This document provides minutes from a pre-proposal conference for a construction manager as constructor (CMc) solicitation regarding fire life safety renovations at the Milwaukee Federal Building and US Courthouse. Key details include that the General Services Administration is seeking proposals due by January 22, 2021 to provide CMc services. Proposers should submit separate technical and price proposals not exceeding 40 pages. Evaluation criteria focus on experience, management approach, key personnel qualifications and past performance. The construction period is scheduled for 721 calendar days with liquidated damages of $1,227.19 per day for delays. Non-price factors are significantly more important than price. GSA Solicitation No. 47PF0021R0019
Time/Date: 2:00pm EST, Wednesday, January 6, 2021
Location: meet.google.com/iee-opkx-nwj (US) +1 601-565-2010 PIN: 574 508 207#
The purpose of this Pre-Proposal Conference is to discuss the Request for Proposals (RFP), issued on December 7, 2020, for Construction Manager as Constructor (CMc) Services for the Milwaukee Federal Building and US Courthouse FLS Project.
The goal of this Conference is to answer any questions regarding the RFP, provide an understanding of the contract structure, as well as a brief overview of the proposal submission requirements and evaluation criteria, provide guidance from the Department of
Labor, Office of Federal Contracts Compliance Programs (OFCCP) and present the scope of work for the Milwaukee Federal Building and US Courthouse FLS Project.
A copy of the meeting minutes will be posted on the beta.sam.gov website. The notes are not intended to reiterate everything discussed in the meeting, but identify those points that may affect an offerors’ understanding of the solicitation.
Please be aware that no oral statement made by the Government Representatives during the conference will have the effect of amending the solicitation. In the event that discussions during the conference indicate a need to change the solicitation, an amendment to the RFP will be issued in writing. All amendments must be acknowledged by the time/date proposals are due.
