About this file
This is a Structural Narrative document for a federal VA construction project. The document outlines structural considerations for VA Project 549-21-700, an Electronic Health Record Modernization (EHRM) Infrastructure Upgrades project at the Dallas VA Medical Center in Dallas, Texas. The project involves upgrading facility infrastructure to support the new EHRM system across multiple buildings within the VA North Texas Health Care System. The existing structures vary significantly across the 14 affected buildings, including combinations of concrete pan joists with girders and columns (Buildings 1, 6), concrete and steel composite construction (Building 2/2J), steel beam and open web bar joist systems (Buildings 60, 70, 74, 75, 77), concrete beam and girder structures (Buildings 3, 43, 72), precast construction (Buildings 80, 82), and steel bar joist systems (Building 1 Off-site).
The proposed structural work is primarily non-structural with no new buildings required for the project. The primary structural modification involves adding rooftop units (RTUs) with specifications of 311 pounds actual weight (350 pounds design weight) and a 3.34 square-foot footprint distributed across multiple building roofs. Design criteria follow VA Design Manuals PG-18-10 for Structural requirements and the 2021 International Building Code. Typical structural details have been provided for different existing framing conditions to support RTU placement, with notes on construction plans identifying specific requirements based on RTU locations and quantities. No major changes to vertical or lateral load paths are anticipated from the renovations and upgrades across all affected rooms.

Project Overview and Background
This project is to upgrade the facility infrastructure to support the new Electronic Health Record
Modernization (EHRM) system in accordance with VA OEHRM Site Infrastructure
Requirements for the Dallas VA Medical Center as part of the VA North Texas Health Care
System.
Existing Structure
The existing structures for the buildings that have new mechanical units on the roof are constructed of a combination of concrete superstructure, steel superstructure, and wood framed buildings. For each building the existing structures are as follows:
• Building 1: Concrete pan joists with concrete girders all supported by a series of concrete columns.
• Building 2/2J: The oldest portions of the structure are concrete pan joists supported by concrete beams and columns for the main floors and steel beam and joist members for the high roof/penthouse. At the interstitial floors, the structure is comprised of steel beams supported by threaded rods on the top flange. The renovated portions of the existing building have been constructed of composite steel beams with a composite slab.
• Building 3: The roof is constructed of a combination of concrete beams and columns with custom steel joists with wood rafters that span between them at the gabled portions.
• Building 6: Concrete pan joists with concrete girders all supported by a series of concrete columns.
• Building 43: Constructed of concrete beams and girders supported by concrete columns.
• Building 60: The roof consists of steel beams, open web bar joists and metal deck.
• Building 70: The roof consists of steel beams, open web bar joists and metal deck.

• Building 72: Constructed of concrete beams and girders supported by concrete columns.
• Building 74: The roof consists of steel beams, open web bar joists and metal deck.
• Building 75: The roof consists of steel beams, open web bar joists and metal deck.
• Building 77: The roof consists of a steel framed building with light gage metal joists and metal deck.
• Building 80: Is an existing parking garage constructed of precast double T’s, precast girders and columns.
• Building 82: Is an existing parking garage constructed of concrete beams and slab with concrete girders and columns.
• Building 1 Off-site: The roof consists of steel bar joists and gypcrete decking.

Proposed Structural Changes
The renovations and upgrades of all rooms are primarily non-structural and currently do not cause any major changes to the vertical or lateral load path. Currently, there are no new buildings being constructed to support the EHRM project.
Roof top units (RTU’s), are being added to the roofs. The units weigh 311 lb (use 350 lb for design) and a foot print of 3.34 sq ft with the diagram is shown below. Notes have been added on plans for the different existing framing conditions supporting the new RTU’s. Typical details have been provided for bidding purposes based on RTU locations and quantities.
