ACM and LBP Survey Summary Report December 2005 Federal Courthouse Building
1.0 INTRODUCTION
On behalf of the General Service Administration (GSA), Carnow, Conibear & Assoc., Ltd. (CCA) conducted a survey of suspect asbestos containing materials (ACM) and lead-based paint (LBP) at the Federal Courthouse Building located at 517 East Wisconsin Avenue, Milwaukee, Wisconsin on July 20, 2005. This project was conducted in accordance with CCA’s proposal to the GSA dated June 24, 2005.
The asbestos containing material portion of the project included conducting an AHERA-type building inspection for ACM and prepare an asbestos management plan to fulfill asbestos requirements as specified in 29 CFR Part 1910.1001 (OSHA Asbestos Standard) and the requirements of the Program Development Study (PDS) task for the GSA Prospectus Work.
Mr. Stephen C. Diblik, Mr. Derek Lantry and Mr. Marcos Iwankiw, EPA certified Asbestos Building Inspectors (IDPH license # 100-5171, 100-8733 and 100-3175 respectively), performed the inspection and collected the bulk samples of the friable and non-friable suspect ACM. The inspection team and GSA field manager, Mr. Phil Ramos, were escorted through the facility by the GSA Building Manager. The ACM survey included an inspection of the facility to determine the amount, condition, and general location of suspect ACM, and the collection of bulk samples for laboratory analysis. The bulk samples were analyzed by polarized light microscopy (PLM) by STAT Analysis Corporation, located in Chicago, Illinois. CCA inspectors reviewed existing documents, drawings, and historical reports, when available, and incorporated all data and assumptions into this report.
As part of the LBP survey, CCA’s field team utilized a previous LBP survey conducted by Midewest Engineering Services Inc. The previous LBP survey was limited to readily accessible surfaces of painted interior building components. The LBP survey activities included visual observations of interior painted surfaces and substrates of fixed building components and analysis of the painted surfaces. The analysis of painted surfaces was conducted utilizing an RMD model LPA-1 X-ray fluorescence spectrum analyzer (XRF).
It should be noted that the previous LBP survey was not intended to be comprehensive in nature: rather an attempt to evaluate lead content within the predominant paint types within the building.
2.0 BUILDING DESCRIPTION
The Federal Courthouse Building located at 517 East Wisconsin Avenue, Milwaukee, Wisconsin is a seven (7) story building with an attic, bell tower and two basements. The building was originally constructed between 1892 and 1899 as a post office, and has had major renovations in 1987, 1992, and 1999. The interior walls and ceilings of the building are mainly covered with plaster, drywall, and suspended ceiling tiles. The floors are concrete, hard wood, floor tile, terrazzo, or sheet flooring. Painted surfaces are located through-out the building, with ages of the paint ranging from original construction to less than one year old.
3.0 ASBESTOS SURVEY PROTOCOL
3.1 Asbestos Survey
The ACM survey included an inspection of suspect friable and non-friable asbestos materials through-out the facility. Friable materials (such as thermal system pipe insulation (TSI)) are those which, when dry, can be crumbled, pulverized or reduced to powder by hand pressure, thereby releasing airborne fibers. Non-friable materials, such as floor tile, are those typically bound within a matrix, which do not readily release airborne fibers.
CCA inspectors met with building representatives, reviewed drawings and historical data, and assigned Homogeneous Sampling Areas (HSA’s) based on the type of material, category, and appearance. The inventory of suspect materials identified during the walk-through includes a description of the material, location, condition, accessibility, and friability can be found in Table 1 - Asbestos Inventory and Analytical Summary.
Suspect ACM identified and sampled by CCA as part of this survey included:
Hard Elbows on Fiberglass Pipe Insulation Spray-on Fireproofing Duct Insulation 2’ x 4’ Fissured with Random Dots Ceiling Tile 9” x 9” White Floor Tile 9” x 9” White Floor Tile Mastic 2’ x 4’ Smooth Ceiling Tile 12” x 12” White with Beige Floor Tile 12” x 12” White with Beige Floor Tile Mastic 9” x 9” Etruscan Floor Tile 9” x 9” Etruscan Floor Tile Mastic 9” x 9” Beige with Tan Floor Tile 9” x 9” Beige with Tan Floor Tile Mastic 2’ x 2’ Small Specks Ceiling Tile 12” x 12” White with Black Specks Floor Tile 12” x 12” White with Black Specks Floor Tile Mastic Mag Duct Insulation 2’ x 2’ Medium Fissured Ceiling Tile 1’ x 1’ Medium Fissured Ceiling Tile 12” x 12” Dark Brown Speckled Floor Tile 12” x 12” Dark Brown Speckled Floor Tile Mastic 2’ x 4’ Small Specks Ceiling Tile 2’ x 2’ Textured Ceiling Tile 2’ x 2’ Large Fissured Ceiling Tile 12” x 12” Beige with Blue Specs Floor Tile 12” x 12” Beige with Blue Specs Floor Tile Mastic

Grey Speckled Floor Tile Mastic Hard Plaster Black Canvas Wrap Brown Ceiling Tile Mastic Acoustical Ceiling Plaster 1’ x 1’ Large Random Peghole Ceiling Tile 1’ x 1’ Symmetrical Peghole Ceiling Tile
Additional materials were identified during the survey, however these materials were not sampled and should be assumed to contain asbestos. The assumed materials were assessed as part of this survey and have been included in the report inventory.
