Q: Could you please clarify the details/expectations for the stamped asphalt. I don’t see it anywhere in the plans, project manuals or the specifications.

A: In the 75% CD set, on sheet L1.10 Materials and Furnishings Schedules, surfacing type P3B is called out as "Asphalt with Decorative Markings" and described as "Asphalt surfacing with preformed, countersunk thermoplastic markings." The schedule directs contractors to see

Specification 32 17 23.33 . These are also described in the Messaging Features series (L7.00's).

Detail drawings are included - see 2/L7.02 and 3/L7.02.

Q: Do you by chance have any asbuilts of the existing structure that you could share?

A: Yes, we will upload the As-Builts to this SAM post.

Q: What environmental work is there on this project?

A: Requirements for environmental work will be determined by the Response Action Plan. The

Response Action Plan has not been completed to date but will be provided upon completion.

Scope should be included as described in specification section UNIT PRICES - 01 22 00.

Q: The ARCH set is missing one FE-1 in room S213 (A2.S2C). Should a fire extinguisher be installed at that location?

A: Yes, locations and quantities of FE-1 units to be shown in 95% documents to be issued by addendum

Q: The ARCH set is missing two FEC-1 units in rooms M110 and M117 (A2.M1B). Should fire extinguisher cabinets be installed at these locations?

A: Yes, locations and quantities for FEC-1 units to be shown in 95% documents to be issued by addendum

Q: Sign SS-E isn’t included in the specifications or sign detail (A9.40), please provide.

A: SS_E indicates statutory signage provided by tenant. This will be clarified in 95% documents to be issued via addendum.

Q: Room M159 is missing a NS-011 sign, should a sign be installed there or is the architectural drawing correct?

A: NS-011 sign is not required at room M159.

Q: The sign schedule (A9.50) lists two NS-011 signs for room S100, but only one is installed there, the other is at S102. Should S100 have one or two signs?

A: One NS-011 sign should be provided for room S100.

Q: The sign schedule (A9.50) lists three NS-011 signs for room S107, but only two are installed there, the other is at S146. Should S107 have two or three signs?

A: NS-011 signs are not required at S107.

Q: Sheets L6.14 and L7.03 references multiple concrete foundation details with the note

“refer to structural,” but the structural drawings do not provide location, size, or reinforcing information—please provide complete structural information for all concrete foundations and concrete piers required throughout the site for the timber decks, site wayfinding signage and art pieces, safety barriers, and any other elements that require a cast in place concrete foundation or footing.

A: Sizing requirements for pier foundations for all P5 decking are included within the framing and foundation plan details on sheets L6.02, L6.03, and L6.04. Pier foundations for decking will require reinforcing. Reinforcing information will be issued in future addenda. See markups on sheets L6.14 and L7.03 for pier sizing and reinforcing for site safety barriers, guardrails, and signage.

Q: Specification Section 05 12 13 outlines the requirements for Architecturally Exposed

Structural Steel Framing (AESS). However, based on our review, the drawings do not appear to indicate any steel elements designated as AESS. Please confirm whether any structural steel on this project is intended to meet the AESS requirements outlined in this section. If so, please identify the specific elements and locations where AESS applies.

A: Specific locations of AESS will be clarified in the 95% Construction Documents. Prior to the release of 95% Construction Documents, assume exposed portions of steel columns in drive lanes and occupied spaces will require AESS 3.

Q: SF1442, Block 11 states "The contractor shall begin performance within 10 calendar days and complete it within 1103 calendar days after receiving NTP. This performance period is negotiable." The GC Statement of Work - I.D states "The GC will achieve substantial completion within 1080 calendar days after issuance of the NTP." Amendment

0002 included the PreProposal Presentation. Page 21 includes a Concept Construction

Schedule/Proposed Phasing Plan with a construction start date of 04/13/2026 and final acceptance of 10/10/2029. This schedule represents a 1276 calendar day schedule. The construction season in northern Minnesota is very limited (typically May 1 to Nov 1). Road restrictions in the spring and early frost potential in the fall further reduce this productive time period. Roadway crossovers cannot be completed over the winter without substantial cost for winter conditions and landscaping establishment needs adequate growth period.

The phasing plan provided in Pre-Proposal Presentation provides a responsible sequence to complete the work. Assuming an April 13, 2026 start date, please consider extending the

Period of Performance to 1276 days in order to utilize the full 2029 construction season.

A: At this time, we are confirming the duration to be 1103 days, however, further discussion regarding extending the schedule may be discussed after receipt of proposals during discussions.

Q: On sheet C9.02, the detail for the crash-rated barrier separating inbound traffic lanes appears to show a structure buried approximately 5' below grade and extending 3'6" above grade, with a total width ranging from 6' to 8' (referencing sheets C9.02 and A5.94, detail

13). Can you please confirm whether this barrier is intended to be cast-in-place (CIP) concrete rather than precast, given the substantial volume of concrete indicated?

