The purpose if the amendment is to accomplish the following and therein where applicable amends the solicitation:
1. Reference L.1, the Volumes of the Proposal related to the Denver TO (Volumes IV, V, and VI) are now due July 09, 2019 at 1 pm EDT. The due date for the IDIQ, Volumes I, II, and III remain unchanged.
2. L.1(e) is changed to read as follows:
(e) “Minimum Qualifications Any ESCO submitting a proposal in response to this solicitation must be on the DOE Qualified List of Energy Services Companies in accordance with the Energy Policy Act of 1992 and 10 CFR 436 by the closing date of the solicitation. The list can be found at the following link: https://energy.gov/eere/femp/doe-qualified-energy-service-companies . Failure to meet this minimum qualification will result in immediate rejection of a proposal as non-responsive. In addition, any proposed Joint Venture (“JV”) entity is required to meet this minimum qualification as an entity, it is not sufficient for either one or both companies which form the JV to be on the DOE Qualified List of Energy Service Companies corporately. VA will consider evaluating an offeror who can show evidence of their pending listing as an DOE Qualified ESCO on the date the proposals are due but listing must be finalized prior to VA being ready to make the initial award in order to be considered for award at the time of the first round of awards. The VA however reserves the right to place an offeror’s proposal on-hold until such time the offeror can show evidence of eligibility (ESCO listing and CVE certification) and at that time without further notice evaluate the proposal and potentially award that offeror a contract out of cycle. An offeror is not eligible to compete for any TO of which an NOO has been issued if they are not a contract holder at the time the NOO has been issued. Additionally, any offeror which is proposing a Mentor-Protégé Joint Venture shall show evidence of the JV entity gaining CVE certification in order to be eligible for award (the VA will consider a pending application for evaluation purposes so long as the SDVOSB party to the JV already has CVE certification). Lack of CVE certification (or a pending application such as discussed above) will be a basis for not being considered for award at the time the first round of awards takes place. At any point when an offeror’s application pending is rejected by DOE (ESCO) or CVE (SDVOSB) that offeror shall notify VA and their proposal shall be immediately rejected. No offeror shall receive an award under this IDIQ without both being on the list DOE Qualified List of ESCOs and being a CVE certified SDVOSB (reference 852.219-10).”
