1. 2.11.19 2/26/2019 The sole source documents call for the Jeron790 nurse call system as an extension of the existing and connected to the server. The project specifications are for the Jeron 680, which is older. Which system is to be supplied?

Provide the Jeron 790 system.

2. 2.11.19 2/26/2019 If the 790 is provided, is the VA providing the fiber to connect to IRM room on 3rd floor or is that to be part of project?

There are 3 open pairs of fiber available for use in Electrical Closet B0221EC. These are located in the basement of 111, A wing north.

3. 2.11.19 2/26/2019 Additionally, is the fiber from the patch panel on 3rd floor to the nurse call rack also being provided by VA or the project?

Contractor will provide the fiber to connect Jeron system to the VA fiber. Both are located in the 3rd floor data center.

4. 2.7.19 2/26/2019 Regarding Past Performance Questionnaires, the questionnaire is four pages. If we submit three past projects, this totals 12 pages. The total page count is 20 pages for Volume 1. To accommodate the past performance questionnaires, would the VA consider increasing the total page limit to 30 pages or consider not counting the questionnaires toward the total page count?

The Volume I page limits have been increased from 20 to 25 pages.

5. 2.12.19 2/26/2019 Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exemption certificate?

15. 2.12.19 2/26/2019 Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin.

No, a price escalation will not be considered.

28. 2.15.19 2/26/2019 Detail 2/GI103 shows how to build a 1-hr fire rated construction wall and this detail is called out as Infection Control Plan Note “1” on Sheets GI103 thru GI106. However, no locations are indicated on the plans for plan note “1”. Where is the wall type indicated in detail 2/GI103 used?

1-hr temporary construction walls are not required as long as the sprinklers stay functional through construction by turning the sprinkler heads up per NFPA Section 8.6.2. Ignore the keynote pointing to the trees. This is an error. The Trees are not to be disturbed. There is a sanitary line running diagonally through the middle of the site and keynote #13 is appropriately pointing to this line.

62. 2.15.19 2/26/2019 Page CD101 note 11 says to relocate AC units both temporary and permanent but doesn’t indicate how far they are moving, where are they to be relocated?

Temporary location is TBD by contractor and coordinated with the VA as noted. The permanent location of these units will be atop the existing facility as shown on Sheet MH121 (Units EX-

ACCH-L1,L2)

63. 2.15.19 2/26/2019 Page CU101 does not show any water shut offs in the mains, are there shut off valves to isolate the section being moved? Can the water be shut off in this area during the relocation?

The VA should be able to help determine where the nearest valves are located. It is up to the contractor and the VA to coordinate outages as required for the project as noted in the phasing plan CC002.

64. 2.15.19 2/26/2019 Page AS101 note 2 indicates ADA paddles, should these be touchless hand waves opposed to push plates due to the compromised immune system of the patients in this area?

Paddles should be touchless hand wave plates.

65. 2.15.19 2/26/2019 Page AS121 note 1,7 refers to OSHA compliant ladder and metal catwalk, would the VA be open to a fiberglass system? Also does the ladder need to have a cage and lockable access at the ground?

The catwalk must be OSHA compliant regardless of the material. The ladder requires a cage and lockable access to the ground. The VA will provide a padlock to the Contractor.

66. 2.15.19 2/26/2019 Page AS121 does not indicate guard rails at the roof edge. Should guardrails be added at the roof edge since there is equipment on the roof that needs to be serviced?

The equipment that is close enough to the roof edge to require a railing is surrounded by a screening wall. We will not require railing at the parapet.

67. 2.15.19 2/26/2019 Page ET300 note 2 says Final site-specific drawings were not received before submission. Should an allowance be included for this item? How much should be included?

Note was included to inform the contractor that the final drawings may slightly differ from the typical design and therefore an allowance shall be included in the estimate. It is up to the contractor to determine the allowance.

68. 2.15.19 2/26/2019 Will flexible conduit be allowed in areas where ridged conduit would be difficult to install? (built-in millwork i.e. Nurses station)

MC cable rated for healthcare applications is allowed for normal circuits, but not for critical or life safety.

69. 2.15.19 2/26/2019 Trane cannot meet the requirement of specification section 23 05 11, page 37, item 3.10, paragraph D. Trane will provide grease fittings that will be easily accessible but will not be extended to side of casing as they need the service tech to see the bearings as they grease them so they don’t blow out the seals.

Contractor must meet the requirements of the Basis of Design.

70. 2.15.19 2/26/2019 Trane will provide owner training as described in specification section 23 05 11, page 39, item 3.14 but Trane/Ingersoll Rand will not allow training to be videotaped due to liability concerns.

Videotaping of the training is required by the specifications.

71. 2.15.19 2/26/2019 Specification Section 23 05 41, page 1, item 1.3, item B Trane will comply with the octave sound power at the AHU but NC levels are the responsibility of the A/E design team.

Agreed.

72. 2.15.19 2/26/2019 Specification Section 23 05 41, page 1, item 1.3, item D vibration tolerance is different than that listed in specification section 23 05 12, page 4, item 2.1, paragraph M, Item 6. Please advise.

Section 23 05 41 refers to the fans.

Section 23 05 12 refers to the motors only.

73. 2.15.19 2/26/2019 Specification Section 230541 1.3 D, this vibration tolerance is different than 230512 2.1M6. Which is correct?

Section 23 05 41 refers to the fans.

Section 23 05 12 refers to the motors only.

74. 2.15.19 2/26/2019 Specification Section 233400 1.3 G: 230511 2.5 states that drive guards are not required if motor is inside AHU.

This spec seems to contradict that. What is required?

23 34 00 refers to the fan inlet and discharge.

23 05 11 refers to the fan drive assembly.

75. 2.15.19 2/26/2019 Specification Section 233400 1.3 I: Trane requests the application so they determine if spark resistant construction is needed. Please advise what is required.

This is not a LEED project.

83. 2.15.19 2/26/2019 Drawing ES401, the conduit size for the electrical feeders is larger than the NEC code requires. Could the conduit sizes be reduced to the minimum size required by code?

Larger electrical conduit sizes are to accommodate for future flexibility.

84. 2.15.19 2/26/2019 Drawing ES401, are electronic trip circuit breakers required for the existing electrical panels? For instance, will all the breakers that are added panel DH-B02-1 need to be electronic trip? Thermal magnetic circuit breakers have caused coordination issues on past projects.

Breakers added to DH-B02-1 are sourced from normal power and therefore coordination is not required.

85. 2.15.19 2/26/2019 The electrical drawings make numerous references to Siemens drawings for the Linac equipment. We cannot locate these drawings in the bid files. Could these drawings be provided?
