Since we are required to submit a Quality Control Plan as part of our initial offer, we are working under the assumption if awarded the contract, that we will be able to refine it. Since we are not the incumbent, we are at a disadvantage when we are asked to provide a plan that is specific to the buildings and locations. Normally a QCP is provided by the contractor during the transition phase. Can the QCP criteria be reviewed and to determine what items can be added after an award is made (e.g. How can we provide inspection plans or checklist tailored to buildings we are not in. The incumbent has distinct advantage in this area).

Section L.2, Factor 1(a) Management Approach. The requirement to submit resumes for key personnel creates an unfair advantage for the incumbent contractor. The solicitation does not allow the proper time required to recruit a qualified candidate. It also puts undue burden upon an offeror to recruit for a position that it cannot offer until after it receives the award. Please consider changing this requirement to providing the qualifications the offeror would use to hire for this position such as a sample standard skillset that demonstrates both the Government’s minimum requirements and any Offeror specific minimum requirements for this position (i.e. requirements used for hiring candidate: job announcement language; required certifications/training; minimum education level; number of years’ experience, etc.).

Answer Minimum qualifications are outlined in Section C.1.2 of the solicitation.

57 Does the 50 page limit in the Technical Proposal include Front Cover, Cover Letter and/or Table of Contents?

Answer No.

Please confirm what control loops are required to be evaluated/tuned within the facility equipment makeup (i.e., air handling units, chiller plants, heating hot water loops, variable air volume terminal units, etc.)?

Answer No control loops shall be excluded from periodic maintenance or tuning.

The paragraph states that the subcontract between the O&M and the BAS firm "shall include regularly scheduled maintenance, including sequence of operation tuning, calibration; BAS log review, and other BAS system maintenance."

Please confirm what facility equipment sensors are required to be calibrated? If there is no specific list of equipment sensors that needs to be calibrated, what sensor tolerances are required by GSA to be considered "operational"?

Answer Refer to the BAS 230900 Specification Exhibit for sensor tolerances.

Does GSA rely on the manufacturer and the O&M to determine the preventative maintenance actions for all the facilities, or does GSA - Central Op's determine with the manufacturer & O&M what actions need to be included/excluded in the annual maintenance program? Also, does GSA have a "required list" of BAS maintenance activities identified as a minimum maintenance regimen?

Answer Refer to C.6.0 General and C.6.1 Maintenance Standard 71 Is the PBS P-100 "Design Standard" (current version) included in the RFP documents?

Answer Yes, reference C.5.8.2.1

The paragraph states that the contactrator "will ensure that 3rd party qualified vendors complete JACE software updates as required to ensure that building BAS is up to date and able to maintain connectivity to GSA Niagara BAS system. h. FBI Buildings: N/A (Can’t see into the building)

The paragaph states that the "contractor shall conduct the six-step re-tuning procedure described in the Pacific Northwest National Laboratory (http://retuningtraining.labworks.org/training/lms/). If the Contractor does not have adequate level of expertise to complete Re-tuning, all requirements shall be included in the BAS maintnenance sub-contract. The initial frequency of the re-tuning is semi-annually to coinside with the heating and cooling seasons." Has this process ever been conducted for any of the facilities being considered within this RFP, and if so, what years was this process executed, and how many times per year? If it has been done, is there documentation to confirm the findings? Also, if this system has been executed in the past, what key pieces of equipment have been focused on? Was it a small sample size or was it all pieces of equipment that make up the BAS? Also, is the BAS contractor required to be trained by the Pacific Northwest National Laboratory to perform this six-step tuning process or can a plan be developed with GSA?
