INTRODUCTION
This document has been compiled to provide guidelines for ongoing tenant interior renovations in the newly renovated Mickey Leland Building. All renovations in the public spaces and corridors need to be designed consistent with the corresponding standards in these guidelines. In the tenant leased spaces, the ceilings and MEP/F need to be designed to meet these guidelines. While an agency can use these guidelines for the rest of their finish-out, there is no requirement for the other scope within the individual agency space to follow these guidelines. An agency can utilize their own agency standards in keeping with the P100.

Sustainable Design Requirements
The Mickey Leland Federal Building Renovations was a Modernization project, as further defined in the Facility Standards for the Public Buildings Service, Appendix A
(http://www.gsa.gov/P100). Newly modernized GSA-owned facilities are required to meet the lowest energy consumption level attainable without a resulting increase in life-cycle cost, with a goal of reducing the present value energy cost budget to at least 20 percent below the pre-renovations level. (See Executive Order 13423 and the interagency memorandum of understanding on Federal Leadership in High Performance and Sustainable
Buildings – 2006.) The optimization of energy use for the facility will be delivered through an integrated approach affecting building envelope, mechanical and electrical systems, and interior heat, light and power loads.
The Mickey Leland Federal Building is intended to be a model for sustainability in GSA
Region 7. The following summarizes the sustainable issues that were addressed during the
Project design and construction. It is the intent of these guidelines to create a framework by which the sustainable design can be maintained as renovations occur with tenant agency lease changes.

Life Safety Review
A life safety review is based on an assessment of the exiting capacity through the egress systems on any floors under construction and the capacity at the level of exit discharge. The following summary is provided to assist in life safety analyses, which should be done for future renovations in the building.
The Mickey Leland Modernization Project reviewed the existing conditions, based on the uses on each floor for each agency. Any required modification were incorporated into the renovation project The occupant loads are provided with corresponding, code-mandated number of exits and total exit width so the number of egressing occupants can safely arrive at the level of exit discharge and discharge through the exiting components. This analysis also reviewed the arrangement of the means of egress to ensure the travel distances, encroachments into exit width, and exposures to hazards are minimized. Since the existing partitions in the tenant agency spaces were to remain and travel distances, dead-end conditions, and egress widths will not be modified as a result of this work, the modernization project did not address any existing code violations resulting from previous work inside tenant space.
The design team did identify two upper floors of the Mickey Leland Build ng that posed the greatest challenge to the existing systems on lower floors. Those were Level 4 (Public
Processing) and Level 12 (Flexible Meeting Space). It was assumed that the highest occupant load for the building will re-side on one of these floors. The egress analysis evaluated the 4th Floor. In accordance with NFPA 101 Section 7.3.1.4, “Where an exit serves more than one story, only the occupant load of each story considered individually shall be used in computing the required capacity of the exit at that story, provided that the required egress capacity of the exit is not decreased in the direction of egress travel.”
Tenant Standards G.T. Mickey Leland Federal Office Building 14
Special consideration was given to the First Floor occupant load since there is convergence on this level. The final design resulted in code compliant exiting at the ground floor for the egress from above and the first floor. The occupant loads determined whether or not the correct number of exits is provided for a space and primarily focused on spaces approaching the threshold for spaces that require more than one means of egress. The secondary goal of the exiting study was to ensure that additional Assembly occupancies could be accommodated on upper floor stair systems and through the level of exit discharge systems accordingly.
The load calculation performed was based on the premise that the overall building (gross area) is a business occupancy and that there are a number of smaller occupancy groups
(net area) that contain occupancies with higher or lower occupant loads (public waiting areas, processing areas, and training rooms vs. storage rooms, mechanical areas, etc.). The occupant loads were calculated using the gross or net areas of rooms and combined work-spaces, and applying published occupant load densities found in NFPA 101 and the IBC.
Some com-mon densities for spaces found in the building are:
A. Offices: 100 sf/occupant
B. Transitioning Corridors (Concourse) 100 sf/occupant
C. Storage: 300 sf/occupant
D. Large Mechanical Areas: 500 sf/occupant
E. Break/Conference Rooms: 15 sf/occupant (net)
F. Concentrated Seating: 7 sf/occupant (net)
G. Standing Cue Areas: 18 in./occupant (net)
The gross area of a floor (roughly 15,350) is used as the starting point for calculating the occupant load of each floor. This calculation does include all spaces within the interior perimeter of the exterior walls of the building (per NFPA 101 Section 3.3.17.2.1). This calculation satisfies the required method for Group B occupancies (the majority of the floors). The Design Team then isolated areas of the floor plan that warranted calculation using the “net area” method in NFPA 101 Section 3.3.17.2.1 and applied the appropriate net occupant load factor from NFPA 101 Table 7.3.1.2. The Design Team also applied a “net area” calculation method to smaller storage rooms and incidental areas on the floor plan.
Occupant loads of dense seating and other assembly areas were based the configuration of the room only (no common areas), per the definitions of “net” area.
All area measurements were conservative in the fact that they included normally unoccupied areas such as intermediate columns, small floor openings, and irregular areas of the floor plan without subtraction. Using the gross area method for the majority of the floor plan also ensures the majority of common areas such as corridors and stairs would be accounted.
Break room occupant loads are added to the overall occupant load of the floor since they can be occupied by different groups of people who are external to the overall office population. Similarly, conference rooms apply the higher occupant load density since it is possible that outside visitors could add to the occupant loads of these rooms. In general, assembly rooms with occupant loads less than 50 persons were considered Group B occupancies and storage rooms less than 250 sf were considered incidental to the Group B.
As stated earlier, larger assembly or storage rooms were deducted from the gross area and occupant loads for those spaces were calculated separately.
Corridors, where occupants may be waiting or circulating, are calculated based on the occupant load factor for the gross business occupancy. The application of a gross occupant load calculation, using 100 sf per occupant, would assign a considerable occupant load to
Tenant Standards G.T. Mickey Leland Federal Office Building 15 the main circulating corridors as well as the individual corridors in the workspaces. In all, this estimate will be conservative since it would assume concurrent occupancy of the corridor space and the actual work areas on every floor.
The occupant loads were determined by dividing the area by the load factor. Any fraction is rounded up to the next whole number for most occupancies. Since storage occupancies have a characteristically low occupant load, only fractions 0.5 or greater are rounded up.
The occupant loads are compared to the egress capacity of the space or the egress capacity of the stairs and corridors serving the space. Using NFPA 101 exit width requirements (NFPA
101 Section 7.3.3.1), The Design Team was able to calculate the exit capacity of each door and stair.
The Design Team assumed a 32-in. clear width for nominal 36-in. doors. The exiting capacity of a 32-in. door is 160 occupants using the NFPA width factor of 0.20 in. per occupant for level exits. Spaces with the minimum 2 doors (as provided at the entrances to stair enclosures on upper floors), will automatically provide capacity for 320 persons.
The exiting capacity of each stair is based on the overall tread width of the stair (44 in.), divided by a width factor of 0.3 in./occupant. The resulting stair capacity was 146 occupants per stair. Since this capacity was less than the capacity of the doors, it was selected as the governing value - 292 occupants per floor.
Regardless of the current configuration of the upper floors, the Design Team’s objective is to provide sufficient exiting width on the first floor to properly accommodate the number of occupants using the existing system on upper floors. The actual occupant load analysis was performed on upper floors to also demonstrate that the reconfiguration of the level of exit discharge was sufficient to accommodate the higher occupant loads of the upper floors and added occupant loads due to exit convergence (Basement/First Floor).

