About this opportunity
The Department of Veterans Affairs (VA) intends to solicit and negotiate with Service Disabled Veteran Owned Small Businesses (SDVOSBs) for multiple-award indefinite delivery indefinite quantity (IDIQ) contracts for energy savings performance contracting (ESPC) services. The goal is to achieve energy savings and related benefits at VA facilities through energy conservation measures identified, financed, and implemented by ESCOs qualified by the Department of Energy. Proposals will be evaluated on criteria including technical approach, management/personnel, past performance, and cost/price. The solicitation is expected to be posted on January 15, 2019, with responses due through the VA Vendor Portal.
This opportunity is set aside for SDVOSBs verified through the Vets First Verification Program and on the DOE's Qualified List of Energy Service Companies. CONTINUATION PAGE Per clause B.5, the solicitation is herein being opened to solicit additional qualified firms for evaluation and possible addition to the VA ESPC IDIQ. This initial on-ramp will open on Nov 23, 2021 at 8:00 am EDT and remain open until Jan 11, 2022 12:00 pm EST. During this time we are accepting proposals, proposals will not be accepted after this closes until the next on-ramp. We anticipate one more on-ramp will be accomplished in the future following the closure of this one. The minimum qualifications, instructions, and evaluation criteria for addition to the IDIQ remain the same as originally solicited in Section L & M of the RFP, please ensure you review the amendments to ensure any updates to this are reviewed. You are required to submit Volumes 1 -3 as detailed in Section L, disregard any reference to the initial TO for Denver as that was limited to the round of initial offerors. All amendments must be acknowledged as required in Volume 3. Provide a brief description and the approximate dollar values of the proposed subcontracts. The brief description shall include an outline of how the effort required by the solicitation will be assigned for performance within the Offeror s corporate entity and among the proposed subcontractors. The information provided for the proposed major subcontractor(s) must include the entire company name, company address, CAGE Code, DUNS Number, and type of work to be performed. Since there is no TO, we can t determine the approximate dollar values of the proposed subcontracts. Recommend we be allowed to respond by providing: Our SDVOSB certification The major subcontractors we know we will engage along with the required subcontractors information (CAGE Code, DUNS Number, etc) A description of how the effort required by the solicitation will be assigned for performance within the Offeror s corporate entity and among the major subcontractors we will engage. NOTE: Acceptable proof of vaccination includes a signed record of immunization from a health care provider or pharmacy, a copy of the COVID-19 Vaccination Record Card (CDC Form MLS-319813_r, published on September 3, 2020), or a copy of medical records documenting the vaccination. If unvaccinated, contractors shall show negative COVID-19 test results dated within three calendar days prior to desired entry date. Test must be approved by the Food and Drug Administration (FDA) for emergency use or full approval. This includes tests available by a doctor s order or an FDA approved over-the-counter test that includes an affiliated telehealth service. Documentation cited in this section shall be digitally or physically maintained on each contractor employee while in a VA facility and is subject to inspection prior to entry to VA facilities and after entry for spot inspections by Contracting Officer Representatives (CORs) or other hospital personnel. Documentation will not be collected by the VA; contractors shall, at all times, adhere to and ensure compliance with federal laws designed to protect contractor employee health information and personally identifiable information. Contractor employees are subject to daily screening for COVID-19 and may be denied entry to VA facilities if they fail to pass screening protocols. As part of the screening process contractors may be asked screening questions found on the COVID-19 Screening Tool. Check regularly for updates. Contractor employees who work away from VA locations, but who will have direct contact with VA patients shall self-screen utilizing the COVID-19 Screening Tool, in advance, each day that they will have direct patient contact and in accordance with their person or persons who coordinate COVID-19 workplace safety efforts at covered contractor workplaces. Contractors shall, at all times, adhere to and ensure compliance with federal laws designed to protect contractor employee health information and personally identifiable information. Contractor must immediately notify their COR or Contracting Officer if contract performance is jeopardized due to contractor employees being denied entry into VA Facilities. For indefinite delivery contracts: Contractor agrees to comply with VHA Supplemental Contract Requirements for any task or delivery orders issued prior to this modification when performance has already commenced.

Solicitation Number: 36E77619R0009
The Department of Veterans Affairs, Program Contract Activity Central (PCAC) intends to solicit and negotiate with Service Disabled Veteran Owned Small Business (SDVOSB) concerns for the purposes of entering into a multiple-award IDIQ ESPC for the Department of Veterans Affairs. The VA will utilize the Department of Energy (DOE) Qualified List of Energy Service Companies (ESCOs). The NAICS code for this procurement is 236220 and the Small Business Administration Size Standard is $36.5 million. ESPCs are multi-year contracts authorized under 42 U.S.C. § 8287 for the purposes of achieving energy savings and benefits ancillary to that purpose.
Through ESPCs, prequalified ESCOs develop, finance, implement, and perform measurement & verification on energy conservation measures (ECMs) for federal agencies at no upfront cost to the installation or agency. The return to an ESCO is a contractually determined share of the energy cost savings generated by the ESPC project. Prior to award of a contract, the ESCO conducts a comprehensive energy audit and identifies improvements to avoid facility energy costs and energy related operation and maintenance (O&M) costs. The ESCO guarantees annual cost savings upon implementation of the ECMs and privately finances the investment. The delivery schedule is amortized to allow the federal agency customer to pay for ESCO services and debt service from annual cost savings over the term of the contract.
The VA estimates that the solicitation and related amendments will be posted on FEDBIZOPPS and the VA Vendor Portal on or around January 15, 2019. Instructions to register for the VA Vendor Portal are attached to this posting. Offerors are required to submit offers via the VA Vendor Portal.
Any responsible Service Disabled Veteran Owned Small Business who has been verified as such through the Vets First Verification Program and is on the DOE Qualified ESCO List may submit an offer upon release of the solicitation.
All Offerors must be registered in the SAM database prior to award of a contract, this can be found at www.SAM.gov. Additionally, Service Disabled Veteran Owned Small Businesses must be registered and CVE verified in the VetBiz registry at www.vetbiz.gov.
