159CD102 shows to remove and replace existing fence. Considering that the existing fence is going into the same location in the same configuration, please clarify if the existing fence is to be removed, disposed of and a new fence, gate, and gate operator to be installed in the location of existing fence OR if the existing fence is to be disassembled and the same fence is to be reinstalled after the construction of new tower 11A. Please note that A424 keynotes B61 and B62 show to reuse existing fence and gate at the new tower at Building 30.If existing fence is in good condition and it can be disassembled without damage and reinstalled, that would be the preference.
160CD104 shows existing fence to be removed and replaced in a different configuration than the current fence. Please clarify if the existing fence is to be disassembled and reinstalled after the construction of new tower 30 OR if the existing fence is to be demolished and a new fence constructed per the new configuration. Please note that A424 keynotes B61 and B62 show to reuse existing fence and gate at the new tower at Building 30.If existing fence is in good condition and it can be disassembled without damage and reinstalled following the new configuration, that would be the preference. In this case, new supports/foundation will be required where the fence is installed in a new location around the new ramp.
161CD104 shows 4 concrete benches. 1 is shown as existing to remain, 2 are shown as to be stored and given to VA for future use, and 1 is shown as remove and replace. Please clarify if the existing bench that’s shown to be removed and replaced is to be removed and the same existing bench to be reinstalled in new location or if the existing bench is to be removed, disposed of, and a new similar bench to be provided in its place. If the bench is in good condition the preferred option would be to reinstall it instead of replacing it with a new one. To be coordinated with VA COR.
162CS101 and CS104 show new metal stairs designed by others. Please clarify if A/E will provide the required engineering and details or please clarify the deliverables that GC’s engineer needs to provide to satisfy this requirement (like calculations, sketches, etc.).This is a delegated design. Design intent was to use a prefabricated metal stair. BOD was Pacificstair Grating S600/L600 stair with railing 2 Line R100 from the same manufacturer. See BOD cutsheets.
1636.CS102, CS103, and CS104 show a 50’ PSRDM setback minimum with a reference to note 1. Note 1 states that where a minimum standoff is not achieved, a design equivalency must be used and refers to Blast Narrative. A Blast Narrative was not provided as part of the solicitation. Please provide Blast Narrative and provide all pertinent architectural, civil, and structural details that are required to achieve the necessary design equivalency.VA will provide Blast narrative documents
164CS102 shows to replace the existing fence. The existing fence has a sliding operable gate; however, the new plans do not show a new gate nor a new gate operator. Please confirm that the new scope is limited to the new fence only (no gate) or provide updated drawings that accurately show the desired construction, including sliding and swinging gates, sizes, and applicable footings and operators as desired.Design intent is to remove and reinstall existing fence to avoid damage during construction. The line shown in CS102 is longer than needed. Sliding gate shouldn't be affected and should remain in place.
165CS104 shows to replace the existing bench and CD104 shows 2 existing benches to be stored and given to VA for future use. Can GCs reuse one of the 2 existing benches that are shown on CD104, as to be given to the VA in lieu of replacing the existing bench with a new?Yes. If the existing bench is in good condition, keeping existing is preferred to keep uniformity.
166CS500 detail C1 shows “fence to match existing height and material”, which is shown adjacent to the new/proposed guardrail. CG101 does not show new fence and there’s a potential that a new fence may not be needed here. Please confirm to ignore a reference to the fence at TR1B ADA ramp or provide an updated Grading Plan that shows the extent and layout of the new fence. That's correct. Design intent is to remove existing fence and reinstall, unlees it gets damaged or additional modules need to be added. The new fence layout is shown in CS104 and A424 (see note C52)
167Please clarify if the Storm Water Pollution Prevention Plan and subsequent permits and inspections will be required on this project.Follow the specifications and Civil 04 section in drawings
168LS101 shows that the existing 30” tree needs to be “replaced in kind”. Considering the age and the size of this tree, this seems difficult. Can you please clarify the size of new tree (and quantity) and the species of the new tree to replace the existing 30” tree that will be demolished to construct TR11A.COR will work with primary regarding replanting species and location
169LS102 shows to replace in kind 4 trees. Please clarify the species, size, and quantity of new trees to be installed after the construction of TR30.COR will work with primary regarding replanting species and location
1701A-S101 detail 2, 11A-S102 detail 4, and 11B-S102 detail 4 show that the contractor’s engineer needs to design the anchorage of mechanical equipment to the existing structure. Please clarify if A/E will provide the required engineering and details or please clarify the deliverables that GC’s engineer needs to provide to satisfy this requirement (like calculations, sketches, etc.).Contractor to propose mechanical equipment and anchoring per manufacturer (chosen by the GC) recommendations and Structural Engineer to assist and approve.
