About this file

This document contains a past performance questionnaire for an energy savings performance contract and a pre-solicitation notice for an indefinite delivery indefinite quantity energy savings performance contract from the Department of Veterans Affairs.

The past performance questionnaire is for a contractor to provide information and for an evaluator to assess performance on a previous energy savings performance contract. It requests details on the past contract and ratings on quality, schedule, communication, management, cost, safety, subcontracting, and an overall rating. The evaluator is asked to return the completed questionnaire by December 1, 2017.

The pre-solicitation notice indicates the Department of Veterans Affairs intends to solicit energy savings performance contracts through an indefinite delivery indefinite quantity contract with multiple awardees. The solicitation number will be 36E77619R0009 and is expected to post on January 15, 2019. Only Service Disabled Veteran Owned Small Businesses on the Department of Energy's qualified list of energy service companies may submit offers for these multi-year contracts to implement energy conservation measures at no upfront cost to the agency, with contractors paid back through guaranteed annual energy cost savings.
