1 EXECUTIVE SUMMARY
Fargo VA Health Care System | EHRM Infrastructure Upgrades - Tier 2 | Basis of Design Report - IFB Submittal | January 16, 2024
PROJECT BACKGROUND
The Fargo VA Health Care System (HCS) oversees the provision of health care to more than 34,000 Veterans living in North Dakota, 17 counties in northwest Minnesota, and one northeast South Dakota county. The Fargo VA HCS has approximately 333,000 outpatient visits annually. The Medical Center is affiliated with the University of North Dakota School of
Medicine and Health Sciences, providing training to medical students and Internal
Medicine, Psychiatry, and Surgery resident physicians. The facility is also a training facility for nursing and allied health care students.
The Medical Center is located in a quiet north Fargo neighborhood near the Red River within walking distance to a bus stop, parks, walking / bike paths, and a golf course. An on-campus outdoor healing garden provides a place for recreation and therapy for
Veterans and their families. The Medical Center is also just down the street from North
Dakota State University, the Fargodome, restaurants, hotels, and downtown Fargo.
The Fargo VA HCS is continually innovating as evidenced by their many improvement and expansion projects. In recent years, the Fargo VA HCS has opened several new and expanded departments, to include:

AREAS OF WORK
The current Tier 2 work will occur in and between the following buildings:
• Building 1-9-46 (Main Hospital Building), 3, 10, 11, 12, 13, 30, 39, 40, 51, 52, 56.
The main Tier 2 work being addressed focuses first on the new Data Center — housing the new Main Computer Room — which is to be constructed on the fourth floor of Building 1 in the area currently occupied by the library.
The second focus of the Tier 2 work was initially to be on connecting the fiber optic cabling from the new MCR to TRs in all campus buildings. As a measure of cost savings and construction expediency, BAE has recommended an interconnect fiber backbone between the existing Telephone Equipment Room BC-60 (which also currently serves as a service provider entrance room) and the new MCR.
Consequently, no new cabling to TRs being built under Tier 1 work would be required to be reworked under the Tier 2 work.
The work being addressed focuses third on the new generator, switchboard room.
transformer, generator fuel tank, and the outfitting of a UPS room — all at the basement level of Building 1.
The work being addressed focuses fourth on the remodeling of the existing Data
Center located in the main hospital basement level IT Department into common storage space.
The work being addressed focuses fifth on the installation of a fiber ‘B’ route backbone from a new entrance room in Building 40 to the new MCR and to the TRs and TEs located in buildings throughout the campus
The work of mechanical, electrical, plumbing, fire protection and security will be focused on upgrades as required to support the four items just noted.
The following page (Figure 1) is a map of the Station for reference for this report. Buildings which will be impacted by the Tier 2 scope of work are identified with the color yellow.
Net Design Area
For tracking purposes the current net square footages for the new data center (which includes the MCR) and the existing basement level data center demolition and remodel are as follows:
• New Data Center — approximately 2,153 SF
The MCR comprises approximately 1,200 SF of the above
• Basement level existing Data Center demolition and remodel — 1,280 SF
For tracking purposes the existing generator room of approximately 432 SF is being remodeled to house a new generator. An existing storage room and a portion of the morgue, together approximately 560 SF, are being remodeled to house UPS / battery components and switchboards.

EXECUTIVE SUMMARY ANALYSIS —
NEW DATA CENTER
See Figure 2 on the following page for the proposed plan for the Data Center.
The Fourth Floor library space of Building 1 — in terms of floor area easily accommodates an EHRM standard small format portfolio Main Computer Room (MCR) layout. Left over floor space to the east of the MCR easily accommodates an inert gaseous fire suppression system tank an control room, as well as, a small IT storage space.
The position of the MCR also allows for easy Route ’A’ and Route ‘B’ fiber backbone connections from the floor below.
Further, its position sits outside of the PSRDM 50 foot vehicular stand-off limits at the grade level below.
To the north of the MCR is a secured circulation corridor which allows for access from the main hospital building portion to the west and circulation to the existing mechanical room to the east, as well as width to allow for easy movement of racks, cabinets, and
CRACs into the MCR.
North of the circulation is a new electrical room specifically serving the data center.
The remaining floor area will be vacated during demolition and construction. Future use of this area will be determined by the VA under another project.
Of note, the clear height of the MCR space is proposed to be 8’-6” above finish floor.
The bottom of existing trusses supporting the roof are at approximately 9’-0” above finish floor. The bottom of the roof deck above is approximately 14’-4” above finish floor. This does not meet the minimum requirements of 12’-0” clear as required by
EHRM program guidelines as presented in the ISTS V4.0. BAE has proposed a gypsum board return plenum set at 8’-6” above finish floor. Return air would be hard ducted individually from each rack into the plenum, and then, in turn, hard ducted to each CRAC unit. Cable trays, busways, lights and fire suppression components would set below the plenum. Existing spray-applied fireproofing on the steel trusses will be removed and a 1-hour rated intumescent “paint” coating will be applies to the trusses.
See Figures 3 and 4 for a typical vertical sections through the MCR.
Of note — this proposed design was developed with DCIE input during the November
15, 2023 85% R1 review session.
EXECUTIVE SUMMARY ANALYSIS —
INTERCONNECT FIBER BACKBONE
As previously noted, the position of the MCR also allows for easy Route ’A’ and Route
‘B’ fiber backbone connections from the floor below. At the current service provider entrance room (Telephone Room BC-60) there is room for a fiber patch box to be located. The enclosed walkway between the Main Hospital Building and Building 40, which houses new service provider entrance room, has room for a new ‘B’ route cable tray in the ceiling plenum which can connect the two buildings. Routes for the new cable trays throughout the ceiling plenums of the New Main Hospital Building will need to be coordinated during construction with Tier 1 infrastructure in order to meet the
EHRM program route separation criteria.
The remaining buildings on the campus (which are non-mission critical / non-clinical) can be connected with ‘B’ route fiber via the trench conduits installed under Tier 1. The
Tier 1 trench structure allows for separate conduits through which ‘A’ Route fiber and
‘B’ route fiber to be run.

