Amendment 02 - Requests for Information
RFP No. 47PF0021R0019 for the Milwaukee Federal Building and US Courthouse Fire Life
Safety Project
1. Does the forthcoming AECOM/Jensen-Hughes design incorporate smoke control and atrium exhaust elements of the fire alarm and will there be any additional HVAC system designs (i.e. sheet metal work and air handlers) for active smoke control systems?
A: There will be no additional HVAC system design, and the existing smoke exhaust fans are existing to remain. The design will incorporate new beam detectors located in the atrium to activate the smoke control system.
2. Is it anticipated that the forthcoming design eliminates smoke detectors on each level of the original 1890’s building around corridors open to the atrium and that beam smoke detection be used instead for atrium smoke control and detection?
A: This is correct.
3. Will the forthcoming design also include an acoustically designed audio notification appliance network for this large, acoustically challenging and historically significant space? How shall the CMc be prepared to carry this unknown cost at this point for the solicitation response with respect to a
GMP?
A: Side wall speakers shall be provided around the perimeter of the atrium space.
4. Are there any child care occupancies on site?
A: There are no child care occupancies on-site.
5. Will fiber optic cable be acceptable to be considered as an alternate or betterment in a GMP proposal for the Style X network SLC wiring for the fire alarm control panels?
A: No, class X circuits are required by Section 7.6.8 of PBS-P100. Class X (in fiber) would be acceptable as well.
6. Are power conditioners required on every fire alarm 120 volt power connection, or is it just the main control panel and subordinate network transponder/data gathering panels?
A: Main control panels and network transponder /data gathering panels per section 7.6(9) of PBS-P100.
7. In the asbestos report on page 14 it indicates that the asbestos report should not be used to facilitate renovation, demolition or removal of ACM or LBP. It also states no carpet was pulled or checked above ceiling. Will a new asbestos report be provided that can be used for this fire alarm renovation project? Specifically for abatement and demolition coordination?
A: The ACM and LBP Survey Summary Report from December 2005 conducted by CCA fulfilled the requirements of the Program Development Study (PDS.) As such, the contractor is correct in that the
2005 report stated that not all carpet was pulled or above every ceiling tile checked. In addition, there is a TRC 2019 report that incorporates information from the CCA 2005 report. Additionally, the
Environmental Consultant will provide a project specific pre-alteration assessment report. Once available, all three of these documents may be used for bidding purposes.
8. In the design narrative 2.3.6 Art work protection plan… clarify which art work needs to be protected where and how many pieces.
A: All art work affected in the scope area shall be protected. There is artwork located in corridors and courtrooms, as well as many office spaces.
9. Construction hours of operation will take place from 6pm to 2am is this correct? If additional time is required for a shift, Can the hours be extended beyond an 8 hour shift?
A: There are some spaces, such as the U.S. Attorney’s Office and U.S. Marshal Service, which require escort and therefore requiring work to be performed during normal business hours. If additional time is required for a shift, the hours may be extended to when normal business hours begin, and as meets federal regulations for labor laws.
10. Will GSA provide a person specifically to review onsite work prior to any coring, drilling, demolition so as to not create any delay of work as indicated in the Historic preservation section
2.7.2. This includes review of potential pre-marked areas. Please clarify.
A: The locations in question are not extensive and will primarily consist of the highly decorative entry lobbies, a couple corridor locations, and a couple courtrooms. The exact locations requiring this level of oversight will be known once the design is further developed. It is our belief that these can be scheduled (e.g. marking out all areas for a single review) so that there are no delays.
11. In the design narrative 3.4 Historic Preservation indicates that a fire alarm device needs to be selected to be in harmony with the architectural element of the historic building. Is there a cut sheet or specific model to reference for areas in the Historic space of the building?
A: This was a general recommendation that came from a GSA document for providing fire protection to historic buildings. The intent is probably less concerned with a specific model or device than its location and relationship to the surrounding architectural ornament.
12. In the design narrative On page 29 of 278 there is a list of Historic finish restoration contractors.
Are there any other contractors that we need to beware of? Please provide list of names.
A: To clarify, the list of decorative finish contractors was not intended to be exclusive; other decorative finish contractors who meet the requirements will also be considered. No other specific contractors are listed for the other work, however if they are working within historic Zone 1 spaces they should meet the minimum experience requirements listed.
13. Is there a place onsite for contractors to store construction material? If not are containers allowed? Is there a preferred designation to store the container?
A: There are limited spaces in the basement level for storage of tools and supplies, which are not secured beyond the fact that they are inside the building. There is a lay down area on the Northeast corner of the building between the sidewalk and building. There is room for 1-2 construction containers or job trailer. Any damage to the landscaping will have to be restored.
14. Please clarify that any existing condition that requires repair is not in this scope of work other than specific for the fire alarm work.
A: The repair should be focused on the fire alarm and specific sections of the fire suppression systems.
15. Will furniture coordination be handled by GSA? This is if required to make room in specific areas to do work.
A: Furniture coordination will be by the Contractor. There are no larger scale tenant moves anticipated as part of this project.
16. Will existing attic stock be provided to replace any potential material due to age or accidental damage? Specifically existing ceiling tile and existing carpet tile.
A: There are limited amounts of attic stock available for ceiling and carpet tiles.
17. Is the existing deck steel or concrete? Please clarify.
A: Historic North section of building is steel frame with arched clay tile, except there is metal deck with concrete at Judge Stadtmueller’s floor that was infilled from a former two-story courtroom. South section of building is steel frame with what looks like a low-profile concrete waffle slab for the lower floors, and then composite decking with concrete for the added top two floors.
