About this file

This is Amendment 05 to RFP 47PF0024R0076 for General Contractor Services for the International Falls Land Port of Entry Project in International Falls, Minnesota. The amendment incorporates Request for Information (RFI) responses received as of August 4, 2025, with RFIs due no later than August 12, 2025, and the proposal submission deadline remaining August 27, 2025 at 4:00 PM Central Time.

Key clarifications include: one EQ-3 Autoclave is required in Ag Disposal M130 while the EQ-4 Steam Sterilizer is not needed; AED locations will be provided in the 95% construction document submission with quantities of 4 AED-1 units (recessed cabinet) and 1 AED-2 unit (surface mount cabinet); Douglas Fir-Larch is required for glulam beams as SPF 24F doesn't meet strength requirements; for CLT panels, exposed surfaces must be Douglas Fir while other species may be used in non-exposed laminations; precast architectural concrete treads and risers (CONC-1) are required with Wausau precast as the basis of design; foundation depths will be revised to minimum 7'-0" to meet frost protection requirements per the geotechnical report; furniture listed in drawings A8.M1A through A8.S2C is Contractor Furnished Contractor Installed (CFCI), not Government Furnished Government Installed; and a leachate line, PCA truck storage, existing OHP lines, and elevated chip line conveyor will be relocated outside project property lines by others, with the leachate line relocation expected by spring 2027. The project requires one flagpole with three flags attached.

Amendment 05 - RFP 47PF0024R0076 - GC Services for the International

Falls Land Port of Entry Project, International Falls, MN

This amendment hereby incorporates the RFI received as of 8/4/2025. RFIs are due no later than

8/12/2025. The due date for proposals remains 8/27/2025, no later than 4:00pm Central Time.

Q: Spec section 11 53 60 - 2.2 Equipment list calls out EQ-3 Autoclave, Manufacturer

Microbiology International, Model Systec V-150 and EQ-4 Steam Sterilizer. Neither of these are shown on the plans or schedule, please confirm that they are required for this project.

If they are included, please provide quantity and location.

A: One (1) EQ-3 Autoclave is required in Ag Disposal M130, EQ-4 Steam Sterilizer is not required. Specifications will be updated, and tag will be added in enlarged plan A7.04 for 95%

Submission to be issued later as an addendum.

Q: Spec section 10 44 13. 12.A.2 - Spec references AED-1, however none are shown on the drawings. Please provide locations of AED-1.

A: AED locations will be indicated in the 95% CD Submission to be issued later as an addendum.

Quantity as follows:

● AED-1 (with recessed cabinet)

○ quantity: 4

● AED-2 (with surface mount cabinet)

○ quantity 1

Q: Spec section 06 18 00.2.3.G calls out the desired wood species for the glulam to be

Douglas Fir-Larch. Please confirm that SPF (24F) would also be an acceptable product.

A: SPF 24F doesn’t meet strength requirements for the beam’s modulus of elasticity so it cannot be used.

Q: Spec section 06 17 19.2.4.B calls out the desired wood species for the CLT to be

Douglas Fir. Please confirm that SPF (E1) would also be an acceptable product for floor and roof structures.

A: Exposed surfaces are required to be Douglas Fir to meet design intent, as outlined in CROSS-

LAMINATED TIMBER (CLT) PANELS on S0.01. Per S0.01, "OTHER SPECIES MAY BE

INCORPORATED INTO NON-EXPOSED LAMINATIONS WITH MINIMUM PANEL SECTION

PROPERTIES INDICATED." See drawings for panel section properties.

Q: Sheet A0.02 identifies CONC-1 as precast architectural concrete treads and risers, while spec section 03 45 00 describes CONC-1 as crash protection units. Please confirm the correct application and provide specifications for the precast treads and risers, including basis of design.

A: Provide precast architectural concrete treads and risers as indicated in the drawings.

Specifications for this scope will be included as part of the 95% CD documents to be issued later as an addendum. Basis of design: Wausau precast concrete tread/riser.

Q: Detail 6/A4.18 calls out a CONC-1 cladding panel at the High-Low booths, but CONC-1 is identified as precast treads and risers, and no precast cladding or fascia panels are listed in the specs or material legend. Please clarify the intended material and provide applicable specifications.

A: The cladding as indicated should be MET PNL EXT-1; there will be no precast concrete cladding needed for this project.

Q: Detail 1/A4.24 indicates a CONC-1 precast overlay over the entire raised portion of the

High-Low booth, despite the floor finish being standard sealed concrete. Given the finish, this overlay may be redundant. Please confirm whether the CONC-1 is required in this location and clarify its extents at all stair landings.

A: The CONC-1 precast overlay should only be provided at the exterior. Provide sealed concrete at the interior portion of the booths.

Q: Detail 2/C9.02 shows a foundation depth of 5'-6" minimum. However, the geotechnical report recommends a minimum depth of 6'-0" for perimeter foundations adjacent to heated areas and 7'-0" for exterior foundations not bordering heated spaces, due to frost penetration in International Falls, MN. Please confirm whether all foundation types across the project should be revised to reflect these frost protection requirements and if the drawings will be updated accordingly.

A: Details 2/C9.02 and 1/C9.02 will be revised to indicate a minimum 7’-0” foundation depth to be consistent with the frost protection recommendations provided in the geotechnical report. This change will be included in the 95% CD documents to be issued later as an addendum.

Q: There are references made to details on sheet A5.93. This sheet appears to be missing from the documents. Please provide.

A: Sheet will be provided for 95% CD Submission to be issued later as an addendum.

Q: Spec section 07 40 00 references related documents and spec section 07 42 43 Metal

Composite Material Wall Panels. Please provide this specification section.

A: No composite material wall panels are included in the scope. Reference will be removed.

Q: Please confirm that the furniture listed in the furniture schedules and drawings A8.M1A through A8.S2C are to be GFGI.

A: No, furniture noted in the A8 series to be provided and installed in the base bid project as

Contractor Furnished Contractor Installed (CFCI).

Q: REC-3 in the Soil Management Plan identifies a leachate line running through the site.

Please confirm this line will be relocated by others and the date by which this line will be relocated.

A: For the purpose of submitting a proposal, assume that the line will be relocated outside of the project property lines by others and that the relocation will occur by the spring of 2027.

Q: In the proposed phasing strategy issued in Amendment 0002 please confirm the dates by which the following items will be relocated by others and the contractor will have access to those areas;

1. PCA truck and trailer storage

2. Existing OHP lines

3. Elevated Chip line Conveyor

If the new locations for any of the above items are on the existing site, please provide that information also.

A: The phasing and schedules provided were based on the project team's understanding of the issues and are provided as information only. The project team will defer to the GC to provide the actual sequence and timing of work.

The future location for each of these; the chip line, the truck parking and the OHP lines have not been finalized yet by all the stakeholders at this time, but all of the items listed are expected to be relocated outside of the project property lines.

Q: Drawing L1.20SB shows one (1) flagpole on the site. Spec section 10 75 16 - 2.6.A calls for three (3) flags. Will these flags be flown on one pole or separate poles for each? Please confirm only (1) flag pole will be required and all (3) flags will be attached.

A: Provide one flag pole with three flags attached.
