About this file
This document is a Basis of Design Narrative for Civil Engineering, specifically for the EHRM Infrastructure Upgrades-Tier 2 project at the Fargo VA Medical Center in North Dakota. Hohbach-Lewin, Inc. was contracted by Bancroft Architects and Engineers to provide civil engineering design consulting services for a new Data Center Addition on the 4th floor of the Main Hospital Building and associated exterior infrastructure modifications. The project involves installing a new transformer and above-ground fuel tank, replacing an existing retaining wall, reconfiguring loading dock access, and potentially modifying parking spaces.
The civil engineering design will be performed according to multiple VA construction standards and building codes, including VA Master Construction Specifications and the 2021 International Building Code. Key design elements include identifying demolition areas, creating a Pavement/Grading and Drainage Plan with approximately level exterior grades, developing a Utility Plan showing existing and proposed utilities, and hardpiping existing downspouts to the storm sewer system. The design is currently incomplete, with truck access and parking locations still being finalized due to pending VA input and the need for a new topographic survey.

PROJECT OVERVIEW
Hohbach-Lewin, Inc. (Hohbach-Lewin) has been contracted by Bancroft Architects and Engineers (BAE) to provide civil engineering design consulting services for the Electronic Health Record Management (EHRM) infrastructure upgrade project located at the Fargo Veterans Affairs (VA) Health Medical Center located in Fargo, North Dakota. A new Data Center Addition (DCA) will be added to the 4th floor of the Main Hospital Building. Room 4-E-10 within the existing Main Hospital Building will be renovated as necessary, the civil aspects of the project are related to the exterior power requirements at the ground level to accommodate the DCA and providing access control gates at the North and South Loading Docks.
DESIGN CRITERIA
The site civil engineering design will be performed in accordance with the following building codes, design guides, and VA criteria documents:
U.S. Department of Veterans Affairs, Master Construction Specifications PG-18-1
U.S. Department of Veterans Affairs, VHA Program Guide PG-18-3, September 2013
U.S. Department of Veterans Affairs, National CAD Standards and Detail PG-18-4
U.S. Department of Veterans Affairs, Design Manuals PG-18-10
U.S. Department of Veterans Affairs, Design Submission Requirements PG-18-15C
U.S. Department of Veterans Affairs, VA Directive 7512, August 2017
U.S. Department of Veterans Affairs, Construction Standards H-18-3
2021 IBC, International Building Code
EXISTING SITE CONDITIONS
The existing site topography in the area of the new transformer and above ground fuel tank slopes approximately 2’ down towards the loading dock and retaining wall as shown in Figure 1.
Various subgrade and above ground utilities are present and reflected with area drains, manholes, etc. At grade ground cover consists of areas of gravel and concrete slabs as walkways and concrete pads for electrical transformers and a lawn area.
CIVIL ENGINEERING DESIGN
The proposed footprint of the new transformer and the enclosure may require some of the existing utilities to be relocated/rerouted to accommodate the structure and/or foundations. The existing retaining wall located adjacent to the loading dock will be replaced adjacent to the existing building and a new retaining wall and blast enclosure will house the new above grade fuel tank and transformer (see Figure 2) and the extents will encroach into the existing loading

Properly destroy documents when no longer needed dock which will require the removal and reconfiguration of the existing parking spaces to allow for the installation of security gates and fences and for truck access. New parking spots are planned to be installed. Due to the timing of exterior layout and design, the original topographical survey didn’t include the necessary areas of the site to determine if a standard semi-truck could navigate the new gate locations. The gate locations and parking will be provided in an architectural revision after the Issue for Bid submittal.
The civil engineering design includes:
• Identification of demolition areas/existing site features to accommodate the new transformer and fuel tank enclosure foundations.
• A Pavement/Grading and Drainage Plan with a drainage design for the exterior grades surrounding the transformer and fuel tank. The proposed grades will be approximately level with the existing concrete walkways and a new retaining wall will encroach into the existing loading dock in order to fit all of the necessary exterior equipment.
The truck access and parking is still being developed since the VA hadn’t provided input in time that would allow the information to be in the submittal and a new topographic survey is required to determine truck access.
• A Utility Plan has been provided showing the existing and proposed utilities to serve the new transformer and fuel tank. The existing downspouts that currently discharge to the sidewalk will be hardpiped to the existing storm sewer system.
