About this file

This document is a Basis of Design narrative for the Jesse Brown VA Medical Center's Electronic Health Record Modernization (OEHRM) Infrastructure Upgrades project (VA Project #537-21-700). The project involves designing and constructing five new exterior telecommunication towers attached to buildings 1A, 1B, 11A, 11B, and 30, as well as repurposing existing rooms in buildings 1A, 40, and 32. The scope includes installing new redundant fiber risers, refurbishing LAN closets, upgrading power systems, UPS, fire protection, card access, HVAC, and replacing/adding horizontal cabling.

The document provides a detailed phasing methodology divided into two stages: Telecommunication Room (TR) construction and overall deployment. The construction will follow strict Infection Control Risk Assessment (ICRA) protocols, with specific precautions for different patient risk groups and construction activity types. The project requires careful coordination with VA personnel to minimize disruption to hospital operations, with construction work limited to low-patient times (primarily Saturday evenings through Sunday). The design aims to implement the OEHRM Program infrastructure while ensuring the least possible interference with hospital services.

Phasing & MEP Narrative

Product Data

This page intentionally left blank

Modernization (OEHRM) Program is a large-scale, commercial Electronic Health Record (EHR) implementation.

The Scope of Work modification resulting from the Contract Mod #1, the design will include the design of 5 new exterior towers for Telecommunication Rooms, attached to building(s) 1A, 1B, 11A, 11B and 30.

Existing rooms within the building will be repurposed in building(s) 1A, 40 and 32 as well.

ii. Phasing Narrative

Work on this project is anticipated to be performed as a multiple phase under one general contract.

Work on cable and fiber replacement will require access to spaces adjacent and along the path of cable and fiber replacement. These spaces are in addition to the TRs and other related rooms.

The AE Team will provide a conceptual phasing plan but the final phasing sequence and duration will depend on the coordination between the general contractor (GC) and the VA, considering the hospital's operational needs and patient safety. The final construction phasing plan will follow the methodology described in this project or provide a new plan for the VA COR to review and approve. The GC shall provide a detailed Critical Path Method (CPM) schedule for each phase, showing the start and finish dates, milestones, and dependencies. The VA should provide the GC with the necessary feedback on all areas involved, including acceptable relocation of VA employees during construction and potential work hours for each phase and location. The GC shall also provide a written narrative for each phase, describing the scope of work, temporary systems, infection control measures and utility shutdowns. The GC shall obtain the VA's approval before proceeding to the next phase or if two phases can be done simultaneously.

The goals of this project are to design new Information Technology (IT) infrastructure and physical (i.e., facilities) infrastructure. The scope of this project includes but is not limited to the following infrastructure improvements: new redundant fiber risers, new and refurbish existing LAN closets (Power, UPS, Fire Protection, Bonding, Card Access Door Locks, Heating, Ventilation, and Air Conditioning), replace / add horizontal cabling to the devices.

EHRM Infrastructure Upgrades

VA Project # 537-21-700

Phasing methodology The phasing plan divides the new Telecommunication Rooms between exterior and interior TRs and their construction into two overall stages per building:

Stage 1. TR construction and TR MEPT: The proposed phasing plan for the new telecommunication rooms is based on construction typical sequence and Jesse Brown specific requirements.

Stage 2. Overall deployment: The proposed phasing plan for deployment of the new data cable and fiber, and related MEP, is based on an Infection Control Risk Assessment (ICRA), identifying the type of construction project activity and patient risk groups, in order to provide measures for safety, infection, dust control and construction waste management for each ICRA class area.

EXTERIOR TRs

Stage 1. TR construction The first phase (Excavation and foundations) should be done simultaneously in all exterior towers to avoid unnecessary remobilization of machinery and personnel, and to avoid as much disruption as possible to the VA patients and personnel. The rest of the stages could be done simultaneously at all towers or staggered, depending on the GC work force, VA work times and space constraints.

