About this file
This document is an amendment to a solicitation for construction manager as constructor services for the Milwaukee Federal Building and US Courthouse Fire Life Safety Project. The amendment provides responses to seven questions from potential offerors to clarify the scope of asbestos and lead-based paint abatement work required, treatment of existing conduit and walls, pricing requirements, and options for sprinkler system installation. It confirms that a pre-alteration assessment report will be provided by January 22nd or the following week to further inform hazardous materials abatement needs. Offerors must acknowledge receipt of this amendment by signing and submitting it with their proposals. The General Services Administration Public Buildings Service Region 5 is the contracting agency.

Amendment 03 - Requests for Information
RFP No. 47PF0021R0019 for the Milwaukee Federal Building and US Courthouse Fire Life
Safety Project
1. Should line 1 have a dollar sign and amount in the column for the pricing sheet? Should we provide a price for Pre-Construction Services during design phase services noted on the price sheet for line item 1?
In the Narrative on page 33, 3.5, it indicates the abatement work is to be completed during the Program
Development Study; Should abatement cost be in line item 1 or in line item 4 on the price sheet? Please clarify.
A: Yes, line 1 should have a dollar sign and a price for Pre-Construction Services. Abatement work will not occur prior to construction, therefore no abatement in line 1, only in line 4 and as needed for the
Sprinkler Options.
2. Can conduit remain behind walls, marked as abandoned and capped? As well as abandoned in place in concealed spaces like in the ceiling grid system and Historical walls and ceiling?
A: Conduit that meets specifications should be reused to the largest extent possible. In some Historic areas conduit may be left in place, capped and marked where removing it would damage historic materials or finishes. In all other cases it should be removed.
3. Amendment 02 response to question 7 notes “The ACM and LBP Survey Summary Report from
December 2005 conducted by CCA fulfilled the requirements of the Program Development Study (PDS.)
As such, the contractor is correct in that the 2005 report stated that not all carpet was pulled or above every ceiling tile checked. In addition, there is a TRC 2019 report that incorporates information from the
CCA 2005 report. Additionally, the Environmental Consultant will provide a project specific pre-alteration assessment report. Once available, all three of these documents may be used for bidding purposes.” Please confirm that all three referenced documents were provided with Amendment 01, or let us know if additional information is forthcoming to further clarify the extent of ACM and LBP work for bidding purposes.
A: As stated previously, the pre-alteration assessment report is due by the 22nd or early the week of the 25th. It may or may not be available in time for proposals, which is why the summary was provided along with the 2005 CCA report. The TRC 2019 Report referenced is included with this Addendum.
4. Review of the “ACM & LBP Summary Findings” dated January 5, 2021 notes the “Full report will be available from AECOM in approximately two weeks.” Please confirm whether or not the full report will be issued for review and part of an upcoming Amendment, and if additional time will be provided to take information contained therein into account as part of pricing submitted.
A: As stated previously, the pre-alteration assessment report is due by the 22nd or early the week of the 25th. It may or may not be available in time for proposals, which is why the summary was provided along with the 2005 CCA report. As noted in the Summary provided, there were no big surprises encountered in preliminary results from the 2005 report.
5. Information regarding Option Pricing on the Pricing Sheet differs from what is identified in
Specification Section 012400 3.1 Schedule of Options. Please confirm intent.
A: The Pricing Sheet is more accurate. The Schedule of Options included the 6th Floor, which was discovered to no longer need any sprinkler work. This option was removed and the remaining renumbered. There may also have been some renumbering to flow from Sub-basement up in a logical order rather than jumping around.
6. Specification Section 012300 3.1 J requests Option Pricing to add sprinklers to unprotected spaces -elevator lobbies on the 6th Floor, yet that option does not appear to be identified on the Pricing
Sheet. Please confirm intent.
A: The Full Building Survey conducted for the Concept Design identified that no sprinkler work is needed on the 6th Floor, therefore that option was removed.
7. Please confirm that the price sheet is the most current and it is to be used for bidding. Note that the price sheet does not have a 6th floor sprinkler line item as it is indicated on page 5 of the design narrative.
A: See numbers 5 and 6 above.