The ACM survey only included identification of suspect ACM and did not included materials that are considered non-suspect in nature (eg. fiberglass, concrete, wood, terrazzo, etc.)
CCA inspectors walked through the building, inventoried suspect materials and quantities, took photographs, and wrote a narrative description of each suspect material.
CCA inspectors reviewed existing documents, drawings, and historical reports, when available, and incorporated as much data from the survey to create a building specific sampling plan. CCA then collected the required number of samples and photographed each HSA. Photographs are located in Appendix C.
CCA collected a total of one-hundred and eleven (111) bulk samples from various accessible materials during the survey. See Table 1 for a detailed description of the materials and analytical data. CCA exercised care in selecting the locations from which the samples were collected. Each sample was immediately placed in a zip lock sample bag to reduce the possibility of fiber release and cross-contamination during sampling and shipment. Each collected sample was documented on a chain of custody sheet and relinquished to the asbestos laboratory by the inspector.
3.2 Asbestos Analysis
Bulk samples collected during the survey were submitted for analysis to STAT Analysis Corporation, of Chicago, Illinois. STAT is an American Industrial Hygiene Association (AIHA) accredited laboratory that successfully participates in the National Institute of Standards & Technology (NIST) National Voluntary Laboratory Accreditation Program (NVLAP) for asbestos bulk sample analysis.
CCA collected a minimum of three bulk samples from each HSA. Bulk samples were analyzed by polarized light microscopy (PLM) with dispersion staining and quantified in accordance with the Method for determination of Asbestos in Bulk Building Materials (USEPA Method 600/R-93/116).
3.3 Asbestos Survey Results
This section presents a summary of the analytical results of samples collected during the asbestos survey. Refer to Table 1 for further descriptions and additional information for the suspect materials identified during the survey. Facility maps which show the locations of materials can be found in Attachment A. The analytical laboratory report prepared by STAT for the analysis of bulk asbestos samples can be found in attachment B.
If a building material is determined to contain greater than or equal to 1% asbestos, it is considered to be ACM. If one sample in a HSA is determined to be positive for asbestos, the entire HSA is considered to be an ACM.
Asbestos was identified in quantities greater than or equal to 1% in the following materials:
• Duct Insulation
• 9” x 9” White Floor Tile
• 9” x 9” White Floor Tile Mastic
• 9” x 9” Etruscan Floor Tile
• 9” x 9” Etruscan Floor Tile Mastic
• 9” x 9” Beige with Tan Floor Tile
• 9” x 9” Beige with Tan Floor Tile Mastic
The following materials were not sampled at the time of the survey and are assumed to be
ACM:
• Aircell Pipe Insulation
• Paperwrap Pipe Insulation
• Mag Block Insulation
• Sink Undercoating
• 2’ x 2’ Peghole Ceiling Tile
• Courtyard Roof
• Skylight Roof
• 1’ x 1’ Textured Ceiling Tile
• Brown Linoleum
• Roof Material (P1011)
• Roof Material (P1001)
• Roof Material – Main South Building
• Roof Material (P1006)
• Roof Material (P1007)
• Roof Material (P1004)
• Fire Doors
• Elevator Doors
The condition of the ACM observed at the time of the survey is listed in Table 1. Any materials encountered during the survey that could not be accessed or that would have required destructive sampling were not sampled. These materials include, but are not limited to, roofing materials, pipe insulation, materials enclosed within fire doors and elevator doors, sink undercoating, linoleum flooring, a 2’x2’peghole ceiling tile located in mechanical rooms inaccessible due to ceiling height, and a 1’x1’ textured ceiling tile located in an occupied restricted area.
4.0 LEAD-BASED PAINT SURVEY PROTOCOL
4.1 Lead Paint Survey
The lead based paint (LBP) survey included an inspection of the predominant types of paint within the building. CCA inspectors reviewed drawings and historical data, and utilized a lead paint inspection report conducted by Midwest Engineering Services Inc.
(MES) on April 7, 2005, per the direction of the GSA field manager. See Attachment D for specific LBP survey protocol and the complete MES lead inspection report.
