About this file
This document is a Limited Destructive Asbestos and Lead-Based Paint Sampling Report for the Jesse Brown Veterans Administration Medical Center (JBVAMC) in Chicago, prepared by Indoor Air Quality Diagnostics, Inc. on August 26, 2022. The report details a comprehensive sampling investigation conducted from July 12-14, 2022, which involved collecting 174 samples of suspect asbestos-containing materials (ACMs) and lead-based paint (LBP) across multiple buildings and locations related to the EHRM Infrastructure Upgrades project.
Key findings include the detection of asbestos in 19 out of 174 samples analyzed, with laboratory testing performed using polarized light microscopy. Additionally, XRF analysis revealed lead in 27 of 148 surface samples, with 10 surfaces classified as lead-based paint (>1.0 mg/cm2). The sampling was performed by an IDPH Certified Asbestos Inspector and conducted in accordance with EPA and Illinois Environmental Protection Agency (IEPA) regulations, focusing on identifying materials that could potentially become friable during renovation activities. The report is part of the preparation for the EHRM Infrastructure Upgrades project at the Jesse Brown VA Medical Center, which is being managed by the Department of Veterans Affairs Technology Acquisition Center Austin.

Limited Destructive Asbestos and Lead-Based Paint Sampling
(Jesse Brown VAMC EHRM Infrastructure Upgrades)
At the request of The Reese Group (‘CLIENT’), and with Tina Reese’s authorization, Indoor Air Quality Diagnostics, Inc. (‘IAQ Diagnostics’) performed limited bulk asbestos material and lead based paint (‘LPB’) sampling associated with the proposed EHRM Infrastructure Upgrades (EHRM Project) associated with the Jesse Brown Veterans Administration Buildings (JBVAMC) located at 820 S Damen Ave in Chicago (Cook County), Wisconsin (‘SITE’). The findings from that sampling are outlined in this report.
Background
SITE is a multi-building, multi-story medical complex. Prior to the EHRM Project that impacts multiple locations throughout SITE, CLIENT contracted IAQ Diagnostics to perform a limited destructive asbestos assessment to identify and sample suspect asbestos containing materials (‘ACMs’) focusing on the areas impacted by the EHRM Project
Limited Destructive Asbestos Sampling
The sampling was conducted on July 12th thru 14th, 2022, by IDPH Certified Asbestos Inspector Bret Berglund (IDPH Inspector # 100-04519). In all, one hundred seventy-four (174) samples of suspect ACMs were collected at SITE and analyzed for the presence of asbestos. The samples for each EHRM Project room/location were generally sampled from a concealed location in the aforementioned locations as depicted in the EHRM Drawings presented as Attachment A (asbestos bulk sample numbers are shown in RED and LBP samples in BLUE. Selective photographs of sampled materials are presented as Attachment B.
The sampling for building materials containing asbestos was limited to suspect ACMS that could be impacted as part of the EHRM Project. The sampling was conducted in accordance with Environmental Protection Agency, National Emissions Standards for Hazardous Air Pollutant (NESHAPS); Asbestos NESHAP revision Final Rule I the Federal Register, Volume 55, Number 224, dated November 20, 1990.
In Illinois, the asbestos NESHAP is enforced by the Illinois Environmental Protection Agency (IEPA).
Limited Asbestos & LBP Sampling EHRM Project, JBVAMC, Chicago, IL
The IEPA NESHAP rule dictates that all friable ACMs and non-friable ACMs that would become friable during renovation projects are removed from a building prior to their disturbance. A friable ACM is defined as “any material that contains asbestos in the amount greater than (>) one (1) percent and can be crumbled to powder by hand pressure.” Category II non-friable ACM, typically linoleum and transite or “slate” panels, are generally considered to “become friable” if impacted by restoration activities and must also be removed from the building prior to the restoration.
The IEPA, Illinois Department of Public Health (IDPH), and the Environmental Protection Agency (EPA) define ACM as a material which contains greater than (>) one (1) percent asbestos by qualitative or quantitative analysis techniques. Cook County also regulate asbestos inspections and abatement activities.
Bulk samples of suspect ACMs were analyzed by IAQ Diagnostics using polarized light microscopy (‘PLM’) with dispersion staining techniques in accordance with EPA/600-R-93/116. IAQ Diagnostics is an accredited IHLAP laboratory through the American Industrial Hygiene Associations (‘AIHA’) Bulk Asbestos Proficiency Analytical Testing Program (‘BAPAT’) (Lab ID: 224579). Additional information regarding the samples is presented in TABLE 1.0. Refer to the attached laboratory chain-of-custody forms and laboratory analytical reports.
Asbestos Laboratory Results
According to the laboratory results, analysis of the bulk samples showed asbestos was detected in nineteen
(19) of the one hundred seventy-four (174) samples analyzed. One (1) of the nineteen (19) samples containing asbestos were found to be less than (<) one (1) percent asbestos by point count analysis (see
TABLE 1.0).

