About this file
Amendment 0003 to RFP 47PF0024R0076 addresses several Request for Information (RFI) responses and clarifications for the International Falls Land Port of Entry General Construction project in Minnesota. Key updates include guidance on pricing options, with instructions to provide proposals for "additive" options that may or may not be selected at award. The amendment clarifies that for pricing purposes, the less expensive scope should be included as the base bid, and the Supplemental 1442 Pricing Sheet has been updated accordingly.
The amendment provides responses to several contractor questions, including: (1) allowing GSA Form 527 to be submitted as a password-protected PDF, (2) confirming that the GC will receive free access to the Kahua project management information system, and (3) clarifying that all contract options will be exercised within 90 days of contract award. The RFI also addresses specific details about contaminated material removal, past performance questionnaire submission, and small business subcontracting goals. The proposal due date remains 8/27/2025 at 4:00pm Central Time, with RFIs due by 8/12/2025. The project is funded under the Infrastructure Investment and Jobs Act, with an estimated construction cost between $193-203 million.

Amendment 03 - RFP 47PF0024R0076 - GC Services for the
International Falls Land Port of Entry Project, International Falls, MN
This Amendment hereby incorporates the RFIs below, as well as provides clarifications and additional guidance for pricing Options.
For the purpose of pricing options, refer to the definition of the options as listed on the

The intent is for the less expensive scope to be included as the base bid. Provide proposals for “additive” options which may or may not be selected at the time of award. The discrepancy on the drawings will be corrected/revised on the updated Construction Documents.
As a result of responses below, the Supplemental 1442 Pricing Sheet has been updated, and is titled “47PF0024R0076 I Falls GC Supplemental 1442 Pricing Sheet 7 29 2025”. RFIs are due no later than 8/12/2025. The due date for proposals remains 8/27/2025, no later than 4:00pm Central
Time.
Please see the submitted RFIs as of 7/28/2025, with corresponding responses:

Q: Please confirm it is acceptable to include the Past Performance Questionnaire (PPQ) completed by the client in our proposal submission. While it is acceptable for the client to send the completed PPQ directly to the Contracting Officer, it is not required. Additionally, we respectfully request that PPQ's not be included in the overall page count, as each questionnaire typically spans multiple pages.
A: Confirmed - the Past Performance Questionnaires may be included in the proposal submission
OR sent via email to the Contracting Officer directly. Ultimately, it’s the Offeror’s responsibility to ensure that the Past Performance Questionnaires are completed and received by the proposal due date. Past Performance Questionnaires are not required to be in the Technical Proposal package - it may be included in the Price Proposal section so that the page count does impact the technical proposal page count limit.
Q: RFP Section IV.K. Small Business Subcontracting Plan (page 20 of 42), requires offerors to submit a Small Business Subcontracting Plan in accordance with FAR 52.219-9. This
RFP section references the GSA’s FY25 small business goals, which apply to overall prime contracting activity. The related RFP Word file titled “MODEL INDIVIDUAL
SUBCONTRACTING PLAN INSTRUCTIONAL REMINDERS” (file name: Individual
Model_Subk_Plan - May 2025 - 508 Compliant) references the agency’s subcontracting goals, here - https://www.gsa.gov/small-business/small-business-goals-and-performance.
To ensure a compliant subcontracting plan, could the government please clarify whether there are defined subcontracting goals for this specific project beyond the agency-wide referenced FY goals. Please clarify the small business goals for this project, expressed as percentages of the subcontracted effort to small businesses (i.e., SB, SDB, WOSB, SDVOSB, HUBZone).
A: GSA tracks two separate set of goals. One is for our agency as a whole, which is represented by the Prime Contracting column. These numbers represent the agency’s overall contract award goals. The second column, Subcontracting, are the goals for individual contracts which require a
Small Business Subcontracting Plan. Please utilize the Subcontracting goal percentages for the purpose of your small business goals.
