This document provides a pre-solicitation notice for an Energy Savings Performance Contract (ESPC) Indefinite Delivery Indefinite Quantity (IDIQ) solicitation from the Department of Veterans Affairs. The VA intends to solicit and negotiate with Service Disabled Veteran Owned Small Businesses for the purposes of entering into multiple-award IDIQs for energy savings projects. Through ESPCs, prequalified energy service companies will develop, finance, implement, and verify energy conservation measures for VA installations at no upfront cost, with the energy service company's return on investment coming from a contractually determined share of energy cost savings over the term of the contract. The solicitation and related amendments are estimated to be posted on January 15, 2019 on FEDBIZOPPS and the VA Vendor Portal. Offers must be submitted via the VA Vendor Portal. Eligible offerors include Service Disabled Veteran Owned Small Businesses that are verified through the Vets First Verification Program and prequalified on the Department of Energy's Qualified List of Energy Service Companies.
