site investigation according to

FAR 52.236‐3. 12/26/2017

9 X

Calls out Spec 703.14 for aggregate which calls out Aashto M43, size #57 and quality Aashto M 80, class E‐ Aashto M80 is concrete aggregate‐ so the aggregate for the shoulder does not have to be a fractured material? AASHTO M80 states it can be screened or crushed.

Correct. Aggregate for Aggregate‐Topsoil Course may be crushed or screened according to AASHTO M 80. 12/27/2017

10 x

RE: CIPP Lining, are all lines at 5% ovality, or does this vary by line?

Actual ovality has not been determined.

5% Ovality applies to all designs according to Subsection 607.05(e)(10)

1/2/2018

11 x

RE: CIPP Lining, soil depth is listed at 12‐74'.

Can we get more specific information about the depth of each line? See Sheet H.1. 1/2/2018

12 x

RE: CIPP Liner, Is there access at ground level for each line?

It is the responsibility of the contractor to perform site investigations per 52.236-27 Site Visit (Construction) (Feb 1995). 1/2/2018

13 x RE: CIPP Liner, do you know the soil density and modulus? No. 1/2/2018

14 x

RE: CIPP Liner, I assume the host pipe is concrete for all lines. Can you please confirm? See Plan Sheets D.3‐D.13. 1/2/2018

15 x

RE: CIPP Liner, the section on bypassing storm flows states that the "pump(s) and bypass line(s) must be of adequate capacity to accommodate the expected flow" but does not give any information about what that expected flow is. Can you give more information? Will every line need to be bypassed during lining? No additional information is available. 1/2/2018

16 x

RE: CIPP Liner, the paperwork references a pre‐bid video that will show the condition of the pipes that need to be lined. Where can we find that video?

This will be addressed in a forthcoming Amendment. 1/2/2018

17 x

Item #63610‐1600 Conduit‐ 2” PVC‐ One conduit is for fiber, the other two are going to be use for what?

The use of the other two conduits use is not described, please bid as shown. 12/28/2017

18 x

Is the PUD installing power conduit or cable in the ditch? We are unaware of upcoming PUD plans. 12/28/2017

19 x

Is there currently power running alongside the road and if so, what side?

Please See Subsection 107.01 for Contractor’s responsibility for having all utility owners locate their utilities before beginning work in an area. 12/28/2017

20 x Plans/Specs don’t call out pull tape in the two empty conduits‐ is it required?

An Amendment will be issued clarifying the need for pull wires. 1/2/2018

21 x

Calls out that the conduit for fiber is to be included in Fiber, but the quantity of the 2 Inch conduit includes the fiber conduit. Is conduit included in Bid Item #63601‐3100?

Sheet G.6 footnote 1 Conduit for fiber optic cable is paid for separately. The conduit is not included in the Bid Item #63601‐3100, but is paid for separately under the 63610-

1600 CONDUIT, 2-INCH, PVC. 1/2/2018

22 x

Is cement (either dry or slurry form) going to be allowed to be added as the CIR pavement mixture - rather than lime?

See paragraph 2, Subsection 416.08. This subsection discusses the application of “lime or cement” as a slurry mixture. 1/2/2018

23 x

If cement is allowed which bid item should be used for the cement or is another/separate bid item going to be added in addenda?

No bid item included for lime or cement in this contract.

1/2/2018

24 x

Please confirm % of lime required.

There is not a required % of lime for this item of work. The mix design Subsection 416.03(d) states “lime or cement content, if lime or cement is required” 1/2/2018

25 x

Will low bidder be based off of the total of

Schedule A or Schedule B?

Low Bidder can be based on either schedule based on the availability of funds.

1/2/2018 x

According to the quick index on page 1, the documents should have included a

Subcontracting Plan on page 6a, but it looks like it was left out.

Subcontracting Plan is not required, A002 has deleted it from the solicitation cover page.

12/19/2017 x

Can you please let me know where to find or what the requirements for insurance coverage on this project are?

