About this file
This is a Security Design Narrative for a federal contract at the Dallas VA Medical Center, part of the VA North Texas Health Care System, for EHRM Infrastructure Upgrades (Project 549-21-700). The document specifies electronic safety and security system requirements for Division 28 work across 38 buildings and three additional buildings at Herzog Campus.
The scope includes designing and implementing Physical Access Control Systems (PACS), Intrusion Detection Systems (IDS), and Security Surveillance Television Systems (SSTV) to protect Telecommunication Rooms (TRs) and Telecommunication Enclosures (TEs) throughout the facility. All TR entrances must be secured with dual authentication card readers (PIV and PIN compliant with FIPS-201 standards), electrified mortises, dual-technology motion-activated request-to-exit devices, and door/window contacts with anti-prop/forced entry alarms. All systems integrate with the existing Security Control Center located in Building 2J, basement room BA-116. IDS systems must include door/window contacts that immediately alert security of unauthorized entry attempts. SSTV cameras must be motion-activated, tied to the SCC, and record to NVR upon activation. Each TR requires a duress pushbutton connected to the SCC. Buildings 1, 2, 2J, 3, 6, 8, 43, 70, 74, and 87 are designated as critical; Buildings 60 and 72 as essential. Design standards reference IBC 2021, IEBC 2021, NFPA 70-2023, NFPA 99-2021, NFPA 101-2021, VA design manuals, and the VA Physical Security & Resiliency Design Manual (PSRDM) 2020. Demolition work includes removal of obsolete PACS, IDS, and SSTV equipment with reuse of existing cabling and raceways where feasible. Grounding and bonding must comply with NEC, VA PG-18-10, and EIA/TIA 607 standards.

o This will provide the required dual internet service providers to the campus.
• Design or remodel one hundred twenty-six IT closets throughout the facility adhering to the EHRM guidelines.
o Providing design for new compliant TR’s and TE’s dedicated for OIT equipment.
o Maintain operations in existing TR’s that will continue to function housing
FMS/BioMed equipment after the OIT equipment is housed in the new
TR’s.
• Upgrade facility HVAC and electrical distribution systems as required for TR and TE locations.
• Provide a physical security assessment and upgrades as part of the design.
• Hazardous material assessment and plan of abatement as part of the design
Buildings within scope of work are as follows:
