About this file
This document is an Amendment 01 to Request for Proposals (RFP) 47PF0024R0076 for General Construction Services for the International Falls Land Port of Entry Project in Minnesota. The amendment incorporates two Request for Information (RFI) responses and extends the proposal due date to 8/27/2025 at 4:00pm Central Time. Key RFI clarifications include confirmation that while a Project Labor Agreement (PLA) is not required with the initial proposal, offerors must confirm they will provide one post-award, and a revised SF 1442 form with the acceptance period has been uploaded to SAM.gov.
The federal contract opportunity involves constructing a new land port of entry with an estimated total construction cost between $193-203 million, funded under the Infrastructure Investment and Jobs Act. The project will transform the existing border facility in International Falls, improving trade, vehicle and pedestrian processing efficiency, and accommodating agencies like Customs and Border Protection, USDA, and FDA. The contract will use a Design-Bid-Build delivery method, with the General Construction Award anticipated to commence in Winter 2026 and a performance period of approximately 1,103 calendar days. A pre-proposal conference and site visit is scheduled for 7/22/2025, with a virtual attendance option now available.

Q: The RFP Solicitation document states that a PLA is required for this project, please confirm. The industry day in May had indicated the project was applying for a PLA waiver. If the PLA is required we would kindly request a two week bid date extension to August 27th to allow proper time to get a PLA negotiated with the local building trades.
A: The GSA project team was unable to get a project specific waiver for this solicitation, however, a completed PLA is not required with the proposal. Offerors must confirm in their proposal they will provide one. A completed/negotiated PLA will only be required from the awarded contractor, post award award, but prior to GSA issuing on-site Notice to Proceed. As noted above GSA will extend the due date to allow additional time for proposal preparation. Proposals are now due no later than 4:00pm central
Q: On page 1, under the section titled Additional Solicitation Requirements, item 13.d. of the SF 1442 is missing the acceptance period. Please provide the number of calendar days.
A: A revised SF 1442 with the acceptance period was uploaded to SAM.gov, titled
“47PF0024R0076 7 16 2025”.
