About this file
This document outlines a federal contract opportunity to renovate a basement at a Veterans Health Administration facility. The solicitation calls for contractors to provide all labor, equipment, materials, and supervision necessary to renovate the basement of Building 1 at the VHA Northern Indiana Health Care System campus in Fort Wayne, Indiana. Renovations are needed to modernize the space for offices and services including Environmental Management, Biomedical, Pharmacy, Mailroom, Engineering, Information Technology, Graduate Medical Education, and Medical Imaging. The project requires the safe removal of asbestos and lead paint. Work will be conducted in three phases over approximately 780 days to allow the hospital to continue operations. Phase I is scheduled for 300 days, Phase II for 210 days, and Phase III for 270 days. The justification provided is to modernize systems and focus resources more efficiently to provide world-class service to veterans. The solicitation will be posted on SAM.gov on or around March 11, 2021. The contract will be awarded by the Department of the Air Force Materiel Command Installation Contracting Agency.

GENERAL
1. All new construction shall comply with the Contract Documents and the Building Code.
2. Typical details and general notes apply to all parts of the work except where specifically detailed or unless otherwise noted.
3. The structural drawings illustrate structural members. Refer to architectural, mechanical, and electrical drawings for non-structural items which require special provisions during the construction of the structural members.
4. Drawings are not to be scaled.
5. No pipes or ducts shall be embedded into structural members unless so shown on the plans or approved by the Engineer.
6. The Contractor shall verify and be responsible for all dimensions and conditions which impact the work. Field verify sizes, elevations, hole locations, etc., prior to fabrication.
7. The Contractor shall carefully review the drawings to identify the scope of work required, visit the site to relate the scope of work to existing conditions and determine the extent to which those conditions and physical surroundings will impact the work.
8. Existing conditions as shown on these plans are for reference only. The Contractor is required to field verify all existing conditions prior to construction.
9. Locate existing underground utilities in areas of construction. Coordinate with utility companies for any shut-off requirements of still active lines.
10. The Contractor shall resolve any conflicts on the drawings or in the specifications with the Architect/Engineer before proceeding with the work.
11. Any deviation, modification, or substitution from the approved set of structural drawings shall be submitted to the Owner, Architect, and Engineer for review/approval prior to its use or inclusion on the shop drawings.
12. The Contractor shall provide all necessary shores, braces, and guys required to support all loads to which the building structure and components, soils, other structures, and utilities may be subjected during construction. Shoring systems shall be designed, signed, and sealed by a professional engineer licensed in the jurisdiction where the project is located.