See FP‐03 Section 107.05 Responsibility for Damage Claims for minimum insurance requirements.

12/15/2017 x

Is schedule B is awarded is the contract completion time the same as schedule A?

Yes, the fixed completion date remains the same for either schedule. 1/3/2018 x

Are cross‐sections available? No cross sections are available.

1/3/2018 x

Section 105.04 Does not list the Parking area at Station 235 to 237 left‐ this parking area is getting extensive work‐ is it to remain open to the public during construction? Can it be used to store and stage materials?

The parking area is not listed as available for storing and staging material under Subsection 105.04. It is not expected to remain open during construction activities.

1/3/2018 x

Since the project requires a platform weighing system, contractor will need a laydown area that will accommodate the scale itself, a scale house and adequate room for trucks to maneuver into and out of the scale area. The construction turn outs shown would not be enough space to accommodate all this and they will be needed for laydown of materials as well as turn arounds during the project. Contractor suggests an area on the right side of the road at about station 15 + 50 utilizing an existing driveway there. This area is at the beginning of the road and is a logical place to locate the scale. It can be graded out and temporary gravel placed to make a good base for the scale and trucks. Contractor would assume full restoration of the site at project completion. Is this acceptable to the government?

There are no provisions within the contract for where a scale must be located. It does not need to be located within the project limits 1/3/2018

Paragraph 2, Subsection 416.08 – discusses the application of “lime or cement” as a slurry mixture. It states ‘When lime or cement is required”. There is no bid item for Lime or Cement or any direction to use it‐ it states ‘if needed” – if lime or cement is required‐ who is going to direct the addition of the lime or cement if needed and will that be paid under a

CO?

The Composition of Mix (JMF) is submitted by the contactor and must meet the requirements of Subsection 416.03. Lime or cement may be required in order for the JMF to meet those parameters and be approved by the CO. Lime or cement, if needed, will not be paid under CO but will be subsidiary to the 41602‐2000 pay item. 1/3/2018 x

If the contractor meets the required tensile strength and other design parameters in Table 416‐1A without lime or cement is FHWA going to accept that mix design? Even if this is not industry standard.

The JMF will be accepted based on meeting the requirements of Subsection 416.03 Composition of Mix (JMF). 1/3/2018 x

The FP‐03 specifications referenced Quicklime and even referenced a pay item‐ why remove it in the Specials and make it incidental? This process isn’t used much so by eliminating unknowns or incidental costs could make the process more cost effective and within budget.

This contract specifies Type 3 Antistrip additive. A VE proposal may be submitted and evaluated according to FAR 52.248‐3 after award.

An Amendment will be issued to correct the bid item numbering for this item.

A bid item was not included since lime or cement may not be required in the contractors JMF. 1/3/2018 x

Bid Item #40205‐3000 Antistrip Additive‐ Why Type 3 and not Type 1? Current contracts have accepted Type 1.

This contract specifies Type 3 Antistrip additive. A VE proposal may be submitted and evaluated according to FAR 52.248‐3 after award.

An Amendment will be issued to correct the bid item numbering for this item.

1/3/2018 x

The culverts in Schedule B that get CIPP lining was there no video or information on these pipes? St 55+52, St 221+57, St 230+40. No, there is no video for these pipes. 1/3/2018

The ‘Ride the Hurricane” is August 5th and you have to have two complete paved lanes for a one weekend event‐ so you either have to have all your final paving done or not start until after and the contract ends August 31st‐ very unreasonable time frame‐ Why the August 31st completion date? Can they run the Continuous Cold Recycled Asphalt base?

The August 31st completion date was determined by the scope of work. An amendment will be issued to allow for pavement or cold recycled asphalt base.

1/3/2018 x

Sec 624.04 Topsoil, paragraph four‐ states apply topsoil beginning September 1 through November 15‐ the contract ends August 31st‐ so who is applying the topsoil?

