RFI # RFI/Question GSA's Response

After checking in with local suppliers and online resources tracking EPDs, it has been determined that there is an absence of a local EPD for asphalt. With this in mind, and given that the project is a design build, can contractors consider not utilizing asphalt and substituting with either concrete or other pre engineered materials, thereby, omitting the requirement for the submission of an asphalt EPD within the technical proposal?

(Answered via Am. 01) The asphalt EPD remains a requirement of the RFP. Using an asphalt hot box or other means, it's possible to transport asphalt for several hours. There are asphalt manufacturers in surrounding areas that have an EPD. For example, Texas Materials – Central Texas Area, Laredo Plant at 119 Interstate 35 Frontage Road, Laredo, TX 78045 More information can be found at the National Asphalt Pavement Association (NAPA) Emerald Eco label EPD program website, https://www.asphaltpavement.org/programs/napa programs/emerald eco label and https://asphaltepd.org/published/all?state=TX

If CBP or port authority ac vity directly impacts the construc on schedule, causingdelays, will c (Answered via Am. 02) As referenced in The Agreement, please refer to GSAR Clause 552.211 13, Time Extensions. UPDATED via Am. 03. Please refer to FAR Clause 52.242 14 and FAR

52.243 1. Also, if there is a government delay or a weather day, the contractor is requested that they notify the Contracting Officer and the Contracting Officer’s Representative within 24 hours of the delay. Both types of delays must also be documented in your daily logs.

The contractor is bidding on several Border Roadway Improvement and construction (BRIC) projects, with bids scheduled just a few days apart. For Factor 1:

Past Experience and Performance of the Company, the same projects will be used to demonstrate past experience.

Would it be acceptable to submit the same questionnaire completed once by the end user, instead of asking them to fill out the same form multiple times?

(Answered via Am. 02) It is up to the Offeror to submit the questionnaire or Final CPARs with their technical proposal by the due date and time set forth in the Solicitation. Each response should annotate the solicitation # and project title. See updated Questionnaires for Factor 1 & 2.UPDATED via Am. 03. Yes, however offeros need to annotate the Solicitaion # and project title in which the submission is for.

According to the Solicitation Document, Section II.B "Proposal Format," paragraph 2, the technical proposal is limited to 40 pages in 8.5" x 11" vertical (portrait) format.

Can the contractor include some pages in horizontal (landscape) format for specific items, such as past performance project resumes, the project organizational chart, and/or the proposed/planned schedule?

(Answered via Am. 02) The schedule is not included in the Factor or proposal page count limit;

therefore it can be submitted in horizontal (landscape) format. All other proposal contents shall be submitted in accordance with the solicitation requirements.

According to the solicitation documents, the contractor must submit three specific attachments (pricing, technical, and LEC PDF & Excel) as part of their proposal. As an instance, the technical section of the proposal is limited to 40 pages, with additional information such as experience questionnaires and other relevant details not counting toward the 40 page limit. Can the contractor include additional information, such as past experience questionnaires (for the technical proposal), GSA Form 527, and financial statements, as appendices in a separate attachment? Additionally, is it permissible to submit an additional attachment with the proposal overview, including a cover page and other relevant information not covered in all other sections?

(Answered via Am. 02) The GSA Form 527, Bid Bond, Representations and Certifications do not count towards the page limit and shall be submitted with the Price Proposal. Past experience questionnaires or Final CPARS, and Environmental Product Declarations (EPD’s) required will not count toward the page number limit. The solicitation describes what is included in the cover page; the cover page will not count towards the page limit.

To confirm what was mentioned during the World Trade Bridge pre proposal meeting on 12/10/2024:

Under attachment 4 "LEC Material IRA Sustainability Factor Table", for the "Cement" data input, if contractors are able to procure concrete which meets the GSA IRA Limits, they are to assign the GWP value for that concrete to the cement as well. Could you please verify this is correct?

Contractor is to submit LEC Committments for both Concrete and Cement as described in the Solicitation.

For this solicitation would we be able to utilize previously completed Past Performance Questionnaires to satisfy the requirements for Past Performance?

Somebody mentioned there is? Another questions where can I find the color exhibit that shows the areas to be done at the port. Somebody had it at the last walk thru.
