About this file
This document is a final concept narrative for the International Falls Land Port of Entry project. The General Services Administration (GSA) is seeking a Construction Manager as Constructor (CMc) to provide design phase and construction phase services for this $175-195 million project to build a new land port of entry facility on the northern border in Minnesota. The CMc services will include activities such as constructability reviews, cost estimating, work phasing, scheduling, and general construction services. The CMc will work in alignment with the project team, including the Architect/Engineer, Construction Manager as Agent, and artist. The design will conform to federal building standards and aim for LEED Gold certification. The project is funded under the Bipartisan Infrastructure Law and Inflation Reduction Act. A pre-proposal conference and site visit will be held on May 14, 2024, and proposals are due by June 5, 2024. An award is anticipated in October 2024. The scope also includes a request for expressions of interest from suppliers and manufacturers of low embodied carbon materials such as asphalt, concrete, glass, and steel.
