Scope of Work
Project Number: 437-21-210 Project Title: EHRM Infrastructure Upgrades – Tier 2 Description of Work:
1. Construction work shall include, but shall not be limited to providing all labor, materials, equipment, etc. necessary to complete Fargo Veterans Affairs (VA) Health Care System construction project 437-21-210, EHRM Tier 2 in accordance with the Statement of Work (SOW), the contract documents, National Fire Protection Agency (NFPA), local building codes, VA and American Society of Healthcare Engineering (ASHE) facility standards, and other applicable requirements.
2. The project shall include, but shall not be limited to: renovating the current library to become the new Main Computer Room (MCR), replacement of the building emergency generator and all of its associated components, renovation of the previous MCR site, installation of a new Uninterrupted Power Supply (UPS), Source B fiber optic pathway across all of campus, and new emergency power to Telecommunication Rooms (TR).
3. Construction barriers will be hard walled. Infection Control Risk Assessment (ICRA) is shown on the construction documents. The contractor is expected to make every reasonable effort to control dust in all areas at all times. The ICRA may be adjusted in coordination with the contractor after award if the contractor can propose alternative means and methods.
4. Contractor will be responsible for coordination of shut downing down any utilities. This may mean the contractor will attend weekly coordinating meetings with VA personnel. Shut down of critical infrastructure, such as emergency generations systems, will likely be required to be done on week day evenings or, for longer shut downs, weekend work may be required. This is a hospital and only means and methods which limit shut down times of critical systems will be considered.
5. Asbestos is known to exist within the construction limits.
6. Construction activities which impact Life Safety planning will require an Interim Life Safety Measure (ILSM) and the contractor will be solely responsible for performing these measures. This may include placing signage, notifying or educating affected tenants, fire watch, temporary fire suppression measures, modifying construction sites to ensure egress paths are maintained.
7. Period of Performance will be 546 days from receipt the Notice to Proceed (NTP).
8. Anyone requiring access to Telecommunications locations will be escorted and will be subject to availability of VA personnel. Unrestricted access will require the contractor to submit for background checks and finger printing in order to obtain Personal Identification Verification (PIV) cards.
9. As of January 1st, 2024, pandemic safety precautions are minimal at the Fargo VA Medical Center but, depending on infections rates within the local community, are subject to change. The contractor is expected to comply with all pandemic procedures at all time in order to ensure the safety of VA patients. Failure to comply may result in the contractor being escorted off the property.
10. In general, any work that will be obstructed from view will need to be inspected prior to being covered up.
11. Equipment that is difficult to ship or requires special packaging shall be inspected by the VA at the manufacturer prior to shipment. Contractor shall notify the COR as soon as they identify any such situation.
12. Conduit routing should be resolved during the pre-bid walk through.
13. Contractor shall submit to VA badging processes. This may include but not be limited to, back ground checks, finger printing, and interviews. All contractors shall be badged through a federal agency. Contractors that can not be badged will be barred from entry onto VA grounds.
14. Activities that cause excessive noise or vibration may be required to be completed after normal working hours.

Annex A - Changes to the UPS Problem The new UPS A was delivered to the Fargo VA Site on Oct. 21, 2024. It includes the Control Module, one Battery Module, and one Connection Cabinet Module. The Eaton Packing List states that it shipped to Dakota Electric (Warehouse) on Dec. 12, 2023.
The 90kW Storage batteries must be charged on a regular schedule to prevent degradation. The Battery Module lists an Install or recharge date of July 10, 2024, and a note that batteries must be in service, or recharged every 6 months after that.
The UPS system is too large to fit the Main Computer Room (existing) as was originally planned. The access is too narrow to get the cabinets past existing chillers and other equipment to the planned area.
The final Tier 2 location has not been constructed yet and is currently in use as a loading dock storage staging area for recycling. This currently is not a suitable environment for electronic equipment.
Proposed Solution There is space being used by IT in the MRI UPS room (BB-35), which is a controlled environment. The primary space use is assigned for the MRI UPS and associated CRAC unit. The remainder of the space is used by IT for temporary storage of incoming equipment awaiting placement within the hospital. The new EHRM UPS can be commissioned in this area and remain powered on with no load or maintenance schedule for the desired temporary period. (The UPS will maintain the batteries automatically).
Details Eaton said that even to just charge the batteries, a 100A 208 3-phase circuit is needed. This circuit does NOT need to be generator backed, as there is no load on the UPS. There is power available in BB-34 (a 30’ cable run).