The contractor will place topsoil. An Amendment will be issued to modify the placement dates. 1/3/2018 x

Is there a requirement for the contractor to add seed to the tackifier?

There is no requirement to add seed to the tackifier 1/3/2018

40 x Is hydroseeding required? Hydroseeding is not required. 1/3/2018 x

In section 706. Concrete & Plastic pipe. If calls for ASTM F 794 for culvert lining pipe. No pipe manufacture makes ASTM F 794 large enough for 48” size culvert pipe. That size was discontinued years ago due to lack of demand.

What would be a alternative pipe type for the lining of the 48” Culvert pipe.

Section 706 scr is in reference to new pipes, not pipe lining. Please see Section 607‐

CLEANING RECONDITIONING AND

REPAIRING EXISTING STRUCTURES for requirements of Lining Drainage Culverts. 1/3/2018 x

Amendment 2 did release culvert assessments performed in May of 2011 which appear to indicate flow rates substantially less than theoretical maximum – can we rely on this information for bidding purposes?

The interpretation of the physical data, and its use as a bidding tool is the responsibility of the bidder. 1/4/2018 x

Can the same information be provided for all culvert locations in Schedule A and Schedule B? No additional data is available. 1/4/2018

44 x

Clearing & Grubbing limits are shown as 2 feet off of edge of existing pavement‐ what is the clearing limits in the areas where the CIPP work is to take place and also the Headwall and Endwall riprap work?

Please refer to Section 201 and 157.04(c) for requirements. 1/3/2018 x

Some of these areas are 100’ off of the edge of the road in heavily treed areas‐ can the trees be cut to make access for equipment?

Please refer to Section 201 and 157.04(c) for requirements. An Amendment will be issued to address access locations. 1/3/2018 x

Sheet G.6‐ Utility trench‐ the depth of the trench is that measured on the high side or low side of the trench

The depth is measured from the lowest point on the original ground. 1/3/2018 x

Will continuous trenching be allowed in the roadway?

No, an amendment will be issued for clarification of the trenching under pavement. 1/3/2018 x

Section 102 – Please confirm the only two options for award will be:

a. Schedule A in its entirety, or

b. Schedule B in its entirety

That is correct. 1/4/2018 x

52.211 and Section 108 – Please define the start and completion dates for this contract.

Documents note August 31st 2018 as a completion date and then October 15th 2018 as an interim milestone.

The Fixed completion date and Notice to proceed is listed in 52.211‐10. An Amendment will be issued to remove dates outside these dates. 1/4/2018 x

Section 156.06 (m) – This requirement does not seem attainable given the two lane road and multiple lifts of pavement section. Please clarify the intent behind this requirement and outline the contemplated phasing / sequencing.

An Amendment will be issued removing this requirement. 1/4/2018 x

Section 156.08 – ‘Traffic Safety Supervisor.’

Should this section be 156.09 instead of 156.08?

Section 156.08 is correct. Please be aware this solicitation cites FP‐03 U.S. Customary Units. 1/4/2018

Drawing G.6 – Are there any restrictions on who can install the 2‐inch PVC conduits? Is an electrician required? No 1/4/2018 x

Drawing G.6 – For bidding purposes, how much (linear footage) of the ‘Trench Detail Under Pavement’ should be assumed?

There is not a fixed amount of trenching under pavement. An Amendment will be issued to clarify this detail. 1/4/2018 x

Drawing G.6 – How will sawcutting and crushed aggregate depicted in ‘Trench Detail Under Pavement’ be measured and paid

Saw cutting is not a requirement, but if used would be subsidiary. Crushed aggregate is subsidiary to Item 63622‐0000 Utility Trench 1/4/2018 x

Pages C.1 and C.5 refers to a 9” depth for the base rehabilitation. The bid schedule line item 31001‐0000 refer to a 6” depth. Is there a conflict here? Please clarify.

There is a conflict, it will be corrected in the upcoming amendment. 1/4/2018

X I'm looking to the specification on the lbs per tackifier per acre for this job.

