About this file

This is a Telecommunications Design Narrative document for VA Project 549-21-700, the EHRM Infrastructure Upgrades at Dallas VA Medical Center in Texas. The project scope encompasses telecommunications infrastructure upgrades across 38 buildings to support the new Electronic Health Record Modernization (EHRM) system. Key telecommunications work includes upgrading facility fiber-optic cabling with redundant fiber-optic ring topology throughout the campus, providing secondary fiber-optic cabling from internet service provider points-of-presence to support dual ISP connectivity, and designing or remodeling IT closets (Telecommunications Rooms and Enclosures) adhering to EHRM guidelines with separate dedicated spaces for OIT equipment. Additional scope includes upgrading facility HVAC and electrical distribution systems for TR and TE locations, conducting physical security assessments with upgrades, and performing hazardous material assessments with abatement plans.

The design standards require 24-strand OS1 single-mode fiber optic cabling for intra-building backbone connectivity and 24-strand OS2 indoor/outdoor rated single-mode fiber optic cabling for inter-building backbone between critical and essential buildings. All fiber terminations must use fusion splices, splice cassettes, or LC/MPO connectors. Telecommunications rooms must be equipped with fire-rated plywood backboards, three floor-mounted channel racks with overhead wire mesh cable tray, new telecommunications ground bars, angled high-density 48-port Category-6A patch panels, cable runway systems with seismically-rated components, and cable waterfalls. Work area outlets require 4-11/16" square backboxes with single-gang to six-port faceplates using Category-6A cabling at standard density of two cables per outlet. The project must comply with applicable building codes, NFPA standards, NEC grounding requirements, and VA OIT Infrastructure Standards. Work must be phased to minimize disruptions to active healthcare services, with existing telecommunications rooms remaining operational for non-OIT equipment during construction and all new systems requiring testing and acceptance before old systems are taken offline.

D. Telecommunications Systems Phasing

i. This project involves working in and re-configuring mostly occupied and active

TRs. In addition, because it is a hospital, most circuits are considered critical and cannot be interrupted at random. Therefore, this work will require careful coordination with both the departments being affected and the hospital IT department. Because of the critical nature of these data circuits, night work will be required in some instances and extra care will need to be taken so as not to create excessive noise, dust, or debris. Flexibility is a must. Work will likely move from department to department without the ability to complete any given department in one shot. Some departments may require numerous trips in order to complete the work. Extreme care must be taken to ensure that no data circuits are disrupted. The contractor will need to be immediately responsive to restore any service interruption due to accidental disconnects/cuts. No system shall be taken offline without prior testing and