The footprint of the three cabinets standing side by side is 44” deep x 126” wide. An additional 36” is needed in front of the cabinets for working clearance. This brings the total depth to 80”.
437-21-210
The Doorway into BB-35 is too narrow for the cabinets to fit through, so it would need to be replaced with a wider one. Interfering with this is the Fire alarm inside the room on the wall next to the door frame. A possible solution is to temporarily dismount this door and frame during the move-in stage.
Reintegration with the Facility The Tier 2 plan includes installing additional batteries, and a second UPS. With minor changes to the Tier 2 scope, Eaton can add the additional task to their standard UPS Commissioning to recommission the UPS A in its final location, with the new UPS B. No special skills or procedure will be needed by the VA to unplug (turn off at breaker) unwire and move the subject UPS 1 from the temporary location (BB-35) to the new UPS Room (Loading Dock 1) after construction. Only caveat is the physical move must be done and recommissioning UPS 1 (Power ON) within 6 months.
Permanent Changes to Space BB-35
1. Addition of 100A 3-phase 208V circuit (non-generator, street power buss).
2. Possibly relocate fire detection and alarm.
3. Permanently or temporarily widen entrance door to a minimum of 46” clear opening (48” or larger door)
Temporary Changes to Space BB-35
1. Provisions for UPS equipment footprint and layout (71 sq feet – 10’-6” x 6’-9”).
2. Possible temporarily removing entrance door and frame for equipment move-in.
Temporary UPS Service to TR’s A new 400A Distribution Panel (labeled EBUPSN90-0) was added to BC-50. This panel will be inserted between the existing 3 UPS Units and the existing Distribution Panel EBUPSN90-1. This panel will feed the existing EBUPSN90-1 and the 8 new TR distribution panel feeds already run to BC-50 but not yet connected to anything.
Changes To BC-50 and UPS Wiring
1. Addition of 400A distribution panel.
2. Move feed to EBUPS90N-1 from existing UPS to be fed from the new 400A panel.
3. Feed the new panel from the existing UPS. (Note: this UPS is backed up by GEN 46)
4. Install wiring to TR distribution sub-panels from new 400A distribution panel (8x).
This work can be mostly undone during Tier 2 when the existing UPS is replaced with the two new UPS’s in the new Electrical Equipment Room.
Changes to BB-35 UPS Contractor shall re-configure existing 90KW (9GK618A029A00R0) battery cabinet to 200KW.
Contractor shall provide additional 200KW battery cabinets equivalent to 9GK618A029A00R0. Battery cabinets must be compatible with existing system.
Contractor shall be disconnecting and moving UPS equipment out of BB-35 as opposed to BB-50 which is shown on the drawings.

Annex B
Construction contractor shall be responsible for coordinating with the local telecommunications provider (Lumen) for the installation of a redundant fiberoptic cabling route. The contractor shall be responsible for installing a new fiberoptic manhole at the limit of the property line for the service provider to pull their new fiberoptic line through. The contractor shall also be responsible for providing a concrete encased fiberoptic duct bank which will terminate within building 40, room 102B. Refer to revised drawing TT-202 (revised 5/2/25). This revised drawing page shall supersede previous versions. The manhole shown is for reference and any equivalency should be submitted for approval.
Figure 3: Fiberoptic Vault (for reference of basis of design)
Annex C The fiberoptic duct bank was installed under a previous project (EHRM Tier 1). The Water table is high enough throughout most of the area that the fiberoptic manholes have a substantial amount of water in them, typically 4 feet but some are completely full. A manhole by building 11 is draining water back into building 13 through the fiberoptic conduits. A manhole by building 3 is full to the brim, will refill within 24 hours of full draining and floods the sub-basement of the hospital.
The contractor shall install a PVC drain line from these two manholes to a near by storm sewer manhole. Work will include full removal and replacement of pavements and soils, traffic control and marking, trench safety, and confined space entry. Back fill with native materials is allowed so long as the native materials does not have any notable debris in it. Manholes do not need to be entirely drained so a possible means and method would be to use existing plugs within the fiberoptic manhole and core a hole into the storm sewer manhole.
The general contractor should be aware, that in general, all the fiberoptic manholes are flooded and will require pumping during any work. Fiberoptic cabling should be kept out of the water when ever possible to avoid damage related to ice formation.