See Subsection 157.11. Apply tackifier at the rate appropriate for protecting a 1:1 slope according to the manufacturer’s recommendations.

1/8/2018

X

Also it's noted, state approved grass seed.... but isn't specified to hydroseed. Wondering if there is a different spec sheet that will give me more information.

No seeding is required. Turf Establishment will be performed by others, see Section

625. 1/8/2018

58 X

Due to the slope of embankments and the proximity of trees to the embankments in some of the utility vault locations shown on the plans it is possible the vaults may need to be relocated. For bidding purposes shall the contractor assume that the locations for the vaults will be similar to the relatively flat area as shown on G.6 “concrete utility vault detail”?

Bid according to the plans. Sheet G.7 notes final location as determined by the CO.

1/9/2018

59 X

Please clarify if the fiber optic cable is to be pulled straight through the vaults or if a minimum footage of spare/looped wire is to remain in each of the vaults?

Bid per plans and scrs – install per prevailing industry standard

1/9/2018

60 x

Is there a minimum amount of spare fiber optic cable to be coiled at the end vaults, 7+20 and 283+00?

Bid per plans and scrs – install per prevailing industry standard 1/9/2018

61 X Is the fiber optic cable to be terminated at each end?

Bid per plans and scrs – install per prevailing industry standard 1/9/2018

62 X Are there any fiber optic terminations required between vaults 7+20 and 283+00?

Bid per plans and scrs – install per prevailing industry standard 1/9/2018

63 x

Are any electrical permits, such as that required through the Department of Labor and Industries, required to complete the electrical work on this project?

Bid per plans and scrs – install per prevailing industry standard

1/9/2018

64 X For bidding purposes, what is the length of the fiber optic cable for the project? Bid per plans. 1/9/2018

65 X Is pull tape required in the spare 2” conduits? Yes. See Amendment A002. 1/9/2018

66 X

The subexcavation areas call for Minor Asphalt to be placed back‐ Do the culvert crossings or the utility trench (in areas of pavement) have to be paved back? If so is it incidental or included in the minor asphalt item?

This will be clarified in a forthcoming Amendment. Asphalt concrete used for patching that is ordered from Section 209 is not measured for direct payment according to Subsection 109.05.

1/10/2018

67 X

One of the questions asked about saw cutting the Trench‐ Stated Saw cutting is not necessary? In areas of the trench being in pavement, pavement can just be excavated?

The Answer to Question #54 is incorrect regarding whether saw cutting is required.

Actually, saw cutting is required according to Subsection 208.04. Saw cutting is not measured for direct payment. 1/10/2018

68 X

156.03 Accommodating Traffic During Work.

Only two (2), one‐way sections of the roadway are allowed to occur at any one time. From the scope information we are receiving from subcontractors for specialty work, it may not be possible to perform the work necessary for this contract within the contract time if only 2 work areas are allowed due to having the number of work areas limited – can the number of work areas be increased to accommodate working in multiple areas throughout the project even the additional work areas are only Monday‐ Thursday?

No. Only two (2), one‐way sections of roadway are allowed to occur at any time.

1/16/2018

69 X

Section 108 – Prosecution and Progress. (b) Do not perform construction operations two hours before and after sunrise and sunset from April 1st through September 15th. According to scoping information from specialty subcontractors who will be performing work on the project, it will require 16‐20 hours of continuous work for some of their items – will an exception to this requirement be granted for this and other work which may have technical constraints requiring continuous work?

No. Restrict work according to Section 108.

1/16/2018

70 x

To perform Continuous Cold Recycled Asphalt Base Course Type B, 3” 9” and install Superpave Pavement, ½‐Inch or ¾‐Inch it will be necessary to remove that guardrail and have it out for an extended period of time – what temporary measures will be required while the guardrail is not in place? Due to the road being low speed it would seem that “Shoulder Closed” signage and cones/candles spaced along the shoulder would be sufficient.

The awarded contractor may submit alternate traffic control plans for approval according to Subsection 156.03.