All-Glass Entrances and Storefronts
A. Glass GL-9:
ASTM C 1048, Kind FT (fully tempered), Condition A (uncoated surfaces), Type I
(transparent), tested for surface and edge compression per ASTM C 1048 and for impact strength per 16 CFR 1201 for Category II materials.
B. Aluminum Extrusions:
ASTM B 221 (ASTM B 221M), with strength and durability characteristics of not less than Alloy 6063-T5.
Glazed Aluminum Curtain Walls–Cassette System
The curtain wall system consists of thermally bro-ken cassette system aluminum mullions with a fluropolymer finish, and insulating glass with a high performance low emissivity coating set into the framing with structural silicon to provide a mullion-less appearance.
Exposed aluminum exterior surfaces are finished with Valspar Floropon Classic II 933X440
Bright Silver. Exposed interior aluminum surfaces are finished with Valspar Flurocryl Classic
II KJM0102 Bright Silver.
The new window system will consist of 1/4" glass – ½" airspace – 3/8" laminated glass. The laminated glass should consist of 3/16” plate – 0.060” thick interlayer – 3/16” plate. The interlayer should be a polyvinyl butyral material.
In instances where tenant improvements require new partitions to join the curtain wall, end of partitions should be capped with available attic stock of the custom partition closure extrusions fabricated for the ARRA building renovation. When this attic stock is depleted, floatable trim and adjustable partition closures should be provided. Building standard products for this application are to be Gordon Final Forms Series 911 trim and Gordon
Mullion Mate adjustable aluminum partition closures. The closure configuration appropriate for typical conditions in Leland Building will consist of 2 Mullion Mate 5 assemblies factory spliced back to back and designed to fill openings ranging from 9” to 13¾”. Closures should be powder coated with custom color to match curtain wall.
Door Hardware
Much of the work did and will involve reusing existing door hardware. An inventory of existing hard-ware using a hardware supplier such as Assa Abloy provides an opportunity to inventory existing hardware to be reused and identify hardware that can be reused and hardware which is damaged. New hardware should be proposed to coordinate with the existing hardware being reused. Lock cylinders should use a best keyway.
A. Door Hardware Schedule:
Prepared by or under the supervision of supplier, detailing fabrication and assembly of door hardware, as well as procedures and diagrams. Coordinate the final Door
Hardware Schedule with doors, frames, and related work to ensure proper size, thickness, hand, function, and finish of door hardware.
