About this file

This document is a federal contract opportunity announcement from the General Services Administration (GSA) for Construction Manager as Constructor (CMc) services for the International Falls Land Port of Entry project in International Falls, Minnesota. The scope of work includes design phase services and an option for construction phase services. The CMc will be competitively selected using source selection procedures, with technical factors being significantly more important than price. The project involves constructing a new state-of-the-art land port of entry facility to improve safety, security, and efficiency for vehicular and pedestrian traffic. The estimated total construction cost range is $175-195 million. The design phase is anticipated to start in October 2024, and the construction phase option may be awarded in February 2026 with a performance period of approximately 1,085 calendar days. GSA is also seeking suppliers and manufacturers of low embodied carbon asphalt, concrete, glass, and steel materials to support the project. Offerors must submit proposals by June 5, 2024, and an award is anticipated in October 2024.

IRA Data Input and Review Workflow

Project team emails IRASustainabilitySubmittals@gsa.gov to create a project-specific copy of the Input Form Template (Google Sheet only). Please CC anyone who will need access to the project sheet. The CO support team will send you the link to your project sheet.

Project team fills out necessary fields and uses Data Dictionary and SOP Guide for guidance.

Project sheets should contain Project and Work Item (WI) data to the best of the Project Team’s knowledge.

Project team emails IRASustainabilitySubmittals@gsa.gov once the project sheet is completed, linking the file from step 1 along with any relevant Environmental Product Declarations (EPDs) for Low Embodied Carbon (LEC) submissions. This step marks the submission of initial data to the IRA CO Support Team and relevant GSA Project Manager (PM) for approval.

Within 3 business days of notice from IRA CO Support Team, PMs review submissions thoroughly for errors, with assistance from IRA CO Support Team, and approve or deny the submissions.

Live views of approved submissions are stored in a Live View folder to begin the project data collection. IRA CO Support Team adds the links to each submission to tab “List of Input Forms” of the IRA Project Tracker.

Link to this file is sent back to the PM and project team. We now have a live view of the project in our database to be updated by the Project team as it progresses through its milestones.

Central Office team now has the capability to access and filter data, enabling them to assess the current sustainability outcomes of each project.

Once approved, IRA CO Support Team moves a copy of the initial submittal to an Approved Archive folder to retain the original project submittal sheet for records purposes and updates IRA Form Submission Log with review status details.

Approve Deny

If rejected, IRA CO Support Team moves submission into a Denied Archive folder, emails project team comments for project team to revise IRA Form submission, and updates IRA Form Submission Log with review status details. Project team will return to step 2 and resubmit for another review.

Project team updates live view of project data, continuously, to reflect each milestone.

Once each business day, IRA CO Support Team conducts an initial review of the submissions to ensure that all required fields are completed and EPD aligns with LEC information, moves IRA Form submissions and attachments to PM review folder, and updates IRA Form Submission Log with review status details.

IRA CO Support Team emails summary of submissions’ issues and notice to initiate PM review to PM.

LEC Instructions Purpose of the Project Submittal/Reporting Form:

This workbook is used to track sustainability impacts of Inflation Reduction Act (IRA)-funded low embodied carbon (LEC) materials, emerging and sustainable technologies (E&ST), and high performance green building (HPGB) work items in GSA-owned buildings.

All data is captured at the work-item level (as reported in IRIS), and should be identified by a Kahua project ID, building ID, accounting string ID (ASID), and Work Item (WI) number. Data should be updated when each line-item reaches the milestone, as defined in Kahua, that matches the submittals listed in the tables below. Milestones are specific to the project type (Energy Savings Performance Contract (ESPC) or non-ESPC.

If your team has information to share at a Kahua milestone that does not align with the defined submittals, you may select an alternative milestone from the dropdown list. If a work item is cancelled or deferred, please select that as a milestone.

Please inform our team if you need a specific milestone added to the dropdown options.