4.2 Lead Paint Analysis
The Environmental Protection Agency (EPA) defines LBP as any paint, varnish, shellac or other coating that contains lead in concentrations that are equal to or in excess of one milligram per square centimeter (1.0 mg/cm2), 0.5% by weight or 5,000 parts per million (ppm). The Occupational Safety and Health Administration (OSHA) recognizes LBP as paint that contains any detectable amount of lead. Under OSHA, paints containing lead in concentrations less than the trigger level are subject to regulation under OSHA Lead in Construction; Interim Final Rule (29 CFR 1926.62).
Although the use of lead paint was banned in 1978 by the Consumer Product Safety Commission (CPSC), consumer paints still contain up to 0.06% lead by weight or 600 ppm. Lead based paints are still commonly used in many applications.
4.3 Lead Paint Survey Results
Based upon results of the lead-based paint testing, LBP was identified on the following:
• Plaster Walls
• Plaster Ceilings
• Concrete Column
• Concrete Ceiling
See Table 3 – Lead Paint Inventory and Analytical Summary, for LBP descriptions, sample identification numbers and locations, and paint conditions. The analytical laboratory report for the analysis of paint chips can be found in Attachment B.
5.0 CONCLUSIONS AND RECOMENDATIONS
CCA recommends the following:
• Prior to Prospetus Design and & Construction work, additional building investigations should be conducted in order to ascertain quantities and to verify that conditions have not changed since the most recent inspection.
• GSA should notify employees, tenants, contractors, and vendors working in the building of the presence, quantity, and location of identified or assumed ACM and
LBP.
• All friable ACM, damaged non-friable ACM, and all non-friable ACM which may become friable during renovation or demolition, should be removed from the affected areas of the building prior to these activities.
• Areas of the building not inspected during this investigation (inaccessible areas, pipe chases, etc…) should be inspected and sampled for asbestos prior to any renovation, demolition, or disturbance of potential ACM.
• The owner should develop and/or maintain an Operations and Maintenance (O&M) Plan for ACM remaining in the facility.
• Loose, peeling, blistering and deteriorated LBP should be removed prior to demolition or renovation per Prospectus Design & Construction and applicable federal, state and local renovations. The work should be performed by certified lead abatement personnel working for a licensed lead abatement contractor.
The EPA’s NESHAP (40 CFR Part 61) requires building owners to inspect of ACM in areas of a building where renovation or demolition will take place. Prior to renovation or demolition of a building, all regulated friable ACM must be removed from the affected area. In addition, non-friable materials, which are in a damaged condition or are likely to become friable during the process of renovation or demolition also, require removal. Non-friable materials, which are in good condition at the time of inspection and most likely will not become friable during demolition may under certain circumstances, remain in place prior to demolition.
Under current federal regulations, lead-based paint that is intact does not need to be removed prior to demolition, however, the contractor performing the demolition is required to comply with the OSHA Lead in Construction Standard (29 CFR 1926.62).
Demolition or salvage of structures where lead or materials containing lead are present is on section of OSHA Regulation (1926.62 (a)(1)). OSHA requires employers to conduct personal air monitoring during construction work where painted surfaces that contain detectable amounts of lead are impacted. OSHA defines construction work as work for the purposes of construction, alteration and/or repair (including repainting and decorating). The purpose of the exposure monitoring is to ensure that employees are not exposed to lead at concentrations that exceed the permissible exposure level (PEL) of fifty micrograms of lead per cubic meter of air (50 mg/m3) or the action level (AL) of thirty micrograms of lead per cubic meter of air (30 mg/m3) over an 8-hour period. Should the exposure exceed the AL or PEL over an 8-hour time period, the employer will be required to provide the employee with some or all of the following: appropriate respiratory protection, personal protective clothing, change areas, hand washing facilities, biological monitoring (blood sampling and analysis), and the proper training.
6.0 STUDY LIMITATIONS
This report and all field data, notes, and laboratory test data were gathered and/or prepared by CCA in accordance with the agreed-upon scope of work and generally accepted engineering and scientific practices in effect at the time of CCA’s investigation of the building.
The statements, conclusions, and opinions contained in this report are only intended to give approximations of the environmental conditions of the site limited to the particular environmental issues actually targeted by CCA’s investigation as agreed upon by the GSA and CCA. This survey was conducted to fulfill the requirements of the Program Development Study (PDS) for the Prospectus Report and is not recommended to be used a guide to facilitate renovation, demolition, or removal of ACM or LBP. CCA inspection team did not pull up all carpet or check above every ceiling tile throughout the building. The inspection team did not conduct any destructive sampling, nor sample materials that appeared to have historical value. CCA’s inspection team assumed that certain portions of tenant build-out spaces were uniform with the remainder of the space in many areas. There were many areas not made accessible to CCA inspectors due to security issues or access limitations.
This report and supporting field data, notes, and laboratory test data, where applicable, where prepared or collected by CCA for its client, to be utilized by GSA in the Program Development Study (PDS) for the Prospectus Report. CCA’s client may release the information to third parties, who may use and rely upon the information at their discretion.