A: The barrier is intended to be precast concrete. Reference drawings on A2.M1A and A5.94 for additional dimensions.

Q: Detail 14 on sheet A5.94 shows precast concrete protection around the columns, labeled as CONC-3. These units appear to be approximately 6" in width and 3'6" in height, with varying lengths. Enlarged plan 1/A4.17 shows CONC-3 as a much larger structure the same width as the CONC-2 crash barriers. Please confirm sizes, locations, and details for both CONC-2 and CONC-3 barriers.

A: Detail 14/A5.94 shows two separate CONC-3 units, one “U” shaped and the other intended to fill the space around the “U” - these are to occur at columns along Grid ‘MA’ as shown on

A2.M1A.

CONC-3 refers to precast barriers intended only for protection and are to be embedded below grade to the top of adjacent column foundations – dimensions vary as noted in the drawings;

coordinate embed depth with top of foundation height per structural drawings; Provide CONC-2 units as shown on drawings A2.M1A and A4.17. Refer to details on A5.94.

CONC-2 refers to precast barriers intended to provide crash protection and thus have a greater embed depth (5’-0” below grade as noted on the drawings). Dimensions vary as noted in the drawings; Provide CONC-2 units as shown on drawings A2.M1A, A4.15, A4.16, A4.17, A4.18.

Refer to details on A5.94.

Q: We’ve noted that the site includes a significant amount of electrical, mechanical, and irrigation infrastructure. However, we did not find any details or callouts for equipment pads associated with the following:

Electrical transformers or cabinets

Generators

Mechanical A/C units

Irrigation cabinets

Communication or signal cabinets

Could you please confirm whether pads for these items are required, and if so, provide the associated details or references to where they are shown in the drawings?

A: - Typically, based upon transformer KVA size, the electric utility will have standard details for transformer, secondary connection cabinet & metering equipment layouts including corresponding pad requirements. Once received, this information will be coordinated with structural. Transformer and pad will be located inside the transformer yard as shown in the 75% construction documents.

- The generators are located indoors.

- No mechanical AC units are required to be mounted on grade outside.

- No irrigation cabinets are located outdoors.

- No exterior communication or signal cabinets are anticipated on the project. Refer to detail

8/S5.01 for housekeeping pads within buildings.

Q: We unfortunately missed the scheduled site visit. Would it be possible to arrange another opportunity to visit the site before bids are due for this project?

A: GSA does not intend to revisit the site for the purpose of escorting potential contractors during this solicitation. However, it is possible to see the site from public roadways/sidewalks without a government escort. If anyone decides to visit the site, DO NOT enter onto the surrounding private property. The adjacent site is owned by the Packaging Corporation of America (PCA), who has not granted access.

Q: This drawing shows 8 different buildings or structures to be removed as part of this project. Are there any existing drawings available for these? Are there any EA reports available? Are we to consider any hazards as a change in conditions?

A: CAD files of the existing port are included as attachments to this amendment. There is also a report titled "Asbestos and Lead-Based Paint Inspection" dated 4/21/2020 that is included as an attachment to this amendment. No existing hazards were found at the existing port at the time of that inspection.

Q: Per the GC Statement of Work - IV.D, the GC must implement the security regulations as stated in 01 59 30 - Security Regulations. Section 01 59 30 - 1.2.B states: "After award of the Contract, all Contractor employees requiring access to classified areas shall be required to furnish information for security clearances and comply with security regulations as imposed by the occupying agency and defined in this section." Please provide location of classified areas so trade partners working in those areas can include

HSPD-12 investigation requirements.

A: All new building interior spaces will be considered classified areas after the new facility has been turned over for occupancy.

Q: For those who need to obtain the PIV card, please provide responses to the following items: (1) What is the process for applying for the card?(2) Will finger printing or background checks be required as part of the card process? (3) Where are the locations to submit the application? (4) Will a temporary badging station be set up at the jobsite or CBP station to process badges? (5) Are there any costs to obtain the PIV card?

A: (1) Shortly after award, the contractor will identify a primary and secondary POC for security clearance processing. GSA will provide training to those two people to ensure they understand the process. All people on the project for more than 15 days will need to go through the clearance process, but not all people will need to have a PIV. (2) Whether a person is getting a PIV, or not, all persons working on the project for more than 15 days will need to have a SAC or Tier 1 clearance and will need to be fingerprinted. (3) The application gets processed via e-mail through the contractor POCs. (4) No, but there are numerous credentialing stations throughout the state/country that are able to provide the PIVs. (5) There are no costs to the contractor for the clearance process or the PIV cards.

Q: Section 01 32 33 - 1.6.G states "Drone photography is not required." Section 01 32 33 -

1.6.D.1 states "in addition, take a series of birds-eye areal photograph monthly from a drone, at an elevation to clearly show the full project site and nearby adjacent conditions."

Please confirm drone photography is required and please update item 1.6.G.

A: Requirements for drone photography will be fulfilled by the CMa (Jacobs). This will be clarified in the 95% CD submission.
