About this file
This document contains questions and answers related to an amendment for a Department of Veterans Affairs energy savings performance contract solicitation. The solicitation will be for an indefinite delivery indefinite quantity multiple award contract to prequalified energy service companies listed on the Department of Energy Qualified List. According to the questions and answers, the agency provided samples of past boiler plant logs and some central plant mechanical and electrical as-built drawings to bidders via a file sharing site. However, it did not provide the boiler plant air quality operating permit, a written steam conservation program, or documents related to commissioning of facilities. No air handler schedules or operations documents were available either. The agency intends to post the solicitation on January 15, 2019 via the Federal Business Opportunities website and VA Vendor Portal.
