Summary of Project Specifications for CLC Residential Neighborhood

This document is a 100% construction specification and technical manual for Project 586-401, the G.V. Montgomery VAMC CLC Residential Neighborhood in Jackson, Mississippi, prepared by Apogee Consulting Group. The project encompasses new building construction and renovation of existing structures, including civil site design, landscape architecture, structural foundations and framing, architectural and interior design, fire protection systems, plumbing, HVAC, electrical systems, and technology infrastructure. The contractor must coordinate Infection Control Risk Assessment (ICRA) measures and Patient Safety Risk Determination Management (PSRDM) compliance throughout demolition and new construction activities, with scheduled work coordinated with the Contracting Officer to minimize operational disruption. The specification includes 17 deductive alternates ranging from fence/pylon modifications to eliminating major components such as the screen porch, exterior canopies, landscaping elements, and rooftop equipment, allowing the Government to adjust scope and cost based on budget availability.

Key contractor responsibilities include providing security procedures (badge requirements, guards, key control, document security), maintaining utility services and temporary facilities, establishing survey control points certified by licensed professionals, maintaining minimum temperature conditions, delivering as-built drawings and warranty management plans, conducting testing and commissioning of all systems, providing operation and maintenance manuals with factory-trained instructor support, and photographic documentation with interactive indexing. The contractor must establish a field office (minimum 720 gross square feet) within 15 days of Notice to Proceed, furnish temporary utilities and connections, and perform phased construction in two phases (New Building Construction and Existing CLC Renovation) coordinated with the Contracting Officer. Construction hours are 7:00 AM to 4:30 PM Monday through Friday, with after-hours work requiring written approval. The project specifications reference over 80 individual construction divisions and sections covering all trades, with extensive requirements for quality control, special inspections, commissioning of mechanical and electrical systems, and post-completion warranty service with defined priority response codes.