Limited Non-Destructive LBP Sampling
The LBP sampling was conducted on July 12th thru 14th, 2022, by Lead Risk Assessor Bret Berglund (Lead Risk Assessor #LRA-1560). Suspect LBP was tested on a limited basis by IAQ Diagnostics using a Thermo Scientific Niton XLp 300 XRF Analyzer (serial #87763). The Thermo Scientific Niton XLp 300 XRF Analyzer is a field portable x-ray fluorescence (‘XRF’) spectrum analyzer capable of identifying lead concentrations in paint which is expressed in milligrams per centimeter squared (mg/cm2). The XRF is calibrated as per manufacturer recommendations before and after use.
The WDNR and WDHS define LBP as a coating with greater than (>) 1.0 mg/cm2 lead by XRF analysis.
XRF Results
According to the XRF results of the coated surfaces evaluated, twenty-seven (27) of one hundred forty-eight (148) samples contained lead. Ten (10) of these surfaces were considered to be LBP (> 1.0 mg/cm2) (see TABLE 2.0)

Again, an ACM is defined as a material that contains greater than (>) 1% asbestos by laboratory PLM analysis. According to the IEPA and IDPH materials containing 1% asbestos or less by standard PLM must be verified by PLM point count analysis.
Materials containing less than (<) 1% asbestos may not be regulated (either the removal or waste disposal) by the IEPA or IDPH. However, at least portions of the OSHA Asbestos in Construction Standard (1926.1101) still apply when these materials are disturbed.
Samples of the following friable materials contained greater than (>) 1% asbestos (or were assumed to

