About this file
This document is an Asbestos Inspection Report for the Fargo VA Healthcare System Medical Center located at 2101 Elm Street in Fargo, North Dakota. The report was prepared by TEM Environmental, Inc. on January 16, 2024, and documents comprehensive asbestos and lead-based paint inspections conducted on November 2-3, 2023, and January 5, 2024, as part of the EHRM Infrastructure Upgrades - Tier 2 project (VA Contract Number: 36C26319D0044).
The inspection covered the Basement, 1st, 2nd, 3rd, and 4th floor renovation areas, with samples collected and analyzed using polarized light microscopy. The results indicate no asbestos was detected in the tested materials, including drywall, joint compound, caulk, cinderblock, fireproofing, floor tiles, and mastic. Similarly, lead-based paint testing using X-ray fluorescence analysis showed negative results across all sampled surfaces. The report recommends that prior to renovation or alteration work, additional exploratory demolition and sampling may be necessary to ensure comprehensive identification of potential asbestos-containing materials.

Dear Mr. Bertucci:
Attached, please find the results of the asbestos and lead-based paint (LBP) inspections performed at the above referenced facility. Asbestos containing building material and lead-based paint survey were conducted in the Basement, 1st, 2nd, 3rd and 4th floor renovation areas of the Fargo VA HealthCare Facility. The site inspection and sampling were performed on November 1 thru 2, 2023 and additional site survey on January 5, 2024 by TEM Environmental, Inc representative Mr. Drake Ottley is licensed by the State of North Dakota Department of Environmental Quality as a Certified Asbestos Inspector and is a Certified Lead Based Paint Inspector.
Asbestos Sampling
Bulk material samples were collected from the renovation areas in compliance with the requirements of the EPA's Asbestos NESHAPs and the North Dakota Department of Environmental Quality, North Dakota Air Pollution Control Rules, Chapter 33.1-15-13, Emission standards for hazardous air pollutants:
Regulated Asbestos-Containing Materials (RACM)/Asbestos-Containing Materials
(ACM): Includes all friable asbestos materials, Category I/Class I Nonfriable ACM that have become friable or will become friable, and Category II/Class II Nonfriable ACM that have a high probability of being crumbled, pulverized, or reduced to powder by the forces expected to act on the materials in the course of renovation or demolition.
Category I Nonfriable ACM/Class I Nonfriable ACM: Nonfriable asbestos or nonfriable asbestos-containing packing, gaskets, and resilient floor covering; and asphalt roofing products containing greater than one percent (1%) asbestos as determined using the method specified in 40 CFR Part 763, Appendix E, Subpart E, or an accepted equivalent.
Category II Nonfriable ACM/Class II Nonfriable ACM: Any material that cannot, when dry, be crumbled, pulverized, or reduced to powder by the forces expected to act upon it in the course of demolition or renovation operations, 3 | Regulation 61-86.1 excluding Category I nonfriable ACM and containing greater than one percent (1%) asbestos as determined using the methods specified in 40 CFR Part 763, Appendix E, Subpart E, or an accepted equivalent.
Asbestos-Containing Materials (ACM): Material containing asbestos of any type, either alone or mixed with other materials, in an amount greater than one percent (1%) as determined by using the method specified in 40 CFR Part 763, Appendix A, Subpart F, Section 1, as amended, or an accepted equivalent. (NOTE: “Appendix A to Subpart F” has been redesignated as, and shall hereinafter be referred to as, “Appendix E to Subpart E” - 60 FR 31917, June 19, 1995.)
Presumed Asbestos-Containing Material (PACM) means thermal system insulation and surfacing material found in buildings, vessels, and vessel sections constructed no later than 1980 that are assumed to contain greater than one percent asbestos but have not been sampled or analyzed to verify or negate the presence of asbestos. PACM may also be used in this report to identify additional suspect ACM that was not sampled but should be assumed to be ACM.
During the survey, asbestos bulk samples were collected and submitted for analysis. The bulk samples were submitted to the following laboratory:
TEM Environmental, Inc.
174 N. Brandon Drive Glendale Heights, Illinois 60139
(630) 790-0880 NVLAP Lab Code: 101130-0
Samples were analyzed by polarized light microscopy (PLM) for asbestos content using EPA 600/R-93/116 Method. The EPA method is a semi-quantitative procedure with a detection limit of one-tenth to one percent (0.10 – 1.0%) by area, dependent upon the material being analyzed. If indicated, select samples were submitted for more objective analysis following EPA 600/R-93/116 Method Point Count procedures (1,000 points). The Point Count procedure is used to increase the amount of sample viewed under PLM so that the results are statistically enhanced, resulting in a generally more accurate analysis.
Lead Based Paint Inspection
Lead-based paint sampling was performed using a SciAps X-550Pb XRF Analyzer - Serial #00885. The analyzer uses an electric current under high voltage to produce x-rays. The x-ray operates in quick mode with variable-time readings ranging from 2-6 seconds. SciAps X-550Pb XRF Analyzer has a Department of Housing and Urban Development approved Performance Characteristic Sheet document effective February 1, 2022. The analyzer reports results in milligrams of lead per square centimeter collects accurate lead paint results of either positive or negative for lead-based paint. Lead Based Paint is defined by both the Environmental Protection Agency (EPA) as any surface that contains greater than 1 mg/cm2 of surface area. A result of >0.0 mg/cm2 and <1.0 mg/cm2 does not necessarily mean that no lead is present, but that surface coating evaluated does not meet the definition of lead-based paint.