EXECUTIVE SUMMARY ANALYSIS —
GENERATOR, UPS, SWITCHBOARDS, UTILITY SERVICES
See Figure 5 and Figure 6 following for the proposed plans for the referenced components.
Subject to final approval by the VAHCS, a new generator, combined switchboard and
UPS room, electrical transformer, generator fuel tank, and radiator are to be located at the basement level of Building 1 of the Main Hospital Building near the north loading dock.
BAE proposes replacing the existing generator in Building 1 Generator Room BE-98 with a larger generator which can assume the added capacity of the MCR IT systems, the required UPS systems and the required switchboards.
To the south of Room BE-98 BAE proposes the conversion of Storage Room BE-97 and a portion of Supply Chain Management into a room for UPS components and switchboards.
On the outside grade north of Building 1 Generator Room BE-98 BAE proposes placement of a new required transformer. Also required will be the replacement of the existing underground generator fuel tank with larger tank which will hold a fuel capacity of 96 service hours for the new generator. Serving the generator will also be an exterior radiator on grade and an exhaust duct with muffler at the roof above.
As there are existing, critical steam lines serving the hospital under the grade where the transformer and fuel tank will need to be placed, BAE is proposing an above ground fuel tank..
As the grade of the proposed area slopes significantly from east to west , BAE is proposing to level the grade and construct a new structural concrete retaining wall to support new earth fill, the transformer, the fuel tank, and the transformer.
Also, as the transformer and fuel tank are serving the new MCR — which is considered mission-critical — and these infrastructure components are placed adjacent to the existing north loading dock and VA volunteer services parking a blast mitigation wall will be required to be built around these components.
Further, per PSRDM requirements, BAE is proposes the loading dock ramp and the VA
Police and volunteer parking spaces be enclosed with a wrought iron fence matching the existing fence along the west perimeter of the campus. (See Figure 7.) Access to this enclosed area will be via a vehicular gate controlled by both a two-way communication system linked to Supply Chain Management staff (for truck deliveries) and a transponder system providing limited access for VA Police and screened volunteer staff members.
Of note — per PSRDM requirements, BAE is also proposing a vehicular gate at the south loading dock controlled by a a two-way communication system linked to Supply
Chain Management staff (See Figure 8).
For clarification on BAE’s and it’s blast consultant’s design interpretation of the PSRDM requirements as applied to this project, please see the Appendix B, Blast Basis of
Design Report which is included with this submittal package.

EXECUTIVE SUMMARY ANALYSIS —
EXISTING DATA CENTER DECOMMISIONING & REMODEL
See Figures 9 and 10 on the following pages for the before and after plans for the
Computer Room BC-50, UPS BC-50A, and Telephone Room BC-60.
The existing Computer Room and UPS Room will remain in operation until all the other
Project Scope items are constructed. Once the new Main Computer Room is completely outfitted and operational, the existing Data Center will be decommissioned, emptied of all existing IT and UPS system components, the Sapphire fire suppression system removed, the raised floor removed, and the rooms gutted.
BC-50 and BC-50A will then be turned into two Storage Rooms for use as designated by the VAHCS. The rooms will be finished with sealed concrete floors, painted walls and vinyl wall base, new lights, and air conditioning via individual heat pumps. There will be no finished ceiling in these rooms.
As previously presented - BAE has recommended an interconnect fiber backbone between the existing, adjacent Telephone Equipment Room BC-60 and the new MCR at the fourth floor. To accommodate this a fiber patch box will be located in BC-60. As well, per the Scope of the Project, the ceiling will be removed and the existing CRAC units will be replaced with air conditioning via a heat pump. The telephone wiring system, the raised floor ,and the other existing service components within the room will remain.
The DEMARC wall between BC-50 and BC-60 will not be altered in any way so as to not impact the existing analog phone system DEMARC components.
For further detail on the upgrades related to the interconnect fiber backbone system, please see Chapter 7 — Telecommunications and Electronic Security Basis of Design
— later in this report.