17111B-S101 detail 2 shows “pre-engineered canopy and foundations to match existing” on the plan-right (North side) of the new TR11B tower. Considering that this is not shown on civil or architectural drawings, could you please clarify whether a new canopy will be required?A partial demolition o the existing canopy is required to allow construction of TR11B. See notes B46 adn B48 in Sheet A417. After construction of TR11B, a new section of the canopy is to be installed, connecting the remaining canopy with TR11B exit door. See Sheet A417 Notes A54 & A55 for design intent.
17211B-S101 detail 2 shows “pre-engineered canopy and foundations to match existing” on the plan-right (North side) of the new TR11B tower. If this is required, please either provide applicable plans, elevations, and details for this new structure or provide as-builts of the existing canopy.See sheet A417 for scope. The existing canopy is open to the public to check color and substructure. Check with COR/VA to provide more details, if available.
173AD201 details F1, F4, and F6 appear to show multiple areas where the existing exterior masonry walls will have to be cut to install new doors (keynote B34). Although many new openings appear to line up below existing window lintel, it appears that some areas (like 5 new openings at tower 11B) may be outside of the lintel. Unfortunately, structural details on 11B-S101 and 11B-S102 do not show any framing at existing exterior walls. Please confirm that for bidding purposes, GCs are to assume that the existing exterior wall framing is sufficient to cut in new openings or provide structural details to reinforce the existing wall before cutting in new openings.Brick and stone veneer in those areas are to be removed (grey areas keynoted with F6 and F7). The windows and their lintels are to be removed as well. AE survey is non destructive per contract so existing conditions will need to be verified in field. TR11A has a special condition in the windows to be removed and filled with new/reclaimed brick. Some shoring or additional demolition might be required in that veneer depending on existing conditions.
174CE101 – TR1B Existing Conditions Plan shows existing dock at Building 27. CD101 – TR1B Demolition Plan does not show any demolition to existing dock. However, CS101 – TR1B Civil Site Plan shows a new ADA ramp for TR1B to encroach into the existing dock. CG101 – TR1B Grading Plan shows that the edges of new ADA ramp need to match existing elevation of 17.53 and 17.48. It appears that the existing dock may need to be demolished and a new ramp constructed where the old dock used to be. Unfortunately, there are no drawings that depict this condition. Please provide updated demo and new construction plans (grading and civil) that explicitly outline the extent of work associated with demolition of existing loading dock, what is the existing loading dock made of, the construction of new ramp, what is the new ramp made of, how is the new ramp connecting to existing dock, etc.CE101 shows an exisitng temporary SPS building that will be demolished before the EHRM project starts. Existing dock is to remain. No demolition required in dock. Demo required is specified in CD101 (existing stairs, awning & existing ramp). CA101 specifies new civil construction and CG104 & CS500 provides details for ramp. (concrete over compacted subgrade). Structural detail 1/S303 shows typ site ramp and landing wall & ramp dimensions and reinforcing.
175CG101 shows a new ADA ramp from TR1B. This ramp descends from 17.75 elevation to 15.66. Considering this 2’+ drop, it sounds like there should be CIP walls and other structural elements. There’s a note on the plan referencing CS500 for details, but detail C1 on CS500 does not address any structural elements. By contrast, the ADA ramp at TR30 has plethora of structural details on 30-S101 and S303. Please provide structural plan and details for ADA ramp at TR1B.Structural sheet S303 has a typ site ramp and landing detail. It apllies to all site ramps, not only to TR30.
1761B-S101 through 11B-S102 Wall Framing Notes state that exterior metal stud framing [cold-formed steel framing (CFSF)] is deferred design by the contractor per S540. S540 further elaborates that GCs need to provide a bid that includes the design and construction of the exterior wall and soffit framing. Specifications section 05 40 00 further elaborates that the design must be done by a structural engineer with at least 5 years of experience in the design of light gauge metal and registered in the state of the project. Please confirm that it will be VA’s expectation that these requirements be followed for the construction (and design) of CFSF.NAE: Both blast design and Physical Security reports are aligned with structural specs and drawings. Deferred design should comply with requested qualifications.
