About this file
This document is an Asbestos and Lead-Based Paint Inspection report for the International Falls Land Port of Entry (LPOE) located at 2 Second St. in International Falls, Minnesota. Conducted by Carnow Conibear & Associates on March 11, 2020, the inspection was commissioned by the General Services Administration (GSA) to assess potential asbestos-containing materials (ACM) and lead-based paint (LBP) in the border crossing facility.
The inspection covered a two-story border station comprising approximately 20,000 square feet, including an open lobby, offices, and an attached vehicle garage. Laboratory analysis of samples from various building materials (including carpet mastic, drop ceiling tiles, under sink coating, wall coverings, and floor tiles) revealed no asbestos-containing materials or lead-based paint. This was primarily due to the building's construction date of 1992, which is post the typical periods of ACM and LBP use. The report includes recommendations for continued monitoring and additional sampling during future renovation or demolition activities, with detailed appendices containing sample location diagrams, certifications, and laboratory reports.

Executive Summary
Carnow, Conibear & Assoc., Ltd (Carnow Conibear) completed a supplemental visual and limited testing of suspect asbestos-containing materials (ACM) and lead-based paint(LBP) at the International Falls LPOE (MN0300ZZ) located at 2 Second St, International Falls, Minnesota.
Carnow Conibear met with GSA Property Management team (Mr. Phil Ramos GSA, Ms. Julie Peterson GSA) for the initial kick-off meeting prior to conducting the inspection/visual inspection walk through.
Carnow Conibear representative Mr. Dylan Gerhart, Asbestos Building Inspector (license number 100-19784) and Lead Risk Assessor (license number 100-1937) performed the limited inspection and sampling of suspect asbestos-containing materials and lead-based paint on March 11, 2020.
Reference Appendix A - Asbestos-Containing Materials and Lead-Based Paint Abatement Costs, Appendix B - General Photo Log, and Appendix C – Lab Reports, and Chain of Custodies for additional information. The historic reports can be found in Appendix D. The Periodic Surveillance Form is located in Appendix E. This form identifies the ACM in the building, locations, quantity, and condition of the material as observed by Carnow Conibear during the 2020 inspection. The sample locations and material locations can be found in Appendix G.

General Building Information
Site: International Falls LPOE (MN0300ZZ) 2 Second St, International Falls, Minnesota
Facility Project Manager: Ms. Julie Peterson
Type of Facility: Border Crossing Facility – a two-story structure that consists of an open lobby area, several offices, and an attached vehicle garage. The facility comprises approximately 20,000 total square feet. The floors are covered with floor tile, or carpet on concrete. Painted surfaces are located throughout the building.
Asbestos-Containing Materials Summary
According to the analysis of samples collected during the 2020 inspection, no Asbestos- Containing Material(ACM) was identified.
Lead-Based Paint Summary
According to the analysis of age of the building (post 1978 construction) during the 2020 inspection no Lead-Based Paint (LBP) was identified.
2 Second St., International Falls, Minnesota
Asbestos-Containing Materials Survey Asbestos-Containing Materials Survey Results
The asbestos-containing materials survey consisted of three phases. The first phase of the survey included a review of available site plans. The second phase of the survey consisted of a walkthrough inspection of each renovation area to identify homogeneous materials (materials which are uniform in composition throughout) and to assess material conditions. The final phase consisted of collecting representative bulk samples from the suspected asbestos-containing materials.
Carnow Conibear collected samples from the suspected asbestos-containing materials. All bulk samples were collected based on methods described in USEPA guidelines. The samples were collected and stored in sample bags with a unique sample identification number prior to delivery to STAT Analysis Corporation (STAT) for analysis. A chain of custody (COC) form was signed and dated by the inspector, the delivering representative, and the laboratory representative who received the samples.
STAT’s laboratory is accredited for bulk asbestos fiber analysis by the National Voluntary Laboratory Accreditation Program (NVLAP) through the National Institute of Standards and Technology (NIST). STAT utilized dispersion staining and polarized light microscopy (PLM) techniques for analyzing the samples consistent with National Institute for Occupational Safety and Health (NIOSH) methods. PLM is the EPA’s recognized method for determining bulk asbestos content.
Table 1 summarizes the results of the asbestos survey and includes material descriptions, locations, and laboratory results. Table 2 summarizes the confirmed and presumed ACMs. See Appendix B for photographic documentation and Appendix C for the bulk sample laboratory report and chain of custody documentation.

Asbestos-Containing Materials Survey Conclusion
Based on suspect materials sampled in the building by Carnow Conibear no asbestos-containing materials were identified.
Asbestos-Containing Materials Recommendations
Subcontractors and employees working within the building should be made aware of the locations of the ACM and possibility of concealed ACMs that could be found during renovation/demolition activities.
Any materials uncovered during future renovation or demolition activities that were not addressed in this inspection report, or any presumed asbestos-containing materials, must be sampled by an accredited asbestos inspector prior to any disturbance, or they must be treated as ACM.
Carnow Conibear recommends the GSA continue to engage qualified firms to sample for asbestos, continue monitor the condition of the ACM, and conduct a pre-alteration assessment for areas specific renovations and demolitions.

Lead-Based Paint Survey Lead-Based Paint Survey Results
The lead-based paint survey consisted of visually inspecting the painted survey areas to determine representative paint histories and to collect samples. Due to the age of the building (1992), no lead paint samples were collected for analysis.
Table 3 summarizes the results of the lead-based paint survey and includes paint color, condition.
substrate, component, locations, and laboratory results. Table 4 summarizes the confirmed and presumed LBPs. See Appendix B for photographic documentation and Appendix C for the bulk sample laboratory report and chain of custody documentation.
