About this file

This is a Phasing Narrative for a federal construction project involving network infrastructure upgrades at a VA facility in Dallas, Texas (Project 549-21-700).

The project is organized into three sequential phases focused on installing fiber optic cabling with redundant A and B path ring topology across campus. Phase 1 establishes the backbone infrastructure by locating and extending a secondary Internet Service Provider (ISP) from Ann Arbor near building 9 to building 77, then extending through duct banks to building 2J Server Room. This phase includes installing fiber optic termination cabinets in the 2J Server Room and providing new fiber cabling to account for all critical and essential buildings (1, 2, 2J, 3, 8, 60, 72, 74, and 87), with fiber left reeled and ready for distribution in Phase 3. Phase 1 also completes the redundant fiber ring topology across campus through duct banks to all other buildings, with all Outside Plant (OSP) work finished by phase end. Phase 2 addresses ancillary and non-critical buildings (5, 6, 7, 8, 9, 11, 13, 44, 45, 68, 69, 71, 75, 77, 79, 80, 81, 82, and temporary buildings TT46-TT55 and Herzog buildings), working one building at a time until substantial completion, including demolition work, TR/TE construction or modification, connection to the fiber ring topology, and horizontal cabling from TRs to edge devices. Phase 3 completes fiber installation within critical and essential buildings, beginning with building 60, requiring TR construction or modification, demolition work as needed, connection to redundant fiber paths, and horizontal cabling, with strict requirements that no horizontal cabling demolition occurs until new edge devices are installed and cabled from the new TR infrastructure. The miscellaneous provisions allow schedule deviations for grouped off-hours work and require Electronic Security Systems work to be completed during TR construction.