Friable, Category I and Category II non-friable ACMs must be removed from the building prior to being disturbed if they are going to be impacted by the renovation project.
Lead Base Paint
Building 1A
According to the XRF results, three (3) of forty-nine (49) coated samples analyzed were considered to be Lead Based Paint (> 1.0 mg/cm2). This included ceramic wall tile (Room 1460) and wood window components in (Rooms 2449, 9449).
Building 1B
According to the XRF results, two (2) of sixteen (16) coated samples analyzed were considered to be Lead Based Paint (> 1.0 mg/cm2). This included wood window components in Rooms 2537 & 4545
Building 11A
None of the building coating sampled were found to be lead-based paint.
Building 11B
None of the building coating sampled were found to be lead-based paint.
Building 30
According to the XRF results, five (5) of seventeen (17) coated samples analyzed were considered to be Lead Based Paint (> 1.0 mg/cm2) This included painted metal stair components (risers, rails, stringer & posts) and the red painted water pipe.
Building 40
None of the building coating sampled were found to be lead-based paint.
Currently the IEPA allows the disposal of building materials bearing LBP in C & D landfills provided the LBP is intact and securely affixed to the substrate to which it was applied. Deteriorated LBP should be removed and/or stabilized (encapsulated) prior to being impacted by demolition activities. Removed paint wastes should be profiled (for potentially hazardous waste disposal requirements) and properly disposed of if they are to be impacted by demolition activities.
If building materials bearing LBP are going to be recycled or used as “clean” fill (such as the ceramic tiles) the lead coatings must be removed prior to recycling or their use as “clean” fill.
Remarks & Limitations
Please note that this sampling event was not part of an asbestos inspection (either limited or comprehensive) of SITE. No other suspected asbestos containing building materials were sampled. Building materials other than wood, glass, metal or fiberglass that were not sampled by IAQ Diagnostics should be presumed to contain asbestos.
Inspections, assessments, and testing performed by IAQ Diagnostics are often non-invasive; therefore, IAQ Diagnostics cannot be held responsible for hidden ACMs.
SITE is not a residential dwelling constructed before 1978 and does not meet the IDPH definition of a child occupied facility. The disturbance of LPB by past and planned renovation activities therefore it is not regulated by the IDPH.
Additionally, it should be noted that undamaged LBP may be present on untested building materials and that further testing of these surfaces may be necessary based on demolition techniques and potential lead exposures. In accordance with OSHA regulations, sampling results should be provided to the contractor completing activities that will disturb any paint or other coated surfaces potentially containing lead so potential lead exposure assessment can be completed. Where lead is present, it should be assumed that workers will be exposed to lead above the action level and personal protective measures should be implemented until an exposure assessment is completed in accordance with OSHA regulation 29 CFR 1926.62.
The findings documented in this report are only valid at the time of its design.
IAQ Diagnostics may have used information supplied by CLIENT, SITE staff, etc. for the design of this report; therefore, IAQ Diagnostics cannot be held responsible for any damages (indirect or consequential) as a result of that misinformation or omissions of information.
No warranty is either expressed or implied in this document.

1. THE PURPOSE OF THIS OPTION IS TO UTILIZE A COMBINATION OF INTERIOR
AND EXTERIOR TR'S TO MAXIMIZE THEIR COVERAGE WITH THE FEWEST
NUMBER OF ROOMS, AND MINIMIZE THE COST AND OVERALL IMPACT TO
EXISTING FACILITY OPERATIONS. THE NEW TR'S WILL HAVE, PER THE VA OIT
GUIDELINES FOR NEW CONSTRUCTION, A MINIMUM SIZE OF 11' x 17". IT IS
ANTICIPATED THAT THE FOLLOWING QUANTITY OF TR'S WILL BE NEEDED
PER FLOOR:
2. ONE NEW TR IN THE FOLLOWING FLOORS FOR EACH BUILDING:
a. BLDG 11A (TAYLOR): 1ST, 2ND 3RD, 4TH, 5TH, 6TH, AND 7TH FLOORS
b. BLDG 11B (OGDEN): 1ST, 2ND, 3RD, 4TH, 5TH, 6TH, AND 7TH FLOORS.
c. BLDG 30: 1ST FLOOR
d. BLDG 1B (DAMEN WEST): 1ST, 2ND 3RD, 4TH, 5TH, AND 6TH FLOORS
e. BLDG 1A (DAMEN EAST): 1ST, 2ND 3RD, 4TH, 5TH, 6TH, 7TH, 8TH, 9TH, AND 10TH FLOORS
3. IT IS ANTICIPATED THAT THE EXISTING TR'S WILL REMAIN IN THE FOLLOWING
FLOORS FOR EACH BUILDING:
a. BLDG 40: 1ST, 2ND 3RD, 4TH, 5TH, 6TH, 7TH, AND PENTHOUSE
FLOORS
4. THIS OPTION WILL REQUIRE STRUCTURAL AND ARCHITECTURAL CHANGES
TO THE EXTERIOR OF THE BUILDING. IT WILL ALSO REQUIRE INTERIOR
ARCHITECTURAL CHANGES IN ADDITION TO THE MECHANICAL, ELECTRICAL,
AND TECHNOLOGY DUE TO THE ADDITION OF NEW CORRIDORS TO GET
ACCESS TO THE NEW TRs.
