About this file
This is a Mockup Requirements specification section for the Dayton National Cemetery expansion project (VA Project No. 810CM3033), effective November 1, 2020.
The specification mandates that contractors construct full-scale physical mockups on-site to verify material selections, demonstrate aesthetic effects, and establish workmanship standards before proceeding with final construction. Mockups must be approved in writing by the Contracting Officer Representative (COR) prior to ordering materials and commencing work on the Columbaria, Staircases, and Plaza pavement. The contractor must provide detailed, dimensioned plans and elevations showing mockup size, materials, and location. Mockups can be constructed either in their final location or independently; if built independently, they must remain on-site during construction and be removed after final inspection and punch list completion with COR approval. The contractor must notify the COR a minimum of 14 calendar days in advance of completion dates and employ supervisory personnel and the same workers who will perform final construction. Rework may be required at no additional cost to the government to correct deficiencies and demonstrate the standard of final work.
Three specific mockups are required: (1) an independent columbarium mockup consisting of two closed 3-niche wide units (back-to-back 5-high niche walls) and a corner section with full-scale length and height including stone caps, EPDM membranes, joint sealants, flashings, anchors, weep vents, mortar, flower gravel strips, drainage, and concrete pavement; (2) an independent memorial wall mockup including cast-in-place concrete footing, masonry ledge, stone veneer, natural stone cap, wall markers, and all masonry accessories; and (3) an independent entry wall mockup including cast-in-place concrete footing, masonry ledge, stone veneer, natural stone cap, ornamental fencing, and all masonry accessories. All mockups must include materials and methods specified in relevant specification sections covering cast-in-place concrete, precast concrete units, masonry mortaring and grouting, natural stone installation, waterproofing, flashing, and joint sealants.

B. Provide shop drawings for proposed Mockup. Include sketch of proposed location, where mock-up can remain in place until work has progressed and removal is authorized by COR.
1.4 DEFINITIONS
A. Mockups (General): Full-size physical assemblies that are constructed on-site. Mockups are constructed to verify selections made under sample submittals; to demonstrate aesthetic effects and, where indicated, qualities of materials and execution; to review coordination, testing, or operation; to show interface between dissimilar materials; and to demonstrate compliance with specified installation tolerances.

1. Mockups are not provided in lieu of submittals (See Section 01 33
23, SHOP DRAWINGS, PRODUCT DATA, AND SAMPLES and individual specification sections associated with the mockup).
2. Unless otherwise indicated, all approved mockups establish the standard by which the WORK will be judged.
B. Mockups of the columbarium, staircase and retaining wall complete with all materials including but not limited to: stem walls, masonry ledges, structural wall elements, finishes, joint sealants, flashings, type of formwork, formwork details, pre-cast columbaria units, stone cap, stand-off metal lettering and numbering, mortar joints and bedding layer.
1.5 QUALITY ASSURANCE
A. Mockup Plan: Detailed, dimensioned plans and elevations showing mockup size, and items and materials that will be included in proposed mockup.
Provide for each mockup.
B. Pre-Construction Conference: Prior to the construction of the mockups, a conference shall be scheduled by the contractor for the purpose of reviewing the requirements and intent of mockups.
C. Mock-ups may be constructed in-place of the final location or independently from the Columbaria wall and plaza construction. If the wall is built in-place of the final location, the mock-up shall be approved prior to any additional construction of the columbarium wall.
If the mock-up is built independently, the mock-ups shall be removed as indicated by COR after all construction and final inspection punchlist is complete.
PART 2 - PRODUCTS (NOT USED)
PART 3 - EXECUTION
3.1 INSTALLATION
A. Before installing portions of the Work requiring mockups, build mockups for each form of construction and finish as directed.
1. Build mockups in either final (in-place) location or independently and of full scale size and profile indicated or, as directed by the
COR.
2. Notify the COR a minimum of 14 calendar days in advance of dates and times when mockups will be completed and able to be inspected.
Irrigation System Replacement, New Signage, 01 43 39 - 3
3. Employ supervisory personnel to oversee mockup construction.
Employ same workers that will be employed during the construction of Project.
4. Demonstrate the proposed range of aesthetic effects and workmanship.
5. Commence ordering of materials after mockup has been inspected and approved in writing by COR.
6. The mockup will establish the standard of quality of workmanship by which the Work will be judged. Some rework may be required to correct deficiencies and demonstrate standard of final work.
7. Commence work and finish mockups with final approval prior to beginning construction of the Columbaria, Staircases and Plaza pavement.
8. Mockup to remain up during construction and removed after final inspection / punch list preparation after approval by COR, if constructed independently.
B. Mockup Type: Construct mockup in accordance with approved shop drawings, project manual, and Contract Drawings, using exact materials and methods approved for the Project, including required accessories.
- See also drawings and individual material specification sections for
Mock-up requirements
C. Mock-up approval: The construction of several mock ups is required for
A/E and COR review and approval as part of this contract.
1. Mock-ups will be used to make final material selection, evaluate installation techniques, and evaluate compatibility of selected components. The completed mock-ups will serve as a mutual understanding of the workmanship and methods to be used on actual installation. As such, some re-work may be required at no additional cost to the government.
2. Mock-ups shall be constructed on site to allow visual inspection in conditions to the final location, whether constructed in-place or independently.
3. Mock-ups shall include architectural elements and geometry similar to the final product.
4. Mock-ups shall be constructed with full-scale size materials.
Irrigation System Replacement, New Signage, 01 43 39 - 4