Phase 1. Excavation and foundations.

All exterior towers excavation, related civil work, foundations and on-ground slab should be completed first. The proposed sequence would be TR 11A, TR 11B, TR 1B, TR 30 & TR 1AA. TR 11A is key as it also houses a new electrical room needed for this project.

Phase 2. Demolition and structure.

The new TR floors are tied to the existing building slabs. New TRs slabs can be completed after the demolition of the existing brick veneer. The GC and the VA COR will need to coordinate if the veneer demolition needs to be phased per floor or as a full demolition. This phasing plan opts for a phased demolition per floor so phases 2A and 2B apply to each floor.

Phase 2A. Demolition.

Install temporary infection control barriers to isolate the entrance to the new TRs. Take measures to protect existing equipment in adjacent rooms. VA personnel in adjacent rooms will need to be temporarily or permanently relocated. Remove ceiling tiles in the area of work and store them to be reinstalled. Complete asbestos abatement where ACM is found within the area of work. Remove existing brick veneer (only in current floor level of work), windows and upper portions of the facade where necessary for MEPT. Prepare the openings to receive new windows and to patch existing brick veneer. Install weather protection while new windows and brick veneer are not installed.

Phase 2B. Structure.

Columns and upper floor beams to be installed. Upper floor slab to be installed after the demolition of the upper floor brick veneer.

Phase 3. Exterior enclosure Once the whole tower structure is finished, install CFMF and finish enclosure.

Install new windows and new TR doors and patch remaining openings to match existing brick veneer.

Phase 4. Interior work and roof work Create new access corridors where specified in architectural drawings. Complete roof work and interior work: architectural, plumbing, HVAC ducts and pipes, electrical panels and fire protection work. Racks to be installed and ready to receive new backbone and structured cabling. See technology for cabling installation phasing. See buildings overall phasing plan and MEPT narrative for general installation /distribution phasing.

Phase 5. Final work Remove temporary infection control barriers. Reinstall ceiling tiles / install new tiles and fix/paint new and any damaged surfaces. Install CCTV cameras and access card readers.

INTERIOR TRs

Stage 1. TR construction No exterior work or exterior demolition will be performed in these rooms.

Phase 1. Excavation and foundations.

Not needed for these rooms

Phase 2. Demolition and structure.

The new tr floors are planned to occupy existing tr locations (building 40) or to repourpose existing rooms for the new use (building 1a and building 30).

Phase 2a. Demolition.

Install temporary infection control barriers to isolate the entrance to the new trs. Take measures to protect existing equipment in adjacent rooms. It is not expected that va personnel in adjacent rooms will need to be temporarily or permanently relocated. Remove ceiling tiles in the area of work. Do not store them as they will not need to be reinstalled. Complete asbestos abatement where acm is found within the area of work.

Phase 2b. Structure.

Structural work will be limited to existing slabs reinformcement for new penetrations, if needed, see structural drawings for scope of work.

Phase 3. Exterior enclosure Not needed for these rooms

Phase 4. Interior work and roof work Complete roof work and interior work: architectural, plumbing, hvac ducts and pipes, electrical panels and fire protection work. Racks to be installed and ready to receive new backbone and structured cabling. See technology for cabling installation phasing. See buildings overall phasing plan and mept narrative for general installation /distribution phasing.

Phase 5. Final work Remove temporary infection control barriers. Fix/paint new and any damaged surfaces. Install cctv cameras and access card readers.

EXTERIOR & INTERIOR TRs

Stage 2. Overall deployment

The proposed phasing plan for overall deployment is based on an Infection Control Risk Assessment (ICRA), identifying the type of construction project activity and patient risk groups. See specs 01 10 20 IC Infection Control for additional information.

Specific phasing for mechanical, plumbing, fire protection, electrical and technology is covered on the Appendix II, MEPT Narrative and additional instructions can be found in MEPT drawings.
