About this file

This is Solicitation Amendment 0003, issued July 13, 2026, for Solicitation Number 36C78626B0007, a construction project for Gravesite Expansion with FCA Deficiencies at Dayton National Cemetery in Dayton, Ohio. The Department of Veterans Affairs National Cemetery Administration is seeking bids for a comprehensive cemetery expansion and renovation project. The amendment publishes responses to 108 pre-bid Requests for Information (RFIs) and extends the bid due date to Wednesday, July 29, 2026, at 2:00 PM EST, with submissions directed to Richard Adu at Richard.Adu@va.gov. The project includes installation of approximately 7,495 pre-placed crypts with associated landscaping and infrastructure modifications, expansion of columbarium and memorial wall facilities with delegated design requirements, installation and expansion of irrigation systems (including booster pump stations and central control technology), removal and replacement of above-ground storage tanks (fuel and waste oil) with new diesel generators and automatic transfer switches, utility relocation and rerouting (electrical and telecommunications lines), site grading and drainage modifications, stone work and monument installations, and miscellaneous site improvements including fencing, tree work, and temporary construction controls.

Key RFI responses address critical project specifications and design clarifications: pre-cast crypts and columbarium units are subject to all applicable Federal, State, and local taxes with no tax exemption; the project is not tax-exempt per FAR 52.229-3; prevailing wages per Davis-Bacon wage determinations for Ohio (Heavy and Building classifications) will remain consistent with no escalation; the Site Safety and Health Officer (SSHO) must be a separate individual from the Superintendent and Quality Control Manager with dedicated duties only; mock-ups for columbaria and memorial walls must be independent and not in-situ using materials identical to the final construction; construction fencing must be minimum 6 feet in height; delegated design requirements apply to pre-cast columbarium niche units, structural anchorage, and memorial wall precast markers; geofabric and compacted drain rock specifications are provided for crypt installations; and contractors must verify existing utility ownership, locations, and elevations through potholing and field investigation. The solicitation is structured as a single CLIN with the cost of pre-placed crypts broken out separately, with anticipated contract award by end of August 2026 upon fund availability, followed by Notice to Proceed after submission of payment, performance bonds, and insurance documentation.

Question 14 03 48 24 LS500/Detail 1 03 48 26 LS501/Detail 5 Specification and drawing list anchorage as a delegated design requirement. It is not feasible to perform delegated design of precast columbarium units during the bidding process. Please clarify what anchorage should be assumed during the bidding period for precast columbarium units/memorial wall units to foundations and precast columbarium units/memorial wall units to caps.

Answer 14:

The columbarium is to be constructed as design plans indicate; the contractor shall determine means and methods. The Precast Columbarium Niche Units and structural anchorage is a delegated design item for the contractor. The columbarium details shown in the drawings are intended to establish the design intent, overall geometry, loading criteria, and connection concept for the precast columbarium units. The contractor’s delegated specialty engineer is responsible for completing the final structural design of the precast units and associated connections, including member sizing, reinforcement, embedment, and detailed connection design, in accordance with the requirements of specification section 03 48 24, the contract documents, and applicable codes. Typically, Precast Columbarium Niche Unit manufacturers will provide the required delegated design documents for this purpose.

Question 28

CB502/2

Drawing CB502/Detail 2 shows fabric halfway up perimeter crypt on exterior of crypt field. Please confirm that fabric is only required to be halfway up perimeter crypt on exterior of crypt field.

Answer 28:

Confirmed. Fabric is only required to be halfway up the perimeter of the crypts on the exterior of the crypt fields.

Question 29 01 43 39 3.1.D.1 Two separate mockups are listed for Columbarium. If two separate mockups are required, please provide specific requirements for both.

Answer 24:

See revised specification 04 43 39

Question 30

CG106 & CG108

The north side of PPC section 48 and the SW side of PPC section 51 have inconsistent contours with a slope identified across the field and CB501 shows a tolerance for cover of 20-21”. Utilizing this slope will likely exceed the specified tolerances at these locations. Please confirm that the slope identified shall be used during crypt placement.

Answer 30:

Plan Sheets CG106 and CG108 have been revised to provide a uniform slope across the top of the crypts. These two plan sheets are reissued with Amendment 03.

Question 31

03 48 26 1.8.A.3 / LS501/5 / S-001

Specification Section 03 48 26 Par. 1.8.A.3 and Drawing LS501/detail 5 list delegated design requirements for the Memorial Wall precast, however it is not listed as a delegated design on S-001. Please confirm.

Answer 31:

Yes, the memorial wall precast marker wall is a delegated design.

Question 32 LS501/Detail 5 / S-001 Drawing LS 501/Detail 5 shows welded connections for the top of the precast memorial wall unit, but does not include any detail for the anchoring/attachment at the bottom. Drawing S103 shows the ledge for the precast to sit on at 3” depth with the majority of the precast sitting on the base stone. Please confirm this is correct and provide anchorage/attachment details for the bottom so that all bidders are making the same assumptions.

Answer 32:

Anchoring/attachment at the bottom of the precast memorial wall to be delegated design; see revised plan sheet LS300 issued with Amendment 01.

Question 33 03 48 21 3.7.A The specification requirement in 03 48 21 3.7.A reads, “Prior to the backfill being placed between the crypts, a professional land surveyor shall survey the in-place crypts and provide written certification that they are within allowable tolerances installed.” Please confirm that the intent of this section is to be “Prior to backfill being placed over the top of the crypts, a professional land surveyor shall survey the in-place crypts and provide written certification that they are within allowable tolerances installed.”