Lead-Based Paint is defined by the EPA and IDPH as paint containing ≥1.0 mg/cm2 lead as measured by X-Ray Fluorescence (XRF).
The results of the selective XRF sampling indicate no lead-based paint have been identified in the project renovation areas during the site visit.
Methodology
The samples were collected in compliance with the requirements of the United States Environmental Protection Agency (USEPA) National Emission Standard for Hazardous Air Pollutants (NESHAPS) regulation (40 CFR Part 61) and with the Occupational Safety and Health Administration (OSHA) Construction Industry Standard for Asbestos (29 CFR 1926.1101).
Because the scope of work included only accessible areas, the possibility exists that some of the asbestos containing building materials (ACBM) were omitted from the survey if it was concealed behind walls and ceilings or if there was restricted access. Only a destructive survey can reveal all potentially concealed asbestos-containing materials.
The samples were analyzed by TEM Environmental, Inc. which is accredited by the National Voluntary Laboratory Accreditation Program (NVLAP), Lab Code 101130. A copy of the laboratory report is attached. Copies of TEM’s accreditations are available upon request.
Inspection Limitations
Our investigation was performed using the degree of care and skill ordinarily exercised under similar circumstances by reputable environmental consultants practicing in this or other localities.
The information in this report is deemed reliable but there cannot be a guarantee that all hazardous or potentially hazardous conditions have been located or identified. Some of the reasons for this are:
1. This report is limited to the representative components and/or building materials selected for Demolition and should not be considered a comprehensive inspection for asbestos and lead-based paint. Additionally, conclusions regarding conditions existing prior to or after the time of testing should not be drawn from the data presented in this report.
2. Since demolition was not performed as part of the inspection work at the facilities, certain areas such as pipe chases and areas above fixed permanent ceilings, and terrazzo flooring, were not inspected or tested. Prior to renovation and alteration work which could impact these areas, TEM Environmental recommends that exploratory demolition be performed and a qualified inspector be utilized to examine the areas and collect samples as needed. TEM Environmental, Inc. recommends sampling of roofing materials (not specifically examined as part of this survey) if renovation activities are planned which may disturb these materials.
Conclusion
The Inspection was conducted utilizing the 100% design for the release of the Issued for Bid submittal. The scope of work developed further changes. TEM Environmental, Inc.
conducted an additional inspection to cover the additional scope of work that was modified for the project. All above drop ceiling work were inspected and were found to be safe for temporary displacement of ceiling tiles during the renovation.
TEM Environmental confirmed during our survey the presence of asbestos containing materials. Asbestos materials will need to be removed or demolished by a certified worker.
See Attachment A for Asbestos Laboratory Report and Sample Chain of Custody and Attachment B for Inspector Licenses and Accreditations.
Please review the attached and retain for your project record keeping. Feel free to contact me directly at 630-790-0880 should you have any questions or wish to discuss the results or inspection process in more detail.
Sincerely, TEM ENVIRONMENTAL, INC.

Samples are analyzed following the procedures contained in the USEPA Method 600/R-93/116 July 1993. This report applies only to samples analyzed. This report may not be reproduced except in full and with the approval of TEM Environmental, Inc. This report may not be used by the client to claim product endorsement by NVLAP or any agency of the US government. An estimate of the laboratory uncertainty is available upon request.
SLM: Certain samples may warrant additional analysis beyond the standard USEPA Polarized Light Microscopy method. 1) Further testing using the point count method is recommend for friable samples found to contain less than 10% asbestos by PLM to confirm that the samples are in fact regulated asbestos containing materials (RACM) as defined by the USEPA NESHAP Regulation.
2) The optical resolution of a polarized light microscope limits the size of fibers that are visible. In cases where very small fibers may be present, such as in samples of floor tiles, vermiculite or certain construction adhesives, the result of the PLM analysis is not conclusive when the sample is reported as "None Detected" or “Trace”. Further testing using transmission electron microscopy is recommended in those cases where samples may contain very small fibers which may be smaller than the resolution limit of a polarized light microscope. All such services are available for an additional fee.