Answer 33 Confirmed. The intent of this requirement is to ensure crypts are installed within tolerances prior to backfilling either between or over the top of the crypts. Should any shifting of crypts be observed during backfilling operations, a subsequent verification survey may be required to confirm crypts meet alignment tolerances.

Question 34 03 48 21 3.7.M 03 48 21 3.7.M paragraph states that no material can be stored within (10) yards of ground on top of installed crypts. This limit is unrealistic and the only load that would impact the pre-placed crypt would be within the backfill of the excavated limit and not native. Can the distance be reduced to (4) yards, to allow access to dump material around crypt field for backfill purposes, understanding that crypts are only 7' deep?

Answer 34 Intent of this requirement is to prevent excessive loading of crypts during excavation and backfill. This section of specification 03 48 21 also limits stockpile height to 4-ft within this boundary, which should allow for some temporary stockpiling of backfill materials around the perimeter. Reducing the protective boundary around the perimeter of installed crypts will not be permitted.

Question 35

Will precast crypts and precast columbarium units be tax exempt?

Answer 35 The project is not tax-exempt. The bid amount must include all applicable Federal, State, and local taxes. Also, refer to FAR 52.229-3, Federal, State, and Local Taxes, in the solicitation.

Question 36 Drawings Sheet numbering is out of order throughout the drawing set. Please revise and reissue.

Answer 36 Missing sheets to be provided with Amendment 01 & Amendment 03.

Question 37 In the irrigation plans it shows that the irrigation mainline to be as follows

Irrigation Mainline: PVC Solvent weld or gasket pressure pipe Sdr21 pvc class 200 ASTM D22

The existing mainline is the HDPE pipe. Should we bid using HDPE to match the existing pipe or bid using the pvc specifications on the drawing?

Answer 37 Bid the irrigation mainline piping to match existing piping and fittings; if HDPE, use SDR11 Class 200 or as existing, butt fuse-weld. Furnish proof of accreditation or manufacturer training in HDPE pipeline installation.

Question 38 Is this a taxable project

Answer 38 The project is not tax-exempt. The bid amount must include all applicable Federal, State, and local taxes. Also, refer to FAR 52.229-3, Federal, State, and Local Taxes, in the solicitation.

Question 39 Is there a specified Generator & ATS Type?

Answer 39 The generator shall be a diesel generator with an integral underbelly tank and a sound-attenuating enclosure per ES101. ATS shall be 3-pole, service-entrance-rated, NEMA 3R, with a strip heater per ES101. Refer to drawings and specs for additional details.

Question 40 On Drawings CD107 & CD110, are these AES Utility Electrical Lines?

Answer 40 Unknown conditions; it is unknown at this time if the lines are for lighting, irrigation control, or power; this will have to be determined in the field.

Question 41 On Drawings CD107 & CD110, will the Electrical & Telephone Lines need to be in PVC Conduits?

Answer 41 Drawings CD107 and CD110 only show the removal/abandonment of the existing electrical and telephone lines. Installation of the proposed re-routed lines is shown on CU-105 and CU-108. Rerouted electrical and telephone lines are to be installed in PVC conduits.

Question 42 On Drawing E501, the One Line Demo shows panels A1 & A2 being demolished, however the One Line New shows them Remaining. Please Clarify.

Question 49 Since the A&E is not local will they be planning on visiting the site frequently for inspections and coordination? Or having a representative local for this projects duration? .

Answer 49 There will be a full-time and on-site inspector for the duration of the project.

Question 50

CD112

“INSTALL ADDITIONAL PROTECTION AS NECESSARY FOR EXISTING BUILDINGS AS REQUIRED BY SHPO (TYP.)” Has this project been reviewed by SHPO and is there details for this protection?

Answer 50 SHPO has reviewed the project and concluded that "the project, as proposed, will have no adverse effect on historic properties." However, there are historic buildings within the project area. This note on Plan sheets CD112 and CD 111 has been revised to eliminate the installation of additional protection and replaced with a note to maintain a safe distance from these buildings to prevent any damage to the historical buildings.

Question 51 The document titled “Bid Specifications 810CM3033 Gravesite Expansion with FCA Deficiencies at Dayton NC” identifies sheets LS204 Memorial Wall – Elevations and CG100 Grading & Drainage Plan – Overall. However, these sheets do not appear to be included in the bid drawing package provided. Please confirm whether these sheets were intentionally omitted or provide the missing drawings.

Answer 51 LS204 & CG100 to be issued with Amendment 0003

Question 52 There appears to be a discrepancy regarding the spill containment requirements on top of the tank. The specified manufacturer, Convault, has advised that they only manufacture this option in a 5-gallon capacity. Please review and advise on the required spill containment capacity.

Answer 52 The drawings we received from Convault show a 7-gallon capacity. The VA has requested a 7-gallon capacity.

Question 53 Please confirm whether the intent is to remove and replace the existing 250-gallon waste oil tank.

Answer 53 Confirmed. The waste oil tank shall be removed and replaced. Note that plan sheet CD113 states that during construction, the existing waste oil tank shall be relocated to provide 30-day temporary waste oil storage.

Question 54 Please confirm whether the existing concrete pad beneath the ASTs is to remain in place, or if a new concrete pad is required.

Answer 54 ATS is proposed with this project and will require a new concrete pad.

Question 55 For the AST replacement, please confirm whether the existing conduit and wiring may be reused, assuming this is a one-for-one replacement.
